LAKEHURST
— Police are asking the public to help them find a 2-year-old missing
girl who has not been seen since Monday, when she was picked up by her father.
Tierra Morgan weighs approximately
26 pounds and has black hair and brown eyes. She was last seen with her
father, Arthur Morgan III, 27, in Lakehurst, according to police.
Morgan was supposed to return the child to her mother in Lakehurst at about 7 p.m. Monday after court-approved visitation.
Morgan has been charged with endangering the welfare of a child, a
second-degree offense, and interference with custody, which becomes a
second-degree offense if the child is not returned within 24 hours,
according to a statement issued by the Ocean County Prosecutor’s Office.
An arrest warrant has been issued for Morgan and bail has been set at
$200,000 with no option to post 10 percent by Superior Court Judge Francis R. Hodgson.

A body believed to be that of a missing 2-year-old girl from
Lakehurst was found Tuesday afternoon in Shark River Park, authorities
said.
The body of a small girl was found partially submerged in a stream of
the Shark River by teens walking in the park early afternoon Tuesday,
First Assistant Monmouth County Prosecutor Christopher Gramiccioni said.
Gramiccioni would not say whether the girl found was Tierra Morgan,
who has been missing since Monday when she did not return home from a
visitation with her father. Gramiccioni said only authorities believe it
to be the Lakehurst girl, and that an autopsy would be conducted
Wednesday.
Shark River Park, on Schoolhouse Road, occupies 924 acres bordering Wall, Neptune and Tinton Falls.
The park was the site of an unidentified crime scene, where throngs
of police and law enforcement authories have been seen poring over the
park since mid-afternoon Tuesday.
Authorities were not saying why they were there. Wall Township Police
Chief Robert Brice directed questions to the Monmouth County
Prosecutor's Office.
The girl was expected back in her mother's custody by 7 p.m. Monday
after a court-approved visitation with her father, 27-year-old Arthur
Morgan III, who is believed to live in Ocean Township, said Executive
Assistant Ocean County Prosecutor Michel A. Paulhus in a statement.
When the visitation period concluded, the girl was not returned to her mother, who was not identified by authorities.
Authorities said that the girl has not been seen since Monday when she was picked up by her father.
Morgan has been charged with the second degree offense of endangering
the welfare of a child and interference with custody, which Paulhus
said becomes a second degree offense if the girl is not returned within
24 hours. A warrant for Morgan's arrest has been set at $200,000 with no
10 percent option by Judge Francis R. Hodgson.

of school-aged children secured in a car seat and “partially submerged
in a stream on or near the property of Shark River Park.”
Benton said police informed her at about 6:45 p.m. today that her daughter’s body had been found.
“She’s
dead. The detectives came to my door and told me she was dead in the
woods,” Benton said in a telephone interview from the emergency room of
Community Medical Center in Toms River.
“I don’t know what I’m going to do. I don’t know what to think. I just don’t know,” she said.
The
notification to Benton was a little more than 24 hours since she had
met Morgan at a Dollar General store to let him take Tierra for the rest
of the day Monday, which was allowed by a court order, said Tierra’s
grandmother, Michelle Simmons of Lakehurst. It was Morgan’s first visit
with the child in a month, she said. A friend of Benton, Crystal Vadas,
said Morgan told Benton that he planned to take Tierra to the park and
see a movie, “Happy Feet Two.”
“He
was supposed to be back at six and the court order said he could have
her until 9 p.m., so she waited until 10 p.m., and when he didn’t come
back, she called the cops,” Simmons said.

The FBI had issued a nationwide manhunt for Arthur Eugene Morgan III, who was charged with homicide in Monmouth County, New Jersey.
A tip from authorities in New Jersey led investigators to Morgan, the U.S. Marshals said in a statement.
"U.S. Marshals in San Diego received information from New Jersey authorities that Morgan may be staying with friends in East San Diego," the statement said.
Authorities will request Morgan's transfer to New Jersey to face the homicide charge, Monmouth County Prosecutor Peter E. Warshaw Jr. said in a statement.
On November 22, a group of boys discovered the body of Morgan's daughter partly submerged in a stream in Shark River Park in Monmouth County, officials said. She was strapped into her car seat, CNN affiliate WABC reported. The stream runs beneath an overpass, suggesting that the child, Tierra Morgan-Glover, and the car seat were thrown from the overpass, said Assistant Monmouth County Prosecutor Christopher Gramiccioni.
Morgan was supposed to return the child to her mother the night of November 21 following a custody visit, Gramiccioni said. When he didn't return the girl, prosecutors in Ocean County charged him the next morning with endangering the welfare of a child and interfering with child custody. The girl was found dead about 20 hours later, WABC reported.
"Although the victim was a small person, our team of investigators is treating this case as if she were one of our own daughters," FBI Public Affairs Officer Bryan Travers told CNN.

New Jersey prosecutors today said they will move quickly to extradite Morgan, who had sparked a nationwide manhunt after fleeing the state.

He was being held early today in California, but it was not clear when an extradition hearing would be scheduled.
His arrest came just hours after Tierra's funeral at the Cathedral International in Asbury Park, New Jersey.
Morgan, of Ocean Township, New Jersey, had been due to take his daughter to see the animated film Happy Feet Two on Monday, November 21.
]He was legally-obliged to return Tierra by 9pm, but when he did not come back her mother, Imani Benton, called the police.
Ms Benton learned of his arrest when she arrived at a friend's home yesterday evening and heard people cheering.

Jury to consider murder charge in toddler's death

FREEHOLD, N.J. -- A New Jersey jury is expected Wednesday to begin deliberating whether Arthur Morgan III is guilty of killing his young daughter by tossing her into a stream while she was strapped in a car seat weighed down with a car jack.
Morgan, 29, who was homeless but last lived in Eatontown, has been on trial before Superior Court Judge Anthony J. Mellaci Jr. since March 13.
A defense attorney asked the jury Tuesday to take the emotion out of a horrific act and find that his client did not purposely mean to kill his 2 1/2-year-old daughter, Tierra Morgan-Glover, when he placed her in the stream.
But a prosecutor asked the same panel to take control from what he said was a controlling, manipulative individual and find Morgan guilty of murder.
Morgan is charged with the murder of Tierra, endangering the child's welfare and interfering with her custody.
Prosecutors allege Morgan picked the child up from her mother, Imani Benton, in Lakehurst on Nov. 21, 2011, saying he was going to take the girl to see the movie, "Happy Feet Two." Instead, he took her to Shark River Park in Wall, where he strapped the child into her car seat, attached a metal car jack to the seat to weigh it down, and then threw the contraption from a bridge to a stream below, where Tierra's body was found by teenagers the next day.
Public defenders say that Morgan, beleaguered by sleeplessness, homelessness and joblessness and consumed with worry about his daughter's living arrangements, placed Tierra in the stream in the car seat to let God decide her fate.
The prosecution rested its case Tuesday morning, and Morgan's attorneys said they would not present a case, after Morgan told the judge he did not wish to testify in his defense.
In his summation, Deputy Public Defender Jeffrey Coghlan and Deputy Assistant Public Defender Ryan Moriarty did not deny Morgan's responsibility for his daughter's death but said he should be found guilty of a lesser charge of manslaughter because he merely disregarded a substantial risk that Tierra would die as a result of placing her in the stream.
"By no means do we forget in this case that there are certain horrific acts here, and that a little girl lost her life, but you, me, the judge and all of us in the courtroom have to be guided not by emotions, but by law," Coghlan said in his summation.
Morgan was a father who was overwrought with worry for his child when the deadly act was committed, Coghlan said.
"He was distraught, he was sinking, he was not clearly thinking right," Coghlan said of Morgan. "Ultimately, we ask you to find Mr. Morgan guilty of manslaughter."
Reckless manslaughter is punishable by five to 10 years in prison. Aggravated manslaughter, a more serious form of the crime that the jury may consider, is punishable by 10 to 30 years in prison.
LeMieux asked the jury to convict Morgan of murder, which is punishable by 30 years to life in prison. However, in this case, Morgan could face life in prison with no possibility of parole if the jury finds the aggravating factor that the victim was younger than 14 when she was murdered.
LeMieux described Morgan in his summation as narcissistic, manipulative and controlling and said he killed Tierra to get back at her mother after they had broken off an engagement. The assistant prosecutor said Morgan, when he talked to detectives after his capture in San Diego a week after Tierra's body was found, tried to portray himself as a loving father when, instead of providing for Tierra, he was homeless and spending his money on Prada and Gucci clothing.
"He couldn't find a place to live for his daughter, but he can have 10 different pairs of the same jeans," LeMieux said. "He cares about himself."
LeMieux said Morgan probably tossed Tierra in her car seat from the bridge, rather than walking down an embankment and placing her in the stream, as the defense has argued. But at the end of the day, it doesn't matter which he did because he made a conscious effort to figure out how and where to tether the metal jack to the car seat to have it serve as an anchor, LeMieux said.
"Either way, it's practically certain when you're taking a child with a ball and chain and putting her in water that's higher than the child, she is going to die - no question," LeMieux said.
"He's a cold-blooded murderer and should be found guilty," LeMieux said.

Jurors found Arthur Morgan III guilty of killing Tierra Morgan-Glover, whose body was pulled from a creek in a park near the Jersey shore in November 2011. They also found him guilty of child endangerment and interference with custody.
Because the jurors determined that Morgan's actions were "knowing or purposeful," the 29-year-old is likely to be sentenced to life in prison without the possibility of parole.
Prosecutors had said he killed Tierra to get back at her mother for breaking off their engagement. They said he weighed down her pink car seat with a tire jack to ensure it would sink. Her body was pulled from a creek in Wall Township, about 20 miles from her Lakehurst home, with one tiny black and purple sneaker sticking out of the water.
"We finally got justice for Tierra Morgan-Glover," said Marc LeMieuxm, first assistant Monmouth County prosecutor.
"God bless her," added county prosecutor Christopher Gramiccioni. "I hope she's in a better place."
The girl's relatives gasped when Morgan smirked broadly as he was led out of the courtroom after his conviction, his hands and feet shackled. Immediately after leaving the courtroom, several of them collapsed into sobs, with one woman wailing, "Oh, God!"
Defense lawyers had asked the jury to convict Morgan of reckless manslaughter, which could have seen him freed in as little as five years.
Morgan's state of mind the day of his daughter's death was a key part of the case. In his opening statement, defense attorney Ryan Moriarty indicated Morgan would not deny responsibility for Tierra's death but told jurors their task was to decide "what form of homicide applies to this defendant."
After her death, Morgan fled to California and was arrested several days later in San Diego, with a newspaper account of the killing in his pocket.
The Monmouth County medical examiner said the toddler died from "homicidal violence, including submersion in water." He said the girl may have been conscious for three minutes after starting to breathe in water and could have remained alive for nearly five minutes after that.
Defense lawyer Jeffrey Coghlan told jurors Tuesday that Morgan believed Tierra's mother's family wasn't raising her properly and that Morgan wasn't thinking clearly at the time Tierra died.
On Wednesday, jurors asked the judge for a second glimpse of Morgan's video statement to police in San Diego. In the video, a detective asked Morgan if he said anything to his daughter before leaving her to die in the creek.
"I told her I loved her, and I gave her a kiss," Morgan replied.
Morgan insisted his daughter was not dead when he left the area.
"I still heard some noises," he said. "I heard her. She sounded like she was crying."
He said he drove away and never returned.

This is another case where we need a national death penalty. When you have people like this that kill a child intentionally they should be executed. Don't leave it up to the states. Make it national. Once they are gone they can't kill again. They can't escape, get let out by accident or technicality. No other child will be threatened. William

Twink, all I can say is I hope the other convicts take care of him in prison. He deserves to be tortured a slow agonizing death like that poor baby suffered. How can anyone do this? Why didn't he just kill himself and leave the child alone.

A man who tossed his 2-year-old daughter into a creek while she was strapped into her car seat apologized Wednesday — but not for murdering the child. Instead, just before he was sentenced to spend the rest of his life in prison, Arthur Morgan III apologized to the child's mother for the breakdown of their relationship.
"I want to say I'm sorry for the deterioration of what I thought was a beautiful friendship between the two of us that blossomed into a daughter," Morgan told Imani Benton. "For anybody that was truly affected by this, I hope we can all heal from this situation, knowing Tierra is in a better place."
Given the chance to explain his actions to Superior Court Judge Anthony Mellaci Jr., Morgan complained that the media published photos that made him look inappropriately angry or happy, and said he would not have worn designer clothing to court if he knew he would be criticized for it. He also said his courtroom wink following his conviction was to reassure his sister he was not upset at the verdict.
Morgan was found guilty last month of murdering Tierra Morgan-Glover by tossing her into a creek, strapped into a car seat and weighed down by a tire jack, in November 2011.
The girl's mother, who wore a dress embroidered with Tierra's name and photos attached to it, said she hopes Morgan suffers in prison.
"I don't understand why she was taken from me," Benton said. "It does give me peace to know that she is in Heaven with God, and (Morgan) will pay for what he did to her, to me and to everyone else. No good will come to him."
Both the prosecutor and the judge lamented that New Jersey has abolished the death penalty.
"You'd be candidate No. 1 for its imposition," Mellaci told Morgan. "Your actions were horrific, unthinkable and appalling.
"This child was alive when she was placed in the water in pitch darkness, and had to suffer the unthinkable action of having water rush in and fill her lungs while strapped into that car seat," the judge said. "This child suffered before she died."
Prosecutors alleged Morgan killed the girl because he was angry that Benton had broken off their relationship.
"It was because he wanted Imani and he couldn't have her," prosecutor Marc LeMieux said. "So he took away the one precious thing in her life."
In court Wednesday, Morgan began to reassert allegations of abuse against Benton's family that he made in a letter he sent her from jail, but the judge cut him off, directing him to speak about the act of killing his daughter. Mellaci said there was no evidence the girl was mistreated in any way before her death.
But in rambling comments that repeatedly sought to portray himself as a heroic figure wrongly maligned, Morgan asserted he was a good father.
"As a father, my job was to provide and protect," he said. "All my actions prior to this were to make sure Tierra was safe and Imani was comfortable."
