Representative Pete Olson is urging continued assistance from Americans
and Mexicans in the search for missing 17-year-old Bianca Lozano.
The Federal Bureau of Investigation has announced a $10,000 reward for
information leading to the arrest of Juan Antonio Lozano. It was 15
years ago that Bianca Lozano was kidnapped by her non-custodial father
and taken from her mother when she was just 18 months old. August 19, 2010
was Bianca's 17th birthday. Her mother, Deana Hebert has been
working with every level of authority, including Harris County
officials, the US State Department, the National Center for Missing and
Exploited Children, the FBI and Crime Stoppers in Houston in an attempt
to find her daughter. Hebert contacted Rep. Olson's office shortly
after he was elected for additional assistance. "Five minutes
is too long for a mother to go without knowing the whereabouts of her
child. Fifteen years is unbearable," Rep. Pete Olson said. "The
communities both in the US and Mexico can help law enforcement with this
case. I implore the good people of Texas and Mexico to come forward
with any information. I'm pleased that the FBI is increasing their
reward for information and appreciate the time and effort they are
giving to this tragedy. Crime Stoppers has also committed resources and
time to help this family and it will take all of these efforts and more
to ensure this girl knows she is a US citizen with a mother who loves

18, 1995 an UFAP arrest warrant was issued for Juan Antonio Lozano Jr.
by the Harris County District Attorney's Office for unlawful flight and
with interfering with child custody. Mother Deana Hebert
registered with the National Center for Missing and Exploited Children.
Hebert contacted the State Department in 1997. She hired several
private investigators and continued to work with the Harris County
Prosecutors office and the FBI in her search. In December
2008, Deana Hebert retrieved new information that Bianca was determined
as enrolled in school in Monterrey Mexico. She retrieved the below
document via the internet at this web site.

for "Clave Unica De Registro De Poblacion" which means roughly -- code
for the registration of the population. Bianca, now 17, has a
light-brown, semi-oval-shaped birthmark on her right shoulder blade. At
the time of her disappearance she had pierced ears. "Bianca
Lozano deserves to know that she has a mother in Houston who loves her
very much. I am counting on the good nature of all Americans to think
carefully if you have seen this girl or her father and let authorities
or my office know if you have any information about Bianca's

An FBI Unlawful Flight to Avoid Prosecution warrant was issued for the abductor on September 18, 1995. They may have traveled to Mexico. Bianca has a light brown, semi-oval shaped birthmark on her right shoulder blade. She has pierced ears. The abductor has a noticeable gap between his front bottom teeth and his left ear is pierced. He may have grown a beard. |
