Cops are in search of a 15-year-old boy who went missing Tuesday night and would not know how to ask for help getting home.Donald L'Heureux-Eagle, who suffers from severe Fetal Alcohol Syndrome and functions at the level of an eight-year-old, went missing from his home in Martindale at 5 p.m.
Police said he would not be able to find his way home if he is out of his community and would not know how to ask for help.He is Native, 5-foot-4, with a medium build, black hair, wearing a black leather jacket, red T-shirt, jeans, and carrying a red backpack.Anyone with information is asked to call police at 403-266-1234.

B.C.'s children's watchdog has issued another scathing report on the province's child welfare system and its progress reforming its operations, on Monday morning in Victoria.
Representative for Children and Youth's Mary Ellen Turpel-Lafond says the government has only fully implemented less than half the recommendations in the 2006 landmark report on the child welfare system by retired judge Ted Hughes.
Turpel-Lafond says she is deeply disappointed with the government's progress and is particularly critical of what she sees as a lack of accountability and oversight in the child welfare system.
She says the changes made in public reporting have met neither the letter nor intent of the Hughes report and the information posted publicly now is less useful than in the past.
She described the government's action as "vague promises that make high-level references to the Hughes review yet offer no detailed information, and at other times outright government dismissal."
In Turpel-Lafond's view, the Ministry of Children and Family Development has failed to meet the targets in its service plans, and that means troubles ahead.
"Difficult economics times can mean harsher realities for many of B.C.'s families. Poverty will deepen for some, unemployment rates will climb, and previously successful families may struggle. Social services may be required more often, and community supports may disappear. Stagnant or decreasing budgets will not be able to address the need of additional children and families," she said.
Turpel-Lafond has issued similar highly critical reports on the government's implementation in previous years.

Newfoundland and Labrador has become the latest province to use Facebook's Amber Alert page to help locate missing children.
Canada is the first country to harness the social networking site's Amber Alert efforts.
The Royal Newfoundland Constabulary and RCMP announced in St. John's
on Monday that both police forces have agreed to make use of the
Facebook page, which has the potential to reach 400 million users.
Amber Alert is an international system that uses radio, television
and electronic road signs to help the public provide information that
may help find missing children.
Ontario, Prince Edward Island and New Brunswick adopted the Facebook alerts earlier this year.
Bill Smith, RCMP assistant commissioner, said Facebook will hopefully
help beef up police resources in Newfoundland and Labrador.
"It is an instant two-way communication with people across the
province and across the country, but we will still continue to use
traditional media as well," Smith said. The first hours after a chid goes missing are 'crucial,' said child safety advocate Allan McCullough. (CBC) Dr. Parry Aftab, who practises internet law, said the Facebook-police partnership offers the public more peace of mind.
"Knowing that it's [the Facebook page] there if your child is lost or
any child is lost in this province allows everyone to sleep a little
bit better at night."
Child safety advocate Allan McCullough said that when a child goes missing, time is of the essence.
"Seventy-four per cent of the time that a child is abducted and later
found murdered, they are murdered within the first four hours," he
said. "Over 90 per cent of the time, they are murdered within the first
24 hours.
"Those first hours are crucial in the safe recovery of that child,
and that's the power really of the Amber Alert and mobilizing all of the
citizens around helping the police find and safely recover that child."

CALGARY -- Five months to the day after a three-year-old tot died in a
drowning deemed accidental, her brother was found dead in his bed -- a
case ruled a homicide by Mounties.
Devastated family in Alberta, who said they repeatedly hounded
children's services in Saskatchewan, where the siblings lived and died,
want police to revisit the death of the three-year-old.
They want to know what, if anything, was done by officials to look
into their concerns about her brother before he was allegedly killed on
the weekend.
The identity of the siblings is protected by child welfare legislation. No one who would identify the children can be named.
In July, the little girl, who lived with her brother, father and his
girlfriend, was found unconscious in a container of water outside their
rural home, near Swift Current, Sask.
RCMP told family she was playing unattended when she fell into a trash can used as a rain barrel.
Skeptical of those claims and concerned about her brother, family in
Alberta repeatedly contacted children's services, claiming they were
bounced from office to office and given no assurances anything was being
done to allay worries about the surviving sibling.
When they went to his sister's funeral, the boy was not there and his father refused to let them see him.
In the months to follow, relatives said the father didn't let them talk to the boy on the phone.
On Saturday, their worst fears were realized, with the boy found dead in his bed.
Police won't say how he died, only that it is a homicide.
RCMP Sgt. Paul Dawson said police and the coroner's office deemed the
girl's death accidental at the time, but now they have not ruled out
revisiting it in light of her brother's homicide.
"Any time we are provided with new information if it is relevant, of course we will look at it," Dawson said.
Andrea Brittin, an executive director with Saskatchewan social
services ministry's child and family services division, said she cannot
speak to "specifics" on any individual case or "even confirm or deny
involvement."
She said when concerns are raised by anyone, it is "certainly our obligation" to look into them.
If a child who dies is involved with the ministry, or has been within the past year, an investigation is ordered.
"A complete and comprehensive review is done to look at the services
provided to the family to ensure if there are any lessons we can gain
from these unfortunate events," Brittin said.
The children's maternal grandfather and numerous other relatives said
any review is too late and they will never know if the little boy's
life might have been spared.
"I'd like to know why they didn't listen to us," said the
grandfather, who raised the children for months prior their father
taking them to Saskatchewan.
An aunt said she wants answers about what child welfare did or did not do.
"It breaks my heart," she said. "The last time I talked to (the girl)
on the phone I remember her saying, 'I love you, auntie,' and within
four months, she was dead.
"The sad part is, there is no reverse switch to bring these children back."
No charges have been laid in the boy's homicide.

How disgusting that authorities did not take any notice of family members concerns. This should NEVER have happened. Surely they had to have been suspicious of the stepmother about the earlier death.

CFB Trenton employee charged with child porn
CFB TRENTON, Ont. – The facilities co-ordinator at 8 Wing-CFB
Trenton's sports centre was arrested and charged Wednesday with four
child porn-related offences.
Provincial police have confirmed the arrest of 50-year-old Paul
Deschamps, of Frankford, Ont., following an undercover child pornography
investigation online.
Police said they executed a search warrant at Deschamps's home in
Frankford as a result of their investigation. Two computers and one
external hard drive were seized. Police allege the devices contain
images of child sexual abuse.
Deschamps has been charged with two counts of possession of child
pornography, one count of making child pornography available and one
count of accessing child pornography.
Police said the the investigation is ongoing.
Capt. Annie Morin, public affairs officer at the air base, said Deschamps isn't a member of the Canadian Forces at 8 Wing.
“All I know is that Deschamps is a civilian working as facilities
co-ordinator at our fitness and sport centre,” said Morin. “We don't
have any more information about the case right now. All we know is that
he was arrested and charged by the police Wednesday.”

Swift Current RCMP investigate sudden death of a child
Swift Current RCMP are investigating the sudden death of a child Saturday afternoon.A
2½-year-old boy had been put down for a nap late in the morning at his
residence just outside Webb, SK.
He was discovered unresponsive in his
bed later that afternoon.
Paramedics from Swift Current were called and the boy was pronounced dead at his home a short time later.
Police examined the scene and are conducting an investigation under the Coroner’s Act. Swift
Current RCMP General Investigation Section and the Forensic
Identification Section along with RCMP Regina Major Crimes are assisting
with the investigation.
The cause of death has yet to be determined.
An autopsy will take place Monday morning in Saskatoon.
The child lived with his biological father and step-mother.
His name is not being released at this time.
Webb is 23-kms west of Swift Current.

the farm.

Saskatchewan police investigating seriously injured toddler
REGINA
— The RCMP and the Regina Police Service are joining forces to get answers about how a Saskatchewan toddler was seriously injured.
On Sunday, the Fort Qu'Appelle RCMP were contacted by the Regina Police Service about an 18-month boy who was admitted to the Regina General Hospital.
The seriously injured child, who lives in Balcarres, Sask., was initially treated at the Balcarres Hospital before being transported to the Regina hospital where he continues to receive medical care.
The circumstances surrounding the injuries sustained by the child are currently being investigated by the Fort Qu'Appelle RCMP with the assistance of the RCMP Forensic Identification Unit out of Regina.
Balcarres is about 90 kilometres northeast of Regina.

— The RCMP in Fort Qu'Appelle is continuing to investigate what led to
an injured 18-month-old boy from Balcarres to be hospitalized in
Regina, where he is now listed in critical condition.
The
toddler was originally said to be have serious injuries, but after
signs of improvement over his first days in hospital, his condition
deteriorated over the weekend.
Fort
Qu'Appelle RCMP members were originally notified by the Regina Police
Service on Dec. 19 after the child was admitted to the Regina General
Hospital.The RCMP soon discovered that the child lived on George
Street in Balcarres and was treated in hospital there before being
transferred to Regina.RCMP members executed a search warrant at a Balcarres residence on Dec. 21.

— The RCMP in southern Saskatchewan is continuing to probe *two recent
mysterious incidents that resulted in one child dead and another in
critical condition in a Regina hospital. (* reference preceding post Swift Current RCMP investigate sudden death of a child)
In Fort Qu'Appelle, the
RCMP is looking into what led to an injured 18-month-old boy from
Balcarres to be hospitalized in Regina, where he is now listed in
critical condition.
The toddler was originally said to have
serious injuries when he was admitted to hospital on Dec. 19. But after
signs of improvement during his first days in hospital, his condition
deteriorated over the weekend.
"There's too many unanswered
questions right now and that's what we're trying to get down to the
bottom of: To explain . . . the injuries and also to try and explain why
the child is in the hospital," Sgt. Neil Tremblay of the Fort
Qu'Appelle RCMP said on Tuesday.
"They're trying to determine is
it the injuries? Is it a pre-existing condition? Is it a combination?
That's still very much in the air. The doctors are working hard to try
to get us some answers, as well as get him back healthy again."
Tremblay said the boy has bruising to his head and extremities, but there is not yet an indication of how it occurred.
"We
have to keep an open mind to any possibility," said Tremblay. "We
haven't discounted that it might be a criminal matter, but we can't
confirm that either."

The resulting autopsy led police to consider the death of William Michael Vayro a homicide. Vayro
was the second child in his family to die in the past five months.
On
July 18, his three-year-old sister drowned in a container of water on
the farm.

— The RCMP and the Regina Police Service are joining forces to get answers about how a Saskatchewan toddler was seriously injured.
On Sunday, the Fort Qu'Appelle RCMP were contacted by the Regina Police Service about an 18-month boy who was admitted to the Regina General Hospital.
The seriously injured child, who lives in Balcarres, Sask., was initially treated at the Balcarres Hospital before being transported to the Regina hospital where he continues to receive medical care.
The circumstances surrounding the injuries sustained by the child are currently being investigated by the Fort Qu'Appelle RCMP with the assistance of the RCMP Forensic Identification Unit out of Regina.
Balcarres is about 90 kilometres northeast of Regina.

— The RCMP in southern Saskatchewan is continuing to probe *two recent
mysterious incidents that resulted in one child dead and another in

In Fort Qu'Appelle, the
RCMP is looking into what led to an injured 18-month-old boy from
Balcarres to be hospitalized in Regina, where he is now listed in
critical condition.
The toddler was originally said to have
serious injuries when he was admitted to hospital on Dec. 19. But after
signs of improvement during his first days in hospital, his condition
deteriorated over the weekend.
"There's too many unanswered
questions right now and that's what we're trying to get down to the
bottom of: To explain . . . the injuries and also to try and explain why
the child is in the hospital," Sgt. Neil Tremblay of the Fort
Qu'Appelle RCMP said on Tuesday.
"They're trying to determine is
it the injuries? Is it a pre-existing condition? Is it a combination?
That's still very much in the air. The doctors are working hard to try
to get us some answers, as well as get him back healthy again."
Tremblay said the boy has bruising to his head and extremities, but there is not yet an indication of how it occurred.
"We
have to keep an open mind to any possibility," said Tremblay. "We
haven't discounted that it might be a criminal matter, but we can't
confirm that either."

Over 50,000 Canadian families felt the stress and grief of a child going missing in 2009.
According to the 2009 Our Missing Children Annual Report by the RCMP,
50,492 children went missing last year. Of that total, 2,993 went
missing in Saskatchewan. The majority of missing children were runaways
with 2,149 in that category.

OTTAWA — A former Orléans elementary-school teacher was sentenced to nine months in jail Monday for the possession of child pornography.
Paul André Dumais, 34, taught gym and drama at Jeanne Sauvé elementary school prior to his arrest in front of students last March as part of a nationwide investigation into child pornography.
He admitted to possessing 170 images and 44 movies depicting children involved in graphic sexual acts.
Ontario Superior Court Justice Lynn Ratushny said she accepted an apologetic Dumais’ “repugnant” explanation that he never accessed the child pornography with the intention of harming a child, finding instead that it was a combination of “very bad judgment, curiosity and because of a naiveté of its evil.”
While Dumais had already suffered serious consequences, including the loss of his teaching career, Ratushny said a jail term is necessary to discourage others from committing similar offences.
“The images are of horrific violence being committed against innocent children by anonymous and depraved individuals,” said Ratushny. “Mr. Dumais was participating in the revictimization of those poor children in the pictures. He was viewing their non-ending virtual rape.”
Dumais, who sat hunched forward in the front row of the courtroom before being sent to jail, was also added to the sex-offender registry, ordered to provide a DNA sample and placed on probation for a year.

Coralee Smith is recovering from quadruple bypass heart surgery that she had in December in New Brunswick.
She is asking the Ontario coroner's proceedings to be put off until March at the earliest to allow her time to heal so she can travel safely and sit through a stressful inquest into her daughter's death.
The Ontario coroner is considering the proposal to reschedule the inquest so it would begin early April.
Ashley Smith is the mentally distraught New Brunswick teen who strangled herself in her cell while in a full body restraint suit at the Grand Valley Institution in Kitchener, Ont., as guards looked on.
She'd spiralled into extreme anti-social and self-damaging behaviour after being transferred across the country 17 times, between various correctional facilities, during the last 11 months of her life.
In addition, she was restrained and injected with anti-psychotic drugs against her will during her stay at Joliette Institution in 2009, a move that one doctor has determined was illegal.
The inquest has already faced a number of delays, but was supposed to begin on Jan. 31, 2011.
The inquest is supposed to examine why Smith was transferred so many times and to probe the level of health and psychological help provided, including a look at questions around why prison guards were ordered not to intervene in Smith's self-strangulation attempts unless she had stopped breathing.

The inquest was originally expected to last three months, but the scope of the inquest was broadened in November.
When first announced, the inquest was limited to looking at the last 13 weeks of Smith's life -- the time she was in Ontario prisons.
Her family had urged the presiding coroner to expand it to all 11 months Smith spent in federal custody, saying that would provide an accurate picture of the mental trauma that led to her death.
Those 11 months included 17 transfers between prisons and other facilities across the country, and the constant movement meant the mentally ill woman never got the chance to be properly treated, the family alleges.
In the ruling, Porter agreed the inquest could reach even further back through Smith's life, to examine "factors that may have impacted Ms. Smith's state of mind" on the day she died, not necessarily restricted by "age, geography, date or nature of the institution that was tasked with her care."

Prison video showing a teen inmate forcefully injected with tranquilizers while strapped to a stretcher for hours will not be shown to an inquest jury, say lawyers who are challenging an Ontario coroner’s decision to exclude key evidence.
Dr. Bonita Porter’s decision not to obtain proof of the “abusive treatment” of Ashley Smith only 90 days before she died in a Kitchener jail cell “runs completely afoul of the fundamental purpose of an inquest to be a public process,” said lawyer Julian Falconer, who is representing the teen’s family.
The inquest, set to begin April 4 in Toronto, has been called to probe the young woman’s death and make recommendations to prevent similar deaths.
Falconer and lawyers for prisoner and youth advocacy groups are challenging a decision by Deputy Chief Coroner Porter to exclude the video.
“There’s no doubt that Ms. Smith was a hard-to-handle inmate,” said Richard Macklin, a lawyer for Office of the Provincial Advocate for Children and Youth. “But on the other hand, the Correctional Service of Canada contributed to her being a hard-to-handle inmate in the way it treated her.”
During her 11 months in federal custody, the 19-year-old Moncton native had been transferred 17 times to institutions across the country where she was repeatedly kept in segregation cells wearing little more than a padded gown.
Video taken at Joliette Institution in Quebec should be obtained by the coroner and shown to jurors, family lawyer Falconer told the Star.
According to a psychiatrist’s report, Smith was doused with pepper spray and injected with four unnecessary doses of anti-psychotic medications after she removed a metal plate from a cell wall. The report concludes that administration of the drugs was unnecessary and against Smith’s will.

Falconer and lawyers for prisoner and youth advocacy groups are challenging a decision by Deputy Chief Coroner Porter to exclude the video.
“There’s no doubt that Ms. Smith was a hard-to-handle inmate,” said Richard Macklin, a lawyer for Office of the Provincial Advocate for Children and Youth. “But on the other hand, the Correctional Service of Canada contributed to her being a hard-to-handle inmate in the way it treated her.”
During her 11 months in federal custody, the 19-year-old Moncton native had been transferred 17 times to institutions across the country where she was repeatedly kept in segregation cells wearing little more than a padded gown.
Video taken at Joliette Institution in Quebec should be obtained by the coroner and shown to jurors, family lawyer Falconer told the Star.
According to a psychiatrist’s report, Smith was doused with pepper spray and injected with four unnecessary doses of anti-psychotic medications after she removed a metal plate from a cell wall. The report concludes that administration of the drugs was unnecessary and against Smith’s will.

Judge triples sentence for child molester
An Ontario Court judge says a two-month jail sentence is “wholly inadequate” for a man who crept into a little girl’s bedroom night after night to molest her.
Justice Bernd Zabel rejected the joint submission of assistant Crown attorney Stan Dudzic and defence lawyer Stephen Bernstein, who had recommended two further months in jail on top of four months of pretrial custody for a total of six months.
Instead, the judge handed down an 18-month reformatory sentence, including single credit for pretrial custody.
The accused man had earlier pleaded guilty to one count each of sexual assault and sexual interference of a child.
The man, who stood in a father relationship to the child, committed an egregious betrayal and breach of trust, said the judge. It was an aggravating factor that the assaults took place in the child’s bedroom, which should have been her sanctuary.
By tripling the recommended sentence, Zabel said he wanted to send a message to the community that the courts will deal harshly with “those who seek to satisfy their perverse desires with our children.”
The name of the man cannot be published because of a ban on publication of any information that might tend to identify the child.
The convicted man was further sentenced to three years on probation. He was ordered to stay away from parks, playgrounds and swimming pools, not to work or volunteer where he would be in a position of authority over children, or communicate online with anyone under 16. He was placed on the sex offender registry for 20 years and ordered to submit a sample of his DNA for forensic analysis and entry into the national DNA database.

Kip Gaudry, the former director of engineering for the Municipality of Delta, has been sentenced to 18 months in jail for possessing thousands of images and movies of child pornography.
Gaudry pleaded guilty to one charge of possessing child pornography in November. A judge delivered his sentence in Surrey Provincial Court on Thursday (Jan. 13) afternoon.
In imposing his sentence, the judge said he had to consider the specific nature of the child pornography found on both home and work computers. Much of it involved extremely young children – even babies – between the ages of one and five years old being abused by adult men.
While all child pornography is bad, the judge said, the explicit images found in Gaudry's possession was "toward the more horrible end of the scale."
As well, Gaudry's prior convictions were taken into account.
Under his full legal name of Cleo Faust Gaudry, he pleaded guilty in 1995 to numerous counts of sexual assault and was sentenced to three-and-a-half years. The crimes were committed while he was working in the District of Houston, a small community in northwestern B.C. At the time, a Houston newspaper quoted a senior RCMP officer as saying that some of the charges involved young people.
Court heard Thursday that within 18 months of serving that sentence, Gaudry was accessing child pornography online.
In March 2009, Gaudry quit as Delta's director of engineering after police searched his home in North Delta and his office at municipal hall, seizing several computers and hard drives. Ten thousand still images and more than 300 movies involving child pornography were found.
Investigators also discovered Gaudry, now a White Rock resident, had installed special software in an attempt to hide his activities.
Wearing blue jeans and a black leather jacket, the bespectacled Gaudry sat calmly while the sentence was read.
He was also ordered to serve three years probation following his jail time, is not permitted any drug or alcohol use, must have no contact with children under 18, cannot possess a computer or cellphone that can access the Internet and must submit a DNA sample.
In delivering the sentence, the judge acknowledged Gaudry, 59, is a competent and intelligent man who had overcome a "horrific" childhood himself, which included abuse and assault.
The Crown was seeking a sentence of between 12 and 18 months, while defence sought a six-month sentence. The second count he was facing, accessing child pornography, was stayed.
Gaudry is also facing trial on an unrelated charge of indecent assault on a female in connection with a 1973 incident in Winnipeg.

A former Capilano College film instructor charged with multiple sex offences against underage girls confessed he had a "pedophiliac drive" and got a "voyeuristic thrill" out of filming the girls.
The comments from Michael Berry are contained on a video of a statement the West Vancouver man gave to police after his arrest in March 2007.
Prosecutor Elliot Poll on Wednesday began playing the eight-hour confession for B.C. Supreme Court Justice Paul Williamson.
Berry, 72, told the police that the incidents began after he had broken up with his wife and was lonely.
"They moved in basically," he said of the girls. "One of them did and well, two of them did . . . I loved them dearly and they loved me dearly and we had a fabulous time, but I don't know, one thing led to another."
The accused said he believed the girls had other boyfriends and were pregnant, but claimed he did not get them pregnant.
He described taking pictures and films of the girls as being a fantasy of his.
"Obviously voyeurism, or you know, peering through my camera at a beach or something like that. It became an obsession. And it was a sickness.
"It became some sort of exotic need or something, you know, it was a fantasy."
Berry claimed that he had talked to psychiatrists and believed "the drive was pedophiliac, whatever you want to call it."
He added: "Yes, I did get a voyeuristic thrill out of, I mean, I suppose the tapes and the films and it was all part of the business and all this."
When the trial opened in October last year, Poll told the judge that material seized from Berry's house included numerous images showing the accused having sex with girls, most of them between the ages of 10 and 13, but one of the victims being under five.
The alleged incidents date from the 1970s to 2001.
During the police video Berry spoke of feelings of shame and disgrace for the recordings he made, claiming he "went through a bad phase" when his wife left him.
After the Crown has finished playing the video, the trial is expected to adjourn until March, when prosecutors are expected to call as witnesses a number of the alleged victims.

A former film studies teacher charged with multiple sex offences was surprised when told by police that one of the young girls he had sex with was on the list of the Missing Women’s Task Force.
Michael Berry says he met the teenage girl and her older sister outside the Royal Bank in Park Royal.
“They wanted money,” said Berry in a statement to police after his arrest in March 2007.
“It was a bad scene. It was, I went along with it. They came back in the car with me and we went over to my house and, um, she gave me sex. She was a little hooker.
“I’d indicated I thought she was about 15, 14, 15 and the sister who was about 17, 18.”
Berry said the video was taken by the sister of the missing girl, who was paid $50 by the accused afterwards.
Berry was asked by RCMP Const. Tiffany Lewis whether he knew that the younger girl had been on the Missing Women’s list since 1998.
“I know nothing about that at all. I didn’t even realize she was missing,” he replied.

A worker at a Saint John, N.B., daycare has been fired for placing a 2½-year-old child on a coat hook.
Another employee, who witnessed the incident, reported it to the daycare manager.
The woman was told to leave the facility immediately, and did not show up at a meeting a few days later to discuss the incident. She was officially fired on Tuesday.
Administrators won't go into detail, but they say the child was not hurt. The French-language daycare operates out of Centre Scolaire Samuel-de-Champlain, which is Saint John's only francophone community centre and also contains a French-language public school. The regional francophone association ARC-F manages the centre and its programs.
General director Michel Coté and daycare director France Boudreau said they have taken appropriate measures. Coté said they have spoken to the parents of the child and the child remains enrolled in the daycare program.
The Department of Social Development was also notified about the incident. Spokesperson Mark Barbour said the complaint is being looked into.

RCMP investigations underway related to Dec. incidents involving 2 young boys in southern Sask.
REGINA — Investigations are still underway in southern Saskatchewan to determine what happened to two young boys just days apart in December.
In the first incident, an 18-month-old from Balcarres with serious injuries was admitted to hospital in Regina on Dec. 19. Two days later, 2 1/2-year-old William Michael Vayro was found dead in his home near Webb.
RCMP spokesman Cpl. Rob King said the investigation into Vayro's death is still underway.
Vayro was the second child in his family to die in 2010. His three-year-old sister drowned in a container of water on July 18.
King said the investigation into the boy's death won't necessarily lead investigators to take another look at the circumstances surrounding the girl's drowning.
"You go where the investigation takes you," King said. "As you're going through, if things start popping up, you go back and you look at something else. Or if all of a sudden new people come up, you go back and look at them. You eliminate everything as you go. It's impossible to say, 'We're going to do this, because of that.' It changes day to day."
Sgt. Neil Tremblay of the Fort Qu'Appelle RCMP said the child from Balcarres has had his condition upgraded from critical — as it was before the new year — to serious, but is still unconscious in a Regina hospital. Last month, the boy had bruising to his head and extremities, but it is still not clear how they occurred.
Tremblay said police are still taking statements and are working with the Crown prosecutor to determine the next steps to be taken.
Balcarres is 90 kilometres northeast of Regina. Webb is 35 km west of Swift Current.

Injured Balcarres toddler showing improvement

A toddler who was brought to hospital with serious injuries last month is showing improvement.
According to Fort Qu'Appelle RCMP, the 19-month-old child from Balcarres is now conscious and has been transferred from the intensive care unit to the pediatric care unit at Regina General Hospital.
On Dec. 19, Fort Qu'Appelle RCMP received a report from the Regina Police Service regarding the child being in the Regina hospital with serious injuries. Investigation revealed the child resides on George Street in Balcarres and was initially treated at Balcarres Hospital before being transported to Regina.
RCMP officers executed a search warrant of the Balcarres residence on Dec. 21. The investigation is ongoing, with officers attempting to determine the cause or causes of the child's medical condition

Justice Gilles Renaud on Friday sentenced him to a conditional discharge in the child-abuse case.
"I find that the refusal of a discharge in this instance would be contrary to the public interest by depriving the community of the skills and talents of (the accused) as a police officer," Renaud ruled.
The judge also prohibited the officer from physically punishing his children for two years.
In court in Cornwall on Friday afternoon, Renaud acknowledged the sentence was lenient, but he said he sided with the officer's ex-wife who had pleaded for mercy in her victim-impact statement. She told the court she feared her four children would lose financial security if their father lost his job.
Crown Attorney Dan Brisebois argued that the public needed to be sent a message that "when you abuse a child, you seriously run the risk of going to jail." But the judge disagreed, citing past decisions that favoured leniency.
The officer, whose identity is shielded by a publication ban, used to whip his children to correct their behaviour.
One child that he whipped was still in diapers. The "large red whip marks" left on the toddler are what launched the criminal investigation.
In one instance documented at sentencing, the officer ordered one of his young boys into the basement after he had kicked his daughter.
The officer then headed downstairs with a leather belt and whipped his young son so severely that the little boy could not walk up the stairs after the assault.
The officer was originally charged with two counts of assault causing bodily harm and two counts of assault with a weapon. He pleaded guilty to assault at Christmas after the more serious charges were dropped.
It was his ex-wife who first called police about the abuse. She told court in a statement that she "never thought it would have resulted with criminal charges." She said she wanted only to improve the lives of her children.
The Ottawa police officer has taken parenting and anger management courses this past year.
In her victim-impact statement, the officer's ex-wife said: "If he is the changed person he claims to be then I cannot see any problems in the future."
In an agreed statement of facts filed in court, his ex-wife said she had always thought the officer's method of punishment was "too severe for children," but she said she was unable to stop (him).
The officer declined to speak at the hearing. Outside the courtroom, he could be seen laughing moments after the ruling.
According to his lawyer, the officer has expressed remorse.
"He has come to understand how criminal his behaviour was," Bill Carroll told court.
The court also heard that corporal punishment is acceptable in the officer's homeland though no evidence was entered to establish the statement. The prosecutor told the court that did not matter. He said the punishment meted out exceeded the Canadian standard. The prosecutor also reminded the court that "agents of the state" should obey its laws.
The officer's conditional discharge requires him to obey the law, and as the judge said, to "continue to prove himself" for the next two years. If he does, the officer will not have a criminal record.

An Ottawa Police staff sergeant told probation officers doing a pre-sentencing report on a constable who pleaded guilty to severely whipping his young children that he was looking forward to the officer's return to work, the Citizen has learned.
In the report, which the court has kept secret, the staff sergeant described the disgraced officer as a level-headed officer who treated people appropriately. The staff sergeant offered this favourable performance evaluation after the constable pleaded guilty in December to beating his children so bad that one of them couldn't walk afterward.
Another child he beat with a belt was still in diapers.
The pre-sentencing report played a role in persuading Judge Gilles Renaud to grant the convicted child abuser leniency.
In fact, in a Feb. 18 court ruling, Judge Renaud decided to give the police officer a pass and granted him a discharge in a deal that spared the admitted him a criminal conviction even though he had pleaded guilty.
Judge Renaud said registering a conviction would go against "public interest by depriving the (Ottawa) community of the skills and talents of (the) police officer."
The judge has also banned the Citizen from identifying the officer, but said his position and nationality can be reported.
The judge also declined a Citizen request to release the pre-sentencing report even though it was entered as an exhibit in open court. In a letter to the judge, assistant Crown attorney, Dan Brisebois, objected to the Citizen request to release the pre-sentencing report, noting that there was a publication ban on the officer's name.
Though the disgraced officer's staff sergeant said he was looking forward to his return to the platoon, Chief Vern White has a much different take on the case.
On Friday, which marked the end of the 30-day appeal period, the police chief's office launched an internal affairs file on the officer, and will be charging him with discreditable conduct under the Police Services Act.
The police chief's office is now trying to get all court records about the child abuse case.
It is not known if the judge will release the pre-sentencing report to the police chief or his executive officer.

Global BC reporter suspended over child sex charges

A veteran Global BC news reporter accused of a string of sex offences against a child has been suspended with pay.
Ron Bencze, 44, was charged Tuesday after a brief two-day investigation by police. The married father-of-three must adhere to a number of strict bail conditions, including not having contact with any young person or going to any place attended by young people, including parks, community centres or schools.
Global BC news director Ian Haysom said he is now off the job.
"Ron has stated he will vigorously defend himself against the charges. We are unable to make any further comment," Haysom said in a statement emailed to CTV News.
Haysom said the station "is very concerned" about the accusations.
Bencze is facing five charges of sexual assault against a single victim, including two counts of sexual interference with a person under 16 and two of invitation to sexual touching involving a person under 16.
The offences span the years 2001 to 2011, starting when the victim was just six years old, police say.
RCMP have not ruled out any additional charges.
Bencze started his nearly two decade media career in his hometown of Kamloops, where he produced and hosted a children's variety show.
He joined Global BC in August 2004 and has since won accolades for his work on the Robert Pickton serial killer trial and a 2005 series on crystal meth.
The accused is scheduled for a next court appearance on Feb. 7.

A B.C. television reporter facing child sex abuse charges is the subject of a "very large" investigation, and police believe there could be more alleged victims.
Veteran Global BC journalist Ron Bencze faces five charges, including two counts of sexual interference with a person under 16 and two of invitation to sexual touching involving a person under 16. The alleged offences involve one alleged victim and date back to 2001, when the child was just six years old.
RCMP Cpl. Drew Grainger told CTV News that the investigation into Bencze is still underway, and more children are being interviewed.
"It's a very large active investigation, which is ongoing," Grainger said. "There's still several witnesses that our serious crimes investigators are still speaking to and we are still trying to determine if there are any other victims that have been identified in this matter."
Bencze, 44, was an assistant coach for Surrey United Soccer Club for the past five years.
He was scheduled to appear in Surrey provincial court on Monday, but a lawyer attended on his behalf instead. His next scheduled court appearance is Feb. 28.

A fatality inquiry is looking into the circumstances surrounding the death of Samantha Martin.
A fatality inquiry is looking into the death of a 13-year-old disabled girl who spent most of her life in foster care.
Samantha Martin died of a heart attack in December 2006, five months after she began living full-time with her biological family.
The girl had a rare chromosomal abnormality called Tetrasomy 18p.
Doctors told the Martin family Samantha would never lead a normal life, her mother Velvet Martin told the inquiry.
Shortly after Samantha was born, her parents put her in foster care upon the advice of workers from the provincial department of Children’s Services, Martin said.
Children’s Services told them Samantha would have access to better medical treatment, said Martin.
The Martin family claims Samantha was mistreated while in foster care. When Samantha visited the Martin home she was starving, Martin said.
She would check Samantha for bruising finding one bruise that stretched from her eye socket to her chin, she said.
At one point during the inquiry Tuesday Martin blurted out to the foster parents, "It's difficult to be in this room especially when you're smiling at me."
The inquiry, scheduled for two weeks, will look into the cause of her death and circumstances leading up to it.

Teen’s heart attack stumped doctors
Could not pinpoint cause, fatality inquiry hears
EDMONTON — Doctors have never been able to pinpoint why a 13-year-old girl with a rare chromosomal abnormality suffered a fatal heart attack in 2006, a fatality inquiry heard Tuesday.
Samantha Martin appeared to be in good physical condition in the five months she spent living with her biological family in St. Albert before her death, her mother Velvet Martin told the inquiry.
The teenager spent most of her life in a foster home, but was returned to her parents’ care in the months before she died on Dec. 3, 2006. Martin has alleged her daughter was mistreated in foster care, and that no one followed up on concerns her daughter was suffering seizures.
Martin said none of the doctors who examined Samantha, either before or after her death, could explain why she went into cardiac arrest.
But Martin told the inquiry that researchers who studied the case have theorized the heart attack could have been linked to untreated seizures.
“I believe if she’d been removed (from the foster home) prior to that, we would have dealt with her seizures,” Martin said in court.
The fatality inquiry is not a criminal trial, and the judge presiding over the process cannot assign blame for a death. The judge can present recommendations on how to prevent similar deaths in the future.

Fatality inquiry continues

Emotions were running high this week as the inquiry into the death of a teenage girl who died shortly after leaving provincial foster care continued.
The provincial fatality inquiry is looking into the circumstances surrounding the death of Samantha Martin, a 13-year-old girl with a rare chromosomal disorder, who died from cardiac arrest.
While in this case it is clear the cardiac arrest was the cause of death, the inquiry is trying to determine precisely what caused it.
Samantha was placed into foster care shortly after birth and her mother Velvet Martin has testified previously the family was told that was the only way her daughter would receive support for her medical conditions.
Martin contends the cardiac arrest was caused by untreated seizures the foster mother ignored and has also alleged the young girl was mistreated and malnourished.
The foster mother, who cannot be identified under a publication ban, took the stand Friday morning and denied all of those allegations.
The tense relationship between Martin and the foster mother has boiled over several times with the foster mother accusing Martin of glaring at her and Martin accusing the foster mother of smirking throughout the hearing.

A fatality inquiry probing the death of a 13-year-old foster girl will not hear evidence this week, postponing witnesses pending testimony from medical experts.
Samantha Martin died from an apparent cardiac arrest in 2006, five months after leaving provincial foster care.
While the cause of death is clear, what caused Samantha’s cardiac arrest is not. She had a rare genetic disorder called tetrasomy 18p that left her with developmental delays and other medical issues.
Velvet Martin, Samantha’s biological mother, contends poor care Samantha received while in foster care, including untreated seizures, ultimately contributed to her death. The foster family has strenuously denied those allegations, including last Friday when the foster mother took the stand.
The inquiry can make findings as to what contributed to Samantha’s death and make recommendations to help prevent future cases, but cannot make any findings of guilt.
Witnesses from Samantha’s school and from children’s services were scheduled to testify this week.

She said she simply doesn’t have the resources, but still wants to understand what happened to her daughter.

Children’s Services has had a lawyer present, and so has the foster family. The inquiry counsel has done all of the primary examination of witnesses.
Martin applied for the adjournment Friday so a lawyer, who just agreed to take on the case, can receive funding from the government.
She said she is hopeful the government will approve the request for a lawyer.
“I am not asking for counsel for me; I am asking for counsel for a child,” she said. “The whole fatality is about the child. The child should have representation.”
Martin said another delay in the hearing, which she says has been a long time coming, is not a major concern, because, ultimately, she just wants justice for her daughter.
“I will wait the rest of my life if necessary.”
While she is focused on her daughter, the inquiry is meant to prevent future tragedies. It make sense to have all sides equally represented, she said.
Prior to the adjournment, the inquiry was supposed to hear from the doctor who treated Samantha right before her death, as well as a caseworker from Children’s Services and the medical examiner.
The inquiry will now resume on March 18.

A fatality inquiry is looking into the circumstances surrounding the death of Samantha Martin.
A fatality inquiry is looking into the death of a 13-year-old disabled girl who spent most of her life in foster care.
Samantha Martin died of a heart attack in December 2006, five months after she began living full-time with her biological family.
The girl had a rare chromosomal abnormality called Tetrasomy 18p.
Doctors told the Martin family Samantha would never lead a normal life, her mother Velvet Martin told the inquiry.
Shortly after Samantha was born, her parents put her in foster care upon the advice of workers from the provincial department of Children’s Services, Martin said.
Children’s Services told them Samantha would have access to better medical treatment, said Martin.
The Martin family claims Samantha was mistreated while in foster care. When Samantha visited the Martin home she was starving, Martin said.
She would check Samantha for bruising finding one bruise that stretched from her eye socket to her chin, she said.
At one point during the inquiry Tuesday Martin blurted out to the foster parents, "It's difficult to be in this room especially when you're smiling at me."
The inquiry, scheduled for two weeks, will look into the cause of her death and circumstances leading up to it.

Could not pinpoint cause, fatality inquiry hears
EDMONTON — Doctors have never been able to pinpoint why a 13-year-old girl with a rare chromosomal abnormality suffered a fatal heart attack in 2006, a fatality inquiry heard Tuesday.
Samantha Martin appeared to be in good physical condition in the five months she spent living with her biological family in St. Albert before her death, her mother Velvet Martin told the inquiry.
The teenager spent most of her life in a foster home, but was returned to her parents’ care in the months before she died on Dec. 3, 2006. Martin has alleged her daughter was mistreated in foster care, and that no one followed up on concerns her daughter was suffering seizures.
Martin said none of the doctors who examined Samantha, either before or after her death, could explain why she went into cardiac arrest.
But Martin told the inquiry that researchers who studied the case have theorized the heart attack could have been linked to untreated seizures.
“I believe if she’d been removed (from the foster home) prior to that, we would have dealt with her seizures,” Martin said in court.
The fatality inquiry is not a criminal trial, and the judge presiding over the process cannot assign blame for a death. The judge can present recommendations on how to prevent similar deaths in the future.

Fatality inquiry continues

Emotions were running high this week as the inquiry into the death of a teenage girl who died shortly after leaving provincial foster care continued.
The provincial fatality inquiry is looking into the circumstances surrounding the death of Samantha Martin, a 13-year-old girl with a rare chromosomal disorder, who died from cardiac arrest.
While in this case it is clear the cardiac arrest was the cause of death, the inquiry is trying to determine precisely what caused it.
Samantha was placed into foster care shortly after birth and her mother Velvet Martin has testified previously the family was told that was the only way her daughter would receive support for her medical conditions.
Martin contends the cardiac arrest was caused by untreated seizures the foster mother ignored and has also alleged the young girl was mistreated and malnourished.
The foster mother, who cannot be identified under a publication ban, took the stand Friday morning and denied all of those allegations.
The tense relationship between Martin and the foster mother has boiled over several times with the foster mother accusing Martin of glaring at her and Martin accusing the foster mother of smirking throughout the hearing.

A fatality inquiry probing the death of a 13-year-old foster girl will not hear evidence this week, postponing witnesses pending testimony from medical experts.
Samantha Martin died from an apparent cardiac arrest in 2006, five months after leaving provincial foster care.
While the cause of death is clear, what caused Samantha’s cardiac arrest is not. She had a rare genetic disorder called tetrasomy 18p that left her with developmental delays and other medical issues.
Velvet Martin, Samantha’s biological mother, contends poor care Samantha received while in foster care, including untreated seizures, ultimately contributed to her death. The foster family has strenuously denied those allegations, including last Friday when the foster mother took the stand.
The inquiry can make findings as to what contributed to Samantha’s death and make recommendations to help prevent future cases, but cannot make any findings of guilt.
Witnesses from Samantha’s school and from children’s services were scheduled to testify this week.

OTTAWA — Police are looking for a man who forced a 16-year-old girl into an SUV, brandished a hand gun and sexually assaulted her in Barrhaven on Tuesday morning.
Police said the teenager was walking alone on Tartan Drive at about 9:45 a.m. when she was approached by an unknown male driving an older red SUV. The man asked for directions, then forced her into the vehicle and sexually assaulted her before dropping her off at the Fallowfield Road Park and Ride lot, police said.
Sgt. Jeff Webster of the sexual assault and child abuse unit said officers are searching records to see if there have ever been similar incidents. So far, he said it appears to be a unique case.
“It’s a brazen attack, that’s for sure,” he said, noting the assault took place in broad daylight in a residential area. “This is a very unusual set of circumstances.”
The suspect is described as a man in his 40s with light brown or olive skin and black and grey hair, standing about five-foot-six-inches tall with a medium build and speaking English with a French accent. He had shaggy, ear-length hair, a beige suede coat, black work boots, glasses with thin black rims and a gold wedding band, police said.
The vehicle is described as an older red four-door SUV with winter tires and no hub caps, similar to a Ford Escape or Explorer. It had no front plate, two front bucket seats and the rear seats had been removed.
Webster cautioned women to be suspicious of men asking for directions from vehicles and to call the police immediately if they feel they are in danger.

Barrhaven residents were chilled to hear news of the abduction and sexual assault of a teenage girl earlier this week, with many drawing comparisons to the sexual assault and murder of Jennifer Teague in 2005.
Ottawa police say on Tuesday morning at about 9:45 a.m. a man driving an older red SUV stopped on Tartan Drive and asked a 16-year-old girl for directions.
Police said she was then forced into the SUV and sexually assaulted, before being dropped off at the Fallowfield Road Park and Ride lot.
Police said the man brandished a handgun during the attack.
The teen has been released from hospital and is at home with her family.
The incident was a reminder to many of Teague, the 18-year-old who was kidnapped in the same area in September of 2005. Her body was later found in the woods. Her killer, Kevin Davis, pleaded guilty to first-degree murder and is serving a life sentence.
Residents said Tuesday's attack is bringing back those old worries.
Heather Matheson-Rakita said she cried when she heard the news.
"I lost my marbles," she said. "I'm wondering about my street and how unsafe it is and I know things have happened...before and what looks quiet and safe isn't necessarily."
JoAnn Chisholm said the street is a peaceful one with great neighbours but that now she'll be more careful when talking to strangers.
"I think I'll be more aware of where I'm walking," said Chisholm.
Police spent Thursday interviewing witnesses and reviewing security footage from the Park and Ride.
The suspect is described as a male in his 40s with light brown or olive skin and standing about five-feet-six-inches with a medium build, slightly protruding stomach and dark, shaggy ear-length hair. Police said he spoke English with a French accent and wore a beige suede coat, blue jeans, black work boots, glasses with thin black rims and a gold wedding band.

Ottawa police are ramping up efforts to find a man wanted in connection with a sexual assault on a teenage girl.
Police said the girl, 16, was walking on Tartan Drive in Ottawa's Barrhaven area on Tuesday morning when she was forced into an SUV and sexually assaulted by a man who brandished a gun.
Patrols in the area have been stepped up and information about the suspect has been given to bus drivers, taxi operators and anyone else who frequents the area and might be able to provide a tip about the suspect.
"We've been canvassing the community, canvassing the area," said Ottawa police Chief Vern White on Friday.
"We've identified a lot of information through the victim about the individual and the vehicle that we're pushing out."
Gatineau police are also helping in the investigation.

OTTAWA — Police say a teen was lying when she came forward with claims of a sexual assault earlier this year.
Sgt. Jeff Webster of the sexual assault unit said claims made by the 16-year-old girl on Jan. 18 are "unfounded" and police have concluded their investigation.
"It's our belief the incident did not happen," said Webster, who declined to comment on the investigation, saying it is a "private" matter.
Police will not pursue charges of public mischief against the girl for leading police into a false investigation.
"We look at the community needs, we look at the complainant, we look at whether or not (charges) would be appropriate, and in this case we don't feel it's appropriate given a look at the whole investigation," said Webster.
According to initial police reports, the 16-year-old girl was forced into a vehicle at gunpoint and sexually assaulted before she was allegedly dropped off at the Fallowfield Park and Ride lot. The girl provided a detailed description of the suspect and of the vehicle, though no witnesses came forward to corroborate the claims.
The case created a sense of panic in the community and evoked memories of Jennifer Teague, the teen in Ottawa's southwest end who was abducted and murdered a short distance from where the alleged assault was said to have occurred.
"We've established that this didn't happen, so I suppose there is a sense of relief that we don't have a (suspect) out there as described by these initial allegations," said Webster.
"It is a crime to make a false police report, and in this case we've looked at that and, given all the circumstances, we're not going to lay a charge."
