Amber Alert issued for 1-year-old girl reportedly abducted in Oakland

An Amber Alert has been issued in an effort to locate a 1-year-old girl reportedly abducted from a vehicle parked in front of a liquor store in Oakland late Wednesday morning.


The abduction occurred at 11 a.m. in front of Gazali's Liquor Store at 7838 International Blvd. near 79th Avenue and International Boulevard in Oakland, according to the California Highway Patrol.


The little girl is named Daphne Viola Webb. She is black, with black hair and brown eyes. She was last seen wearing orange pajamas with pink hearts.

The suspect is an unknown, light-skinned black female.

There are no vehicles associated with this abduction.

Daphne Webb was last seen on July 10th in Oakland, California. The 21-month-old was reported missing by her father, John Webb.  Webb says he went into a convenient store and left Daphne in the car with the toddler’s grandmother. When he came back out Daphne had vanished.  There were reports that a possible suspect was seen walking away from the area with a small child wearing clothes that were similar to what Daphne was wearing.  There has been no sign of Daphne since.

John Webb was arrested on charges of child endangerment and then released. Police told HLN that their concern was that he left the child in the car with his mother who is in her late 80’s and suffers from dementia. But the police tell HLN that everyone in the family has been interviewed and has been cooperative.

When asked if anyone had been cleared or if there were any suspects, police stressed that this is still an open and active investigation and the only other person they are specifically looking for is the person reportedly seen walking away from the area with a child. As of Tuesday evening that person had still not been located.

The family has started the website Findbabydaphne.com to help spread the word and bring attention to their search.

Twinkletoes I hope your suspicions are wrong but I too am thinking this doesn't look good. Unless the abductor knew the family, who would kidnap a child (who should have been in a car seat in the back seat) while another adult was in the vehicle?

Oakland police Monday released a new photo of missing 21-month-old girl Daphne Viola Webb in hopes that the public can help law enforcement officials find her.

.......Oakland police arrested Webb on suspicion of felony child endangerment later on Wednesday because they were concerned that he left Daphne in the care of his mother, as she suffers from dementia, police spokeswoman Johnna Watson said.

However, Webb was released from custody on Friday after the Alameda County District Attorney's Office said it's declining to file charges against Webb at this time.

Watson said today that in conjunction with releasing a new photo of Daphne as well as a photo of Webb's vehicle police are asking for the public's help in establishing a timeline of when Webb and Daphne were last seen together.

Daphne is described by police as black with short, curly black hair, a deformity in her left ear and as 2 feet tall and 30 pounds.

She was last seen wearing orange two-piece pajamas with pink hearts.

Police are still seeking and treating as a suspect a woman described as black or Hispanic and in her 30s with long black hair, wearing a light-colored top and blue jeans, who witnesses said they saw seen walking away from the Gazza Supermarket area Wednesday morning with a girl similar to Daphne.

However, Watson said no one has reported actually seeing Daphne get abducted.

Daphne lives with her father and grandmother at a residence in the 800 block of Greenridge Drive, off Keller Avenue, in the Oak Knoll area of northeast Oakland, according to Watson.

Daphne's mother lives at a separate location but has been cooperative with police and isn't considered a suspect, Watson said.

Oakland police, with the assistance of the FBI and other law enforcement agencies, have searched for Daphne at a number of locations but haven't found her yet.

Watson said anyone who saw Daphne or Webb's vehicle in the vicinity of the Gazza Supermarket shortly after 11 a.m. on Wednesday should call Oakland police at (510) 238-3641.

With a much-publicized Amber Alert still in effect for two kids missing in a suspected murder-kidnapping -- 16-year-old Hannah and 8-year-old Ethan Anderson -- police in California are searching for another missing child who vanished seemingly without a trace in early July.

Twenty-one-month-old Daphne Viola Webb was last seen on the morning of July 10 around the 1400 block of 79thAvenue in Oakland. She and the Anderson children represent the only Amber Alerts in effect in the United States, according to the National Center for Missing & Exploited Children.

Daphne was reported missing by her father, John Webb, who told police that he was in a convenience store when his daughter was abducted by a stranger while she sat in his parked car outside with his elderly mother.

An Amber Alert, which remains in effect, was issued for the child on July 15 in Alameda, Contra Costa, and San Francisco counties.

Webb, 49, was arrested on charges of child endangerment on July 11, but the Alameda County District Attorney’s Office declined to file charges against the father.

Police told HLN they were concerned Webb left the child alone in the car with his 87-year-old mother, who suffers from dementia.

Police say everyone in the family has been interviewed and has been cooperative.
Officials are now searching for a woman who was reportedly seen walking away from the area carrying a small child at the time Daphne vanished.

The National Center for Missing and Exploited Children reports there are no vehicles associated with the child’s abduction.

Daphne Webb case: Family questions father's account of toddler's disappearance

OAKLAND -- The grandfather of a missing 21-month-old Oakland girl said Wednesday that the father's account of the child's alleged disappearance five weeks ago is "fishy."

Daphne Viola Webb was reported missing by her father, John Anthony Webb, on the morning of July 10. John Webb, 49, told police the child disappeared after he left her with his elderly mother, who suffers from dementia, in his car while he made a quick purchase at a convenience store at 79th Avenue and International Boulevard in East Oakland.

At first, the child's mother, Kiana Davis-Webb, 31, and her large extended family publicly stood by Webb and his story. That changed Wednesday, during a "love walk" organized to keep the public's eye on the disappearance.

"I've had complete strangers tell me they don't buy the story," said the child's maternal grandfather, Kevin Davis. "I know no one is buying the story.

"I believe there is more to this than meets the eye. Obviously there is something fishy and I'm going to leave it to that."

Webb, 49, told police that he left the girl in the back seat of his black Ford Explorer with his 87-year-old mother -- who has dementia -- when he went into Gazzali's liquor store about 11 a.m. to buy an energy drink and talk briefly on his cellphone.

When he returned, Webb said the child was gone and the woman's purse was missing. During the past five weeks, police and search dogs have spent dozens of hours combing neighborhoods, parks and waterways for the child or her body.

One day after the child was reported missing, Webb was arrested on suspicion of felony child endangerment; he was released a day later when prosecutors declined to file charges.

Davis, 53, said the family invited the baby's father to Wednesday's "love walk" from the Oakland Police Department to the steps of Oakland City Hall, but he did not attend and was not available for comment Wednesday.

Investigators have also questioned Webb's account of what happened when they asked anyone who saw him with the child in the 30 days before July 10 to come forward. Police have not reported speaking with any witnesses.

Davis-Webb said the walk was held Wednesday to keep the story in the public's eye and keep pressure on the police.

"It does feel (that the investigation) is at a standstill," she said. "That is why we are trying to come out and do what we can (to keep the story alive)."

Davis-Webb, visibly pregnant and wiping away tears, said she appreciates the community support -- about a dozen members of the public joined the walk Wednesday -- but wants answers about her missing child.

"We don't know if she is alive, if someone has her," she said. "We just don't know."

Police said the investigation is still "very active" said police spokeswoman Officer Johnna Watson. "Investigators continue to move forward and are following up leads. We are asking anyone in the community who has any information (on the case) to contact the Oakland Police Department, no matter how small they think it may be," said Watson.

Family members said they are hoping for the best but are prepared for the worst.

"I've had one police officer tell me it usually doesn't turn out well," Davis-Webb said. "We really hope it will, but you don't know."

Neither John Webb nor Davis-Webb have ever been named as suspects in the missing persons case. Police have described only one suspect: an unidentified black or Hispanic woman between 30 and 40 years old who had long, straight black hair and was wearing a light-colored shirt and blue jeans. At least two people said they saw the woman with a child matching the girl's description and also wearing pink socks.

Daphne is black, about 2 feet tall and weighs about 30 pounds. She has short, black, curly hair, a medium complexion, brown eyes and is missing part of her left ear. She was last seen wearing an orange, two-piece pajama set with pink hearts and pink socks.

Supporters have set up a website, www.findbabydaphne.com, for updates on the case.

Anyone with information about the case or who has seen Daphne is asked to call the Oakland Police Department missing persons unit at 510-238-3641.

All I read in an article was that at least two people have confirmed the father's story. There have been others that say they haven't seen him with Daphne for two weeks... But yeah, the FBI involvement is odd. I think the father knows way more... Does his mother have moments of clarity? Did she tip off the FBI? One would think if she had dementia 24/7, she would be in a full time care facility.

Family to hold birthday vigil for missing Oakland toddler

OAKLAND, Calif. -- The family of missing Oakland toddler Daphne Webb will hold a candlelight prayer vigil Thursday to mark her second birthday as well as the three-month anniversary of the day she was reported missing.

Daphne's father, 49-year-old John Anthony Webb of Oakland, reported her missing shortly after 11 a.m. on July 10, telling police that she had been abducted by a stranger shortly after 11 a.m. that day while she sat in a parked car with his 87-year-old mother while he went inside the Gazza Supermarket at 7838 International Blvd. to buy something.

She remains missing, despite numerous searches by Oakland police and a $20,000 reward for information that helps authorities find her.

Daphne's maternal grandfather, Kevin Davis, said in a statement, "We still have the Oakland police and the FBI doing all that they can do. It's still a priority. We still have our hopes up."

The vigil will be held from 4 p.m. to 6 p.m. Thursday at the corner of International Boulevard and 79th Avenue, the location where John Webb reported Daphne was missing.

Oakland police spokeswoman Johnna Watson wasn't immediately available for comment. She has previously said that the Police Department's primary focus is finding Daphne alive but that they're also looking into the possibility that foul play was involved.

Watson has said the Police Department's missing persons and homicide units are both investigating the disappearance.

Oakland police arrested John Webb on suspicion of felony child endangerment the day of her disappearance because he had left her in the care of his mother, who suffers from dementia.

But Webb was released from custody two days later, after the Alameda County District Attorney's Office declined to file charges against him.

Watson has said that Webb remains a person of interest in the case but isn't a suspect.

Daphne is described by police as 2 feet tall and 30 pounds. She is black with short, curly black hair and a deformity in her left ear.

Father of missing Oakland girl Daphne Webb takes own life

OAKLAND -- The father of a missing 2-year-old girl and the only person of interest in her disappearance last July was found dead in his home last Friday and family members say he killed himself.

John Webb, 50, was found by an adult daughter in his home on Greenridge Drive about 8 p.m. Friday, police said.

On July 10, Webb reported to police that his daughter, Daphne Viola Webb, who was 21 months old at the time, had gone missing just after 11 a.m. He told police that he left the girl with his 87-year-old mother, who has dementia, in his Ford SUV while he made a quick purchase at a convenience store at 79th Avenue and International Boulevard, then returned to find she was gone.

Despite a massive search that focused on various locations around the East Bay, including the area around John Webb's Oakland home and the Martin Luther King Jr. Regional Shoreline, near Oakland International Airport, the girl has not been found.

From the start, investigators questioned John Webb's story. The day after the girl's disappearance, he was arrested on suspicion of felony child endangerment, but prosecutors declined to file charges, and he was released from jail.

He regularly declined to comment on the case in the months following the baby's disappearance. About a month after the girl went missing, other relatives publicly questioned John Webb's story, with the child's grandfather calling his claims "fishy."

Now, his death leaves the baby's family with even more unanswered questions.

"He was the last person who was with her so obviously he would know of her whereabouts," said the child's great-aunt, Roslyn Robinson. "At this point, we have closure on him but not on her."

Police have described only one suspect: an unidentified black or Hispanic woman between 30 and 40 years old who had long, straight black hair and was wearing a light-colored shirt and blue jeans. At least two people said they saw the woman with a child matching the girl's description and also wearing pink socks. But that story never panned out.

"The story of someone snatching her out of the air is kind of far-fetched," Robinson said. Robinson said Webb's death was a suicide but said she did not have details of how Webb killed himself.

Police on Monday night said that the death is still classified as "unexplained." An autopsy Monday showed no signs of trauma to the body and police said there was no evidence of foul play. Police searched the Greenridge Drive house, where Webb lived with his elderly mother, on Monday, but did not disclose what they found.

It will be four to six weeks until toxicology reports come back from the Alameda County Coroner's office.

In the wake of his death, police have not released any new information about the disappearance of the child. Police continue to investigate her disappearance, said Oakland police Officer Johnna Watson.

Webb had custody of Daphne at the time of her disappearance because the child's mother, Kiana Davis-Webb, 32, was living in a rehabilitation home in Oakland. Police have never named her as a person of interest or suspect. She remains in the treatment program and in January delivered a healthy baby girl, Robinson said.

Webb is the father of that baby and the two remained married at the time of his death. Davis-Webb was not available for comment Monday.

"She is doing as well as she can be considering the turn of events. Now she has to deal with the loss of her husband and her missing child," said Robinson. "She wants to grieve in her own private way."

A reward of up to $20,000 for information leading to the whereabouts of the child.

Family of Missing Oakland Toddler Daphne Webb Remains Hopeful

The family of missing Oakland toddler Daphne Webb remain hopeful the girl will be found.

A prayer vigil was held for Daphne on Thursday, which marked one year since the 2-year-old girl was reported missing by her father, John Webb, who committed suicide in May.

"In the advent of her father committing suicide we're still reaching out," said Kevin Davis, Daphne's grandfather. "Still hopeful, but no closer than we were a year ago."

Webb told Oakland police he left Daphne in his car with his mother, who has dementia, while he ran into a convenience store. When he returned, Daphne was gone.

Davis had hoped to sit down with Webb to get some answers.

"We didn't have the kind of talk we wanted to have," Davis said. "We alluded to it. We need to sit down and talk, but he avoided us as much as I hate to say it. That's what happened."

Webb was a person of interest in Daphne's disappearance.

Marc Klaas, who heads the Klaas Kids Foundation, has helped Daphne's family and said the anniversary vigil is important.

"As long as the situation is kept alive in the public consciousness, there is hope of jarring someone's memory or someone coming forth with something they might know," Klaas said.

The Alameda County District's Attorney's Office is now handling the case and are investigating new leads.

For now, Daphne's family said the girl remains in their thoughts.

"We haven't forgotten her," Davis said. "We love her and are still hopeful."

I think the father murdered her and he's a POS for not giving up the info about what he did with her body before he killed himself.
