JUNEAU — A Dodge County couple has been charged in connection
with the alleged starvation and beating of a teenage girl.Kathryn
Kreier, 45, of Juneau, and her estranged husband, Kenneth Kreier, 44,
now of Milwaukee, appeared in Dodge County Circuit Court Tuesday
morning on charges stemming from the alleged yearlong abuse of the
girl, which health-care officials deemed as "child torture."Kreier,
the stepmother of the girl, is charged with child abuse causing great
bodily harm. The girl's father, Kenneth Kreier, is charged with failure
to prevent bodily harm to a child. Both are free on $1,000 signature
bonds.If convicted as charged, Kathryn Kreier would face up to 15 years in
prison and Kenneth Kreier up to 12½ years in prison.The following details
are allegations contained in the criminal complaint:During
the 13-month period that the girl, now aged 14, was in the care of the
Kreiers at their town of Clyman home, the girl lost nearly 25 percent
of her body mass, going from 91 to 70 pounds. The girl had lived with
her grandparents until she was 11 years old.The girl began to lose weight
dramatically after returning to live with her father and new stepmother in September 2007.
Kathryn Kreier told the child's grandparents that the girl was overweight and began to restrict her food.In
March 2008, Kathryn Kreier contacted the staff at Dodgeland School and
told them the girl couldn't eat hot lunch because she was hoarding food
and was caught trying to steal food from out of the garbage. Kathryn
Kreier insisted on escorting the child to school and from class to
class and provided the girl with a small lunch under her supervision.After
a stay at Rogers Memorial Hospital in April 2008 for what Kathryn
Kreier called the child's "out of control behavior and binge eating,"
Kathryn Kreier told school officials that counselors at the
Oconomowoc-based hospital recommended locking the cupboards and
refrigerator to prevent the child from having access to food (a claim
that was later disproved).While
on an extended stay during the summer of 2008, the child's grandparents
noted bruising and sores all over the girl's body. By the time the
child left to return to the Kreiers' town of Clyman home, she had

child's school had provided the girl with breakfast due to her
emaciated appearance.By
November of 2008, the girl's weight had dropped to 75 pounds and
Kathryn Kreier made the decision to remove the child from Dodgeland
School and home school the child.A
woman who boarded horses at the Kreiers' Hogsback Road residence told
investigators that Kathryn Kreier, who was now separated from her
husband, would lock the girl out of the house while she was away at
work, leaving the girl only a small bag lunch in the garage. The woman
estimated that the girl would remain outside for as long as 14 hours.While
police were at the home investigating a child behavior complaint lodged
by Kreier, law enforcement officers noticed signs of physical abuse on
the child.Child Protective Services workers who toured the home
observed locks on the cupboards, refrigerator and freezer.The
girl also told investigators that her stepmother threw her mattress
away after she wet the bed and forced her to sleep outside naked as
punishment.During
a follow-up exam, Dr. Barbara Knox, medical director of the University
Child Protection Program at UW Children's Hospital in Madison, found
healed fractures in the child's fingers and likened the 14-year-old
girl's appearance to a "concentration camp survivor," adding that the

Kathryn G. Kreier, 46, was ordered to stand trial on the charges
during a preliminary hearing. Her husband, Kenneth J. Kreier, 45,
was also ordered to stand trial on a charge of failing to prevent
child abuse.
A criminal complaint alleges that the child abuse spanned from
September 2007 to December 2008 while the child lived with the
Kreiers on a farm in the town of Clyman. During that time the
girl's weight fluctuated from 91 pounds to 70 pounds.
A social worker and detective who visited the Kreiers' home
reported that the refrigerator and cupboards were locked to prevent
the child from gaining access. Kathryn Kreier said the locks were
necessary because the girl was obsessed with food, that she would
steal and hoard it.
If convicted of the felony child abuse charge, Kathryn Kreier faces
up to 15 years in prison. If Kenneth Kreier is convicted of failing
to prevent the abuse, he could face 12 ½ years in prison.

Dodge County District Attorney Kurt Klomberg said that the trial against
Kathryn Kreier, 46, will not likely be placed back on the court calendar.
"There are some things that need to be worked out before I am able
to make any detailed comment," Klomberg said.
A status conference is set for Sept. 19 for both Kreier and her husband,
Kenneth, 45, who is charged with failure to act to prevent bodily harm
to a child. Kathryn Kreier is charged with two counts of intentional child abuse causing great harm.
Child welfare officials say the girl's weight dropped from 91 to 70 pounds between September 2007 and December 2008.
Child welfare investigators were tipped off about the girl's condition by school officials.
A subsequent investigation of the Juneau residence revealed that Kathryn
Kreier had allegedly locked the refrigerator and cupboards to prevent
the child from accessing food, according to the criminal complaint.
The woman went as far as prohibiting school officials from giving hot lunch to the girl, according to the complaint.
The girl told police that she was often locked outside and forced to sleep

County District Attorney Kurt Klomberg said his decision to enter into a
plea agreement stemmed from his desire to spare the child the trauma
of reliving the events while testifying during a jury trial.
Instead,
Kenneth and Kathryn Kreier pleaded no contest to charges related to the
abuse of the child that took place in their town of Clyman home between
September 2007 and December 2008. Kenneth Kreier, 46, was found guilty
for failure to protect a child from harm, child neglect and disorderly
conduct, while his wife, Kathryn Kreier, 46, was found guilty on two
counts of child neglect. Each will serve one year of probation. In
addition Kathryn Kreier will serve 60 days in jail while Kenneth Kreier
was ordered to serve 30 days in jail.
“This was a very
difficult, heart-wrenching situation. My ultimate goal was to protect
the victim, both from future suffering and re-victimizing her by making
her relive her trauma during a trial,” said Klomberg.
Klomberg
told the media that the Kreiers’ parental rights had been permanently
terminated and the child had been adopted into a “loving home where she
is safe and thriving.”
Prior to the plea hearing, the
Kreiers’ attorneys had convinced the court to grant them access to
several years of confidential psychological treatment history of the
child.
“This meant that not only would a trial require the
child to relive and recount the abuse she experienced, but the child’s
cross-examination by the defense would include the private and intimate
thoughts, diagnosis and experiences of her psychological treatment
history,” Klomberg said.
