Abuse complaint was pending vs. Lake George campground killer dad

LAKE GEORGE -- The western New York man who shot and killed his
young daughters before killing himself was only allowed to have
supervised visitation with the older girl because of an
investigation into allegations he had abused her, officials said Wednesday.
A police source familiar with the investigation said that Child
Protective Services in the Rochester area was investigating a
complaint that Adam P. Parcells had struck 10-year-old Noel
Parcells, resulting in a court order that the father only have "supervised visitation" with her.
Police believe Adam Parcells, 29, killed Noel Parcells and
3-year-old Mia Parcells on Monday in a tent at a Lake George
campground, then killed himself. Their bodies were discovered Tuesday.
Adam Parcells took the older girl during a scheduled visit with her
Friday, telling the mother he was taking her for ice cream and that
they would be back later that evening. When they did not return,
she called police at about 7:40 p.m. Friday.
Noel Parcells' mother reported her missing, but Rochester Police
did not issue an "Amber Alert" for the missing child and did not
enter the case into a nationwide police database for missing persons until Tuesday.
Rochester Police did not return phone calls on the matter Tuesday
or Wednesday. The agency issued a statement Wednesday defending its
handling of the case and saying the situation did not qualify for an Amber Alert.
"The officers were given no indications that the child was in
imminent danger or threat of physical harm," the statement reads.
"Mr. Parcells' act of leaving with the child did not rise to the
level of a crime nor did it meet the criteria for an Amber Alert."
The mother contacted police again on Monday to report Noel had not
been returned, and Rochester Police prepared a complaint for
misdemeanor criminal contempt for disobeying a court custody order
and began the process of seeking an arrest warrant.
"At this point, officers were still given no indication that
imminent danger existed for the child," the Rochester Police statement read.
The mother contacted Rochester Police again on Tuesday, and the
department entered the missing persons report in a nationwide
computer system. A short time later, the Warren County Sheriff's
Office contacted Rochester Police about the deaths.
Adam Parcells had legal physical custody of Mia Parcells for the
weekend through a visitation agreement with his estranged wife, authorities said.
He was supposed to have returned the girl to her mother's home
Monday night, and when she had not been brought back the mother,
Marcie Parcells, filed a report with police.
The Warren County Sheriff's Office said Adam Parcells, of Hilton in
Monroe County, shot and killed the two girls in a tent at
Adirondack Camping Village in Lake George late Monday, then killed himself.
An autopsy found that Mia Parcells was shot four times, Noel
Parcells twice and that Adam Parcells shot himself once in the head.
The Sheriff's Office said earlier Parcells bought the .45-caliber
rifle used in the shooting at a Dick's Sporting Goods store in
western New York, but a spokeswoman for Dick's said Wednesday the
company had no record of a purchase by him.
The Sheriff's Office said Wednesday that the gun's history was
being investigated. A receipt for ammunition from Dick's was found
in a gun case in Parcells' car, and the agency was tracing where he got the gun itself.
The two girls had different mothers, the mother of the younger girl
having filed for divorce from Parcells earlier this year, police said.
Warren County Sheriff Bud York said no suicide note or other
correspondence was found at the scene.
Adam Parcells and his daughters had apparently been at the
campground since Saturday. The campground's owner checked on the
car Tuesday and located their bodies.
A call to the Monroe County Department of Social Services, which
was investigating the child abuse complaint against Adam Parcells, was not returned Tuesday.
Parcells' profile on the social networking website Linkedin
indicated he worked as a "manufacturing inspector" at a western New
York electronics company, Badger Technologies of Farmington, N.Y.,
for the last 8 months. A call to the company was not returned Wednesday.
His profile also indicated Parcells had degrees in criminal justice from two western New York colleges.
Adam Parcells and his daughter Noel were featured in an online news
article last year about a contest he had won through a musical
instrument manufacturer, allowing him to buy a clarinet for his
daughter. He was described as a "devoted dad" in the article.

The mother of one of the two little girls shot and killed by their father
at a camp ground in the Adirondacks says she pleaded with police to file
a missing person report. But Raechel Isales, the mother of Noel
Parcells says she didn't get one until the day she was told her daughter
was killed.

The autopsy report shows 10 year-old Noel was shot twice. Her 3 year-old sister Mia was shot four times. Police say the girls' father, Adam Parcells, shot himself after killing his two girls.

We spoke with Raechel Isales at her home. Here is a basic breakdown of
what she says happened starting on Friday, when Parcells took Noel and
Mia away.

Friday September 2, 2011
- Raecel calls police and says she wants to file a missing person report (MPR).
- told by RPD she couldn't because it was a custody case

Saturday September 3, 2011
- Raechel's mother calls 311 twice (as Raechel says she was directed to do)
- told she couldn't file MPR.

Monday September 5, 2011
- Mia's mother Marcie Parcells calls 911 to say her daughter hasn't returned home.
- Raechel denied a MPR again
- Raechel calls National Center for Missing and Exploited Children and
was told they could not issue an Amber Alert because there was no MPR

Tuesday September 6, 2011
- Raechel goes to Family Court (as she was directed by several agencies)
- calls RPD
- RPD issues a MPR
- NCMEC begins a file with Raechel and the process for an Amber Alert
- NY State Police arrive at Raechel's home and tell and Marcie Parcells that their daughters are dead.

Rochester Police Department's Timeline:

Friday September 2, 2011
- 7:40pm, RPD responded to a call from the mother of the 10yr. old female victim, Noel.
- she told officers that during a visit, the father of the child, Adam
Parcells, had taken their daughter to go camping for the weekend against
the mother's wishes.
- officers were told that there was a custody/visitation order in
effect stipulating that Mr. Parcells was to have only supervised visits
until 8pm on Fridays.
- officers were told that Noel's mother did speak to Mr. Parcells via
cell phone shortly after he left with their daughter and was told that
they were getting ice cream and that he would bring her back later that
night.
- officers documented the incident on a Domestic Incident Report (DIR).
- officers were given no indications that the child was in imminent
danger or threat of physical harm.

Monday September 5, 2011
- 9:15pm, RPD responded to another call from the mother stating that Mr. Parcells had not returned with the child.
- a crime report was written for Criminal Contempt 2nd, a misdemeanor,
due to the extended time that Mr. Parcells had now had the child and a
warrant application process was initiated by RPD per policy.
- officers were still given no indication that imminent danger existed for the child.

Tuesday September 6, 2011
- 10am, RPD was called by the mother again and a missing persons report
was written for the ten yr. old child (Noel) at the mother's request.

(Shortly after the report was entered into the NYSPIN system, RPD was
notified by the New York State Police that Mr. Parcells and his two
children were found deceased near Lake George, NY.)

History of Violence

Police
say they were never made aware of any threats or imminent danger
concerning the girls. But Isales showed us this picture of Noel from
April. She says it shows the black eye caused when Parcells hit her. She
also showed us a court order saying he had to be supervised every time
he was with Noel and get anger management training.

Why no Amber Alert?

In a statement, Rochester Police say "Mr. Parcells act of leaving with
the child did not rise to the level of a crime nor did it meet the
criteria for an Amber Alert."

RPD says the criteria for an Amber Alert are as follows: an abduction has occurred, and the following are also met:

1) The child is 17 years of age or younger, and

2) It is believed that the child is in imminent danger of
serious bodily harm or death, either at the hands of
another or due to a proven mental or physical
disability.

***The criteria was not met hence, no Amber Alert was issued.*** (*** included in the police statement)

Noel's Principal

Noel used to attend Village Elementary School in Hilton. We spoke with her principal today.

"Very sweet kid. Very energetic. Passionate. If there was something she
wanted to do she'd give it 100%," Principal Tracie Czebatol said.
"Being a mom, that was the first thing I thought of was her mom and how
do they deal with this? How is the family dealing with this? That was
the big thing for me. I think we're all in disbelief, not knowing
exactly what to think."

The school has counselors for Noel's former classmates and teachers.

Maybe I'm missing something, but why exactly do police say moms initial report to them did not meet criteria for an Amber Alert? There was a custody order in place stipulating dad was to have only supervised visits due to abuse allegation so why did they not act on that even if they thought mom was jumping the gun? If the police had acted at ANY point on Fri., Sat., or Sun. These two precious angles would still be alive. This makes me sick. So, so sad.

Welcome Sadie B. I totally agree. I suppose they need a parent to actually have made statements or threats that they intend to harm the children. The lesson here is that if your violent ex has taken your child when he's not meant to, and you fear for their safety and LE are not treating it with urgency, I would tell the police you believe he intends to harm them. I'd make it up if I had to. If they are found safe, you can retract the statement later and make a donation to the police as a thank you. That's just what I'd do personally, I'm not advocating parents lie to LE - of course not

LAKE GEORGE -- The Rochester-area man who shot and killed his
two young daughters before killing himself purchased the gun
through a private sale he found advertised in a newspaper, police
said.
Warren County sheriff's investigators initially believed Adam
Parcells bought the .45-caliber semiautomatic rifle from a sporting
goods store.
They have since traced it to a man in Parma (Monroe County), who
sold it to Parcells through a newspaper ad in February, sheriff's
Lt. Steve Stockdale said.
Police have determined the sale was legal. The seller has
cooperated with police and has not been charged, Stockdale said.
Parcells, a worker at an electronics company, did not hunt or
target-shoot, and he did not own any other firearms, police said.
Parcells, 29, of Hilton, shot and killed 10-year-old Noel
Parcells and 3-year-old Mia Parcells before turning the gun on
himself in a tent at Adirondack Camping Village in Lake George
sometime last weekend or Monday. The bodies were discovered Tuesday (Sept. 6).
Parcells was the subject of a child abuse complaint for
allegedly striking and injuring the older girl in April, but had
not been charged. Had he been charged and convicted of a crime, it
would have been illegal for him to possess the gun.
A Monroe County Family Court judge had ordered that he only have
supervised visitation with the girl after the incident, officials
said. He took the girl Friday without supervision, initially
telling her mother that he was taking her to get ice cream.
Meanwhile, police said they have yet to find any particular
motivating factor for Parcells to kill the children or himself.
"No note has been recovered and nobody has come forward with any
information that he had discussed his intent prior to coming to
Lake George," Stockdale said.
He had been involved in a custody battle with Noel's mother, and
Mia's mother had left him months earlier and filed for divorce in
recent weeks, officials said.
The mother of Noel Parcells reported her daughter missing Sept.
2 to Rochester Police, but police said they did not find any
indications she was in "imminent danger," so no Amber Alert was issued.
Rochester Police entered the girl into a missing persons
computer database on Tuesday, hours before her body was discovered,
along with her sister's and her father's, at a remote campsite off Finkle Road.

Hamlin, N.Y. - The second of two young girls murdered by their father will be laid to rest Tuesday.

The funeral for 3-year-old Mia Parcells will be held at a church in Hamlin.

Mia and her 10-year-old sister Noel were shot to death by their father, Adam Parcells, while camping Labor Day weekend.

He later turned the gun on himself.

Funeral services for 10-year-old Noel were yesterday in Rochester.
