Police are asking for the public’s help in
finding three children from Georgia last seen Monday at a skid row
homeless shelter in downtown Los Angeles.
The children, Michelle Hogan, 11; her brother, Jonathan Hogan, 4; and
sister, Jasmine Hogan, 3, were last seen Monday night at the Union
Rescue Mission on San Pedro Street with their mother, Carolyn Hogan, 28,
officials with the Los Angeles Police Department said Wednesday in a statement.
The children are under a protective order issued by a Georgia court
after their mother left the state with them, prompted by concerns over
Carolyn Hogan’s “mental health and her ability to care for her children,” the statement said.

Hogan “was probably perceived to be or known to be mentally unstable,” said LAPD spokesman Richard French.
Authorities are unclear about when and why Hogan and her children left Greensboro, Ga., for Los Angeles, he said.
Georgia authorities have asked the Los Angeles County Department of
Children and Family Services to hold the children in protective custody,
if they are located, until they can be returned to Georgia, the statement said.
Hogan and her children left the downtown homeless shelter Tuesday
morning but were believed to still be in the area, police said.
They drove cross-country in a red Ford Windstar van with Georgia
license plates BLH8859. California Highway Patrol has issued a
statewide advisory, and a nationwide broadcast will be made to all law-enforcement agencies.
“There is no criminal warrant for Carolyn Hogan,” said LAPD Lt. Paul
Vernon in the statement. “The top concern is for the children’s safety and well-being.”
Anyone with information is asked to call their local police
department or the Los Angeles County child abuse hotline at (800) 540-4000.

California Highway Patrol officers stopped a red Ford van about 10:30
a.m. on the Santa Monica Freeway near Crenshaw Boulevard and found the
children inside, said LAPD Sg. Alfredo Reyes.
The van was previously described as being driven by the children’s mother.

Hogan, 3, were taken to the Los Angeles Police Department's Wilshire
station, along with their mother, Carolyn Hogan, 28, for questioning, Reyes said.
“Right now, we’re just trying to figure out what’s going on,” he said.
