The Regina Police Service is investigating the "suspicious death" of a three-year-old boy whose body was found on Tuesday inside a parked van in the inner city.

Just before midnight, police received a call that led to the shocking find. The caller informed police that there was a person who was possibly deceased inside a vehicle in the yard of a residence in the 200 block of Halifax Street, according to police spokeswoman Elizabeth Popowich.

Police were dispatched to that location, where they discovered a van parked at the back of the property. Inside the vehicle, police found the body of a male child.

"It's still quite early in our investigation," Popowich said. "For our investigators, they're approaching it as a suspicious death, even at this early stage, just simply given the circumstances as we know them."

EMS and firefighters were also at the scene, where EMS confirmed the child to be deceased. Police officers secured the scene and called in forensic identification and major crimes units, as well as the coroner, who has ordered an autopsy. No other details were available on Wednesday.

"We certainly hope that as a result of interviews, neighbourhood inquiries and examination of the scene and gathering any potential physical evidence and the autopsy, that there will be more answers soon in this case as to the cause and manner of death," Popowich said.

The deceased child has been identified, but police did not release his identity on Wednesday. Police were holding the scene where the body was found and were conducting interviews in the area.

"We've talked to people in the neighbourhood and obviously talked to relatives, but we recognize that we don't always immediately have contact with people who may have information," Popowich said. "So we would urge anyone who has anything pertinent to contact police or Crime Stoppers."

Regina mom charged in son's death

Regina police have charged a city woman with criminal negligence causing the death of her three-year-old son after his body was discovered in the back of a van.

Anna Marie Rose Wilkes, 29, has also been charged with causing an indignity to a dead body and obstruction of justice.

She appeared in Regina provincial court on the charges Thursday afternoon.

The charges follow the discovery Tuesday of a child's body in a van at the back of a property at the 200 block on Halifax Street in the northeast part of the city.

The judge ordered that she be held in custody until a bail hearing can be arranged. She's scheduled to be back in court Monday afternoon.

"Why are they opposed to my release?" Wilkes said in court. "I've never been in trouble before. I've done nothing but co-operate."

The Crown alleges that Wilkes tried to set on fire the stolen van with the child's body inside. It's also alleged that the child had been injured and Wilkes was negligent in not seeking medical care.

Police received a call at around 11:45 p.m. CST Tuesday about a possible dead person in a vehicle.

Police have identified the child as Nylan Jordan George Clarke.

The investigate continues. Police are asking anyone with information to contact the Regina Police Service at 777-6500 or Crime Stoppers at 1-800-222-8477.

REGINA — A Regina woman is facing charges after the body of her three-year-old son was found inside a van earlier this week.

Anna Marie Rose Wilkes, 29, is charged with criminal negligence causing death by allegedly "failing to provide medical attention for injuries that could reasonably result in death," offering an indignity to a dead body by allegedly neglecting the body after death, and obstructing justice by allegedly "attempting to burn the body (within) a stolen van to destroy evidence."

In relation to the final charge, Regina Police Service spokeswoman Elizabeth Popowich said it's believed the suspect attempted to burn the van with the child inside, not that someone tried to set fire to the body itself.

The child has been identified as Nylan Jordan George Clarke.

Wilkes made her first appearance at Regina Provincial Court Thursday afternoon. The woman — her long, dark hair partially covering a dark tank top — appeared downcast but otherwise showed little other reaction until she learned the Crown is opposed to her release from custody.

"I've never been in trouble before," Wilkes said, after asking why she wasn't being released. "I've done nothing but cooperate."

Judge Kenn Bellerose told her the Crown is entitled to some time to prepare for a bail hearing and the matter was set over to Monday afternoon at which time a hearing might be held. Wilkes asked to speak to a Legal Aid lawyer in the meantime.

According to information previously released by the Regina Police Service, officers responded just before midnight Tuesday to a call about a person that was possibly deceased inside a vehicle parked in the yard of a residence on the 200 block of Halifax Street.

Inside the van parked at the back of the property, police discovered the body of the child. EMS members, who also attended the scene, confirmed the death.

Police were treating the death as suspicious as they attempted to gather more information about the cause and manner of death, Popowich said Wednesday.

Police conducted numerous interviews with people in the neighbourhood as well as relatives of the woman and child. On Thursday, Popowich said police were led to the woman as a suspect "simply through the process of investigation," but wouldn't provide additional details.

The coroner's office is now tasked with attempting to determine a cause of death. While Popowich wouldn't speak directly to cause, she said investigators obviously believe they have enough to merit the charge.

Popowich also said she didn't know that police have nailed down a precise time of death, just that it occurred at some point prior to the discovery — the reason for the charge alleging neglect.

"It sounds as though police were not contacted immediately after (the death), and especially if there were attempts made to obstruct justice by destroying the vehicle and the body," she said.

A 38-year-old Regina man has been charged with criminal negligence causing death after a three-year-old boy's body was found in a parked van.

Harley William Fraser Stueck has also been charged with causing an indignity to a body and obstruction of justice in connection with the death of Nyland Jordan George Clarke.

During his first appearance in provincial court on Friday, Stueck was remanded in custody. He will be back in court on Wednesday.

The boy's body was discovered late Tuesday night in a stolen van at the back of a property on the 200 block of Halifax Street in the northeast part of the city.

The child's mother, Anna Marie Rose Wilkes, 29, was in court Thursday on the same charges.

The Crown alleges she was negligent after the child was injured. It's also alleged that after the child died, there was an attempt to set the van on fire.

Wilkes is being held in custody and will return to court on Monday for a bail hearing.

A second person charged in the death of a Regina toddler will also be kept in custody pending a bail hearing.

Dressed in white paper coveralls — usually provided in city police cells if clothing is seized — Harley William Fraser Stueck slowly shuffled into the prisoner's dock Friday in Regina Provincial Court for his first appearance on the charges.

The 38-year-old Regina man gazed downwards as Judge Marylynne Beaton read his charges aloud: criminal negligence causing death by failing to provide medical attention for three-year-old Nylan Jordan George Clarke, offering an indignity to a dead body, and obstructing justice by attempting to burn a body in a stolen van. The offences are alleged to have occurred between April 28 and May 3, which is the day Clarke's body was discovered inside a van in a yard at 242 Halifax S

. . . . . Stueck was also making his first appearance on several other charges arising in Balcarres. He's accused of defrauding a number of individuals of money, stealing money from the same people, and fraudulently using credit card data last year.

In addition, he's charged with two counts of trafficking in cocaine, on Feb. 11 and 12 this year.

When the newest charges arose, Stueck was already wanted under a bench warrant for several other outstanding charges, including failing to appear in court, possession of stolen property, and a weapons offence.

snipped . . . . .Global News spoke to Lonny Howe, who says he called 911 Tuesday night after allegedly receiving a series of frantic calls from a woman named Anna Wilkes.

Howe, who was dating Wilkes at the time, says she called to say her son was dead and she needed help disposing the body.

“She said she had tried to burn (the van) two or three times and she couldn’t do it,” he said. “She was begging, pleading with me to come over and help her, and I just couldn't. At that point I decided to call the city police.”

Wilkes is facing a charge of indignity to a dead body. She is also charged with Obstruction of Justice for allegedly attempting to burn a stolen van with the child’s body inside.

Howe, who is not the boy’s biological father, also says about a week before police discovered the boy’s body, he got a call from Wilkes saying the boy suffered some form of trauma but was otherwise okay.

“At which point I asked her, if she'd taken him to the hospital and she said yes she did,” he said. “At this point I went to her place. I was kind of concerned. She wouldn't open the door.”

Police have since charged Wilkes with criminal negligence causing death, which alleges Wilkes failed to provide adequate medical attention, resulting in the boy’s death.

Howe alleges the woman only moved the boy to the stolen van because his body was beginning to stink inside the home.

“Maybe a day or two after (his death), she found him, she told me at 2 p.m., she woke up, found him on the floor dead,” he said.

He says Wilkes first kept the boy’s body in her bed, but after a few days decided to move it to the stolen van at the back of the home due to the smell.

Howe alleges Child and Family Services had visited the home in the past. He feels they didn’t do enough to make sure the boy was safe.

“They’ve been out numerous times and they’ve never done nothing,” he explained.

The Ministry would not confirm or deny their involvement with the case, but they did say they respond to any calls that involve the safety of a child.

“We take allegations or any information coming to us about the safety of a child very seriously,” Child and Family Services Executive Director Andrea Brittin said. “If the child is immediately at risk, the child can be apprehended and placed in a place of safety.”

Howe alleges a representative from the Ministry ignored drug paraphernalia in the home, which may have been enough to remove the child.

“One point I was there, and I knew there was, and they seen it and she just kinda ignored it and left,” he explained.

The Ministry said after they examine the children’s health and the parents’ ability to look after them, the child may be able to stay in the home – depending on what they see in their investigation.

Howe believes more needs to be done to make sure the kids are safe.

“I think welfare really needs to evaluate how their workers do their job and what they're actually dealing with,” he said.

Regina woman accused of killing her son wants out of jail with electronic monitor

A Regina woman accused in the disturbing death of her three-year-old son is hoping to be released from jail with electronic monitoring.

Anna Marie Rose Wilkes, 29, appeared in Regina provincial court Tuesday and her lawyer asked the judge to order a bail report.

The proceedings were set over to Friday, when the report should be done.

Wilkes is accused of criminal negligence causing death, indignity to a dead body and obstructing justice.

Police found the body of Nylan Jordan George Clarke in a van parked in the backyard of a home on May 3.

Prosecutors allege Wilkes tried to set the van on fire with the child's body inside and she did not seek medical care that could have saved him.

Harley Stueck is also charged in the death.

He's back in court May 24.

A Regina woman accused of contributing to the brutal death of her three-year-old son will stay behind bars, at least for now.

Anna Marie Rose Wilkes, 29, appeared in Regina Provincial Court Friday morning.

The Crown is alleging she failed to get her son, Nylan Jordan George Clark, medical attention that could have saved his life.

She is also accused of attempting to burn the body inside a stolen van—where the body was found—in an attempt to destroy evidence. The burned-out van was found on May 3 behind a house on Halifax Street.

Her father, Jim Clark, spoke briefly to reporters outside of court on Friday.

Visibly shaken and upset, he said he's trying to secure a safe environment for his daughter.

“We have faith and it will work, OK? We love her and we’re just doing what we can do as we do it,” he said.

He said she's gone through a two-day psychiatric evaluation he wasn't aware of, but he's trying to open the right doors.

Earlier this week Wilkes' lawyer requested her release with electronic monitoring. A bail report was ordered but the results have not yet been released.

She will be back in court Tuesday afternoon, as will her co-accused, Harley William Fraser Stueck.

Her defence lawyer requested and received an adjournment until Tuesday.

Wilkes, 29, is one of two people charged in connection to the death of her three-year-old son, Nylan Jordan George Clarke.

She and Harley Fraser Stueck, 38, are charged with criminal negligence causing death by allegedly failing to provide medical attention for the toddler, offering an indignity to a dead body, and obstructing justice by attempting to burn a body in a stolen van.

The offences are alleged to have occurred between April 28 and May 3.

At about 11:45 p.m. on May 3, police responded to a call about a “possible deceased person” found in a van in the yard of a house at 242 Halifax St. Upon arriving, police found the body of the child inside.

Wilkes will remain in custody until her next court appearance.

Bail denied for Regina woman charged in death of son

REGINA -- Her shoulders shaking with her sobbing, a Regina woman hoping to get bail on charges stemming from the death of her young son was clearly bitterly disappointed as she headed back to jail Friday.

looked to her father seated at the courtroom upon hearing from Regina Provincial Court Judge Barbara Tomkins that she was denying the 29-year-old woman her freedom.

Standing in the prisoner’s box, Wilkes wept on and off as Tomkins read aloud for about 20 minutes from her written decision — tracing the allegations, weighing the Crown and defence arguments and ultimately refusing bail. Neither the judge’s comments, nor submissions made during the bail hearing can be reported under a publication ban.

Wilkes returns to court July 26.

She and her boyfriend Harley Fraser Stueck, 38, are charged with manslaughter, criminal negligence causing death by failing to provide medical attention for Wilkes’ three-year-old son, offering an indignity to a dead body, and obstructing justice by allegedly trying to burn a stolen van containing the child’s body. The offences are alleged to have occurred between April 28 and May 3, the day police found the body of Nylan Jordan George Clarke inside a van parked at 242 Halifax St. after responding to a call of a “possible deceased person” shortly before midnight.

In a separate court appearance Friday, Stueck adjourned his charges to July 13. He has not applied for bail and remains in custody.

Stueck also faces additional, unrelated drug and fraud charges.

Hearing set in Regina toddler’s death

REGINA -- A man charged in the death of a Regina toddler has set a date for a preliminary hearing.

Harley William Fraser Stueck appeared in Regina Provincial Court on Wednesday. His lawyer Jill McMahon set a preliminary hearing — to determine if there is sufficient evidence to proceed to trial — for Nov. 7 to 10. Stueck elected to be tried by a judge and jury in Court of Queen’s Bench.

The 38-year-old is charged with manslaughter in the death of three-year-old Nylan Jordan George Clarke, criminal negligence causing death by failing to provide medical attention for the toddler, offering an indignity to a dead body, and obstructing justice by attempting to burn the body in a stolen van.

Regina police found the child’s body inside a parked van on May 3.

Stueck has not sought bail and remains in custody. He also has other outstanding fraud and drug trafficking charges.

Last week, his girlfriend Anna Marie Rose Wilkes, Clarke’s mother, was denied bail. She returns to court July 26.

A preliminary hearing date has still not been set for a woman accused of causing the death of her three-year-old son earlier this year.

Anna Marie Rose Wilkes, 29, appeared at Regina Provincial Court Wednesday by closed-circuit television from Prince Albert, where she’s been remanded at Pine Grove Correctional Centre since her arrest in May. Barring a successful appeal of a judge’s decision from earlier this summer to deny her bail, she will remain in custody until her matters are concluded.

While it had been expected that a preliminary hearing date would be set Wednesday, defence lawyer Carson Demmans instead adjourned the matter to Aug. 31.

Demmans has been trying to have Wilkes’ preliminary hearing set for the same time as her co-accused, 39-year-old Harley William Fraser Stueck. Stueck’s hearing has already been set for Nov. 7 to 10, but those dates are not available to Wilkes’ defence counsel.

Preliminary hearings are held to determine if the Crown has enough evidence to take the matter to trial.

Charges adjourned in case of Regina mother accused in death of son

There was another adjournment Wednesday in the case of a woman accused of causing the death of her three-year-old son earlier this year.

Anna Marie Rose Wilkes, 29, appeared at Regina Provincial Court by closed-circuit television from Prince Albert, where she’s been remanded at Pine Grove Correctional Centre since her arrest in May. Having lost a bail hearing earlier this summer, it’s expected she’ll be remanded until her charges are dealt with in court.

While a preliminary hearing date was set some time ago for Wilkes’ co-accused, 39-year-old Harley William Fraser Stueck, a hearing date has yet to be set for Wilkes. When she appeared in court earlier this month, a date wasn’t set because her defence lawyer, Carson Demmans, was trying to reach Stueck’s lawyer to get the two accused together on the same hearing date. The dates set for Stueck — Nov. 7 to 10 — aren’t available to Demmans, meaning a different date would have to be set if the two are to have their matters dealt with together.

Demmans had expected he’d be able to speak to the other lawyer by Wednesday, but said he still hadn’t been able to reach that person. He set Wilkes’ charges over to Sept. 9 in the hopes he’d have an answer by then.

REGINA — A preliminary hearing date has been set for a woman accused of causing the death of her three-year-old son earlier this year.

Anna Marie Rose Wilkes, 29, appeared at Regina Provincial Court Friday by closed-circuit television from Prince Albert where she’s been remanded at Pine Grove Correctional Centre since her arrest in May. She is expected to remain in custody until her preliminary hearing, now set for Jan. 16 through 20.

Preliminary hearings are held to determine if the Crown has sufficient evidence to take a case to trial. If a judge determines there is enough evidence, Wilkes has elected to be tried by a Court of Queen’s Bench judge and jury.

A preliminary hearing had already been set for November for Wilkes’ co-accused, 39-year-old Harley William Fraser Stueck, but those dates didn’t work for Wilkes’ lawyer, Carson Demmans. Demmans had been in contact with Stueck’s lawyer in an attempt to find dates the two could both appear to have their hearings simultaneously. It’s now expected Stueck will change the dates for his preliminary hearing from November to January.

Anna Marie Rose Wilkes appeared in court on Friday, and chose to be tried by the Court of Queen's Bench by juge and jury.

The preliminary hearing is set for January.

She is facing charges of manslaughter, criminal negligence causing death, indignity to a dead body and obstructing justice.

She was accused in connection to the death of her three-year-old son Nylan Clarke.

The charges including failing to get him life-saving medical attention, and attempting to burn his body inside of a stolen van, where it was found.

It has been alleged that this was done to destroy the evidence of her actions.

A second person is also accused in connection with the death, 38-year-old Regina man Harley Stueck. Very little has been released about Stueck's connection to the dead boy and his mother, only that he was known to them.

REGINA — A Regina Provincial Court judge is expected to decide Friday
whether to grant bail to a 30-year-old mother accused in relation to
the death of her three-year-old son.
A bail hearing began Thursday
before Judge Jeff Kalmakoff — the same judge who, last week, committed
Anna Marie Rose Wilkes to stand trial on charges related to the death.
Following the bail hearing, Kalmakoff reserved his decision to Friday
morning.
Wilkes was previously denied bail on her charges, but she
is able to make a second application now that the preliminary hearing
is concluded.
Details of evidence presented at the bail hearing
and at last week’s preliminary hearing can’t be reported because of
court-imposed publication bans.
Wilkes had previously elected to be tried by a Court of Queen’s Bench judge and jury. A trial date hasn’t yet been set.
She
has been committed to stand trial on four charges, including
manslaughter, criminal negligence causing death, offering an indignity
to a dead body and obstructing justice. The charges were laid after the
body of Wilkes’ son, Nylan Jordan George Clarke, was discovered in a van
outside a home on the 200 block of Halifax Street on May 3.
According
to information previously released by city police, officers had
responded to a call about a “possible deceased person” in the vehicle.
The obstruction charge relates to an alleged attempt to set fire to the
vehicle containing the body. The offences are alleged to have occurred
between April 28 and May 3.
Wilkes’ co-accused, 39-year-old Harley
William Fraser Stueck, pleaded guilty recently to criminal negligence
causing death. Other charges, including manslaughter, were subsequently
stayed in relation to Stueck.
He was remanded in custody to return
April 24, at which time Crown and defence lawyers are expected to make
sentencing submissions.

Regina mother charged in toddler’s death denied bail a second time
April 20, 2012

Having already been refused bail once, the mother of a three-year-old boy whose body was discovered inside a van last year left court in the custody of deputy sheriffs Friday, having received much the same response the second time around.

Anna Marie Rose Wilkes, 30, had originally made a bail attempt last June, about a month and a half after the body of her son Nylan Jordan George Clarke was found in a van outside a residence on the 200 block of Halifax Street on May 3. Regina Provincial Court Judge Barbara Tomkins had taken some time to consider before returning in early July with a decision denying Wilkes bail.

Wilkes had met that decision with tears but she showed little response Friday when Regina Provincial Court Judge Jeff Kalmakoff arrived at the same conclusion. Kalmakoff had heard submissions the day prior from Crown prosecutor Chris White and defence lawyer Carson Demmans.

While she had a previous bail hearing at the provincial court level, a section of the Criminal Code allows a second application once the preliminary hearing is concluded. The preliminary hearing, held last week, ended in Kalmakoff committing the woman to stand trial on four counts — manslaughter, criminal negligence causing death, offering an indignity to a dead body and obstructing justice.

Details of evidence heard at the preliminary hearing or either of the bail hearings — along with the judges’ reasons — can’t be reported because of court-imposed publication bans.

Wilkes had previously elected to be tried by a Court of Queen’s Bench judge and jury. A trial date hasn’t yet been set.

Regina man gets 7.5 years for death of child, 3
April 27, 2012

A Regina man has been sentenced to 7½ years in prison for criminal negligence causing the death last year of Nylan Clarke, a three-year-old boy.

Harley William Fraser Stueck was sentenced Friday in Regina after pleading guilty to the offence earlier in the month.

After being given credit for time already served, Stueck, who is in his late 30s, is left with six years to serve.

Court heard the victim is the son of Stueck's girlfriend, Anna Marie Rose Wilkes.

Wilkes has also been charged in connection with the child's death. Her charges are still before the courts.

Court heard Stueck was a drug dealer and cocaine user who met Wilkes one night and a relationship developed.

After they had been together for a short while, Wilkes left her son temporarily in the care of Stueck.

One day, Stueck was in a garage with the child. A shelf fell and a heavy toolbox dropped on the boy's head, injuring him.

Instead of taking the boy to a doctor, Stueck and Wilkes went out for dinner. A waitress noticed there was blood dripping out of the boy's ear.

Clarke's condition continued to deteriorate. At one point, he was put in a shower to attempt to wake him up. Then he died.

Stueck and Wilkes talked about how to hide the evidence and came up with a plan to burn the body in a vehicle behind Wilkes's house.

During the sentencing, the judge referred to Stueck's "cruel and selfish" behaviour. The circumstances for the child were tragic and unimaginable, he said.

While Stueck did not intentionally cause the injuries, he didn't do anything to stop them from happening, the judge said.

An autopsy found that the child suffered from a number of injuries. He also had elevated levels of cocaine in his system, court heard.
