New details in the Megan Maxwell investigation emerged Friday during a
rally for the young woman who has been missing for more than a year.

Authorities said they believe that at least two people are involved in the disappearance.

And, they said they were very interested in what a convicted sex
offender might know of the case but did not officially name him as a
suspect.

Maxwell was 19 and visiting her father on April 26, 2009, the day she
went missing. From there, she called a friend and said she was going to
return to her grandmother's home where she lived. About 90 minutes
after that call, her flame-engulfed Mitsubishi Eclipse was found on U.S.
Highway 25/70.

She has not been seen or heard from since.

The man investigators spoke of Friday is Jeffrey Lee Stock of Del
Rio, currently in federal custody for failing to register as a sex
offender.

"He is a target of our investigation," said Cocke County Sheriff's
Department Detective Derrick Woods, one of several investigators
assigned to the case.

"He is my primary person of interest," Newport Police Chief Maurice
Shults said. "We feel he has some knowledge of what happened that
morning that could help us bring this case to a close."

On Friday, Shults, Woods, District Attorney General Jimmy Dunn and
other law enforcement officials joined Maxwell's family at the rally.

It was part of an annual nationwide campaign by the Community United
Effort, or CUE, Center for Missing Persons to keep this case and others
that have yet to be solved fresh in the minds of victims' families and
law enforcement.

"This is great," said Maxwell's mother, Lisa Maxwell. "I couldn't
believe it when CUE said they wanted to do this. They came and helped
search for her when this first happened, and now they are helping us
remind everybody that this is a serious matter."

But Lisa Maxwell, her mother, Judy O'Neil, Shults and other investigators doubt that Megan Maxwell will be found alive.

"You just hang on to some hope as best you can," Lisa Maxwell said. "I don't have a whole lot of hope, though."

"For her to be found, I think, somebody's going to have to tell us where she is," O'Neil said.

Shults and Woods said their respective agencies, the Tennessee Bureau
of Investigation and Dunn's office are carefully coordinating their
efforts in the case.

"This is a case we talk about on a weekly basis, sometimes daily," Woods said.

CUE's campaign is called "On the Road to Remember." Its recent tour has covered 10 days and nearly 3,200 miles.

"Each year, we are reminded of the overwhelming numbers of unsolved
cases from across the country," CUE founder and Director Monica Caison
said.

An East Tennessee family is appealing to hunters to help in the hunt for clues in the disappearance of a Newport teen. "We ask all the hunters to pay close attention while they're out in the woods," Lisa Maxwell said. Her daughter, Megan Maxwell, was last seen 18-months ago. Her burning car was found in Newport April 27, 2009. Helicopters searched from the air and volunteers searched the river. Later, they combed the forests nearby, hunting for clues in less than ideal conditions.
Now as the leaves fall on East Tennessee, her family is asking hunters to pay attention in the woods. "If they see anything suspicious, anything, anything at all to please report it. They go places we normally wouldn't go," Maxwell said. Tuesday afternoon, Megan's mother and grandmother, Judy O'Neil, met with Cocke County Sheriff Armondo Fontes and the lead investigator in the case, Derrick Woods. "We more or less have continued to follow up on any and every lead that we have coming in and that we've found," Sheriff Fontes said. Cocke County Sheriff's investigators have been working with Newport Police and the TBI on the case. The FBI and Drug Task Force have also helped. There's a $15,000 reward. "It's one of our most important cases simply because it involves a young lady who is missing and possibly deceased," Sheriff Fontes said. Her family learned that Woods went to Arizona to re-interview a possible suspect in the case and a dive team conducted another water search. "It gets harder every day," Maxwell said. "Every day I have to make myself get up and face it again. Just another day. They say it gets easier in time but I would like to know when it gets easier.... No." Maybe it will get easier, when they have answers. "I'm not going to give up," she said. Jeffrey Stock remains a person of interest in the case. He is serving a six year federal prison sentence on an unrelated conviction.

The Tennessee Bureau of Investigation says a human skull has been found in Cocke County.

The skull was not immediately identified Thursday after being found near where 19-year-old Megan Maxwell went missing in April 2009.

Volunteers and law enforcement officers had spent much time looking for Maxwell. Her burned-out car was found near the French Broad River, and that's where crews searched for days.

The skull was found in a rural, wooded area.

A TBI spokeswoman said the skull and any other remains that are found would be taken to the University of Tennessee Anthropology Department to see if they can be identified.

No details have been released about how the skull was found.

The top left-hand corner is peeling.But Megan's wide smile is as radiant as ever.And this community may be one step closer to knowing the answer to the question posted on that billboard: "What Happened To Megan Maxwell?"Friday afternoon, law enforcement authorities announced that human remains found Thursday are those of the young woman who has been missing for nearly two years."We are now working this case as a homicide, not a missing person," said Detective Derrick Woods of the Cocke County Sheriff's Office. That agency is one of several that have teamed up to work the case, first to find Maxwell, and now to find her killer or killers.Arm in arm, their faces stoic, Maxwell's mother Lisa Maxwell and grandmother Judy O'Neil stood with silent but obvious anguish as the lawmen made the grim announcement to a throng of reporters inside the Cocke County Courthouse. Both have previously said they expected a day like this would come.Lisa Maxwell wore a sweatshirt and a button bearing a likeness of her daughter. She said she felt a mixture of relief and sadness."I am relieved that we have found her," she said after the press conference. "Not knowing where Megan was, or what had happened to her, that was just plain pure torture.""As hard as this is to face, we are kind of relieved to find her," O'Neil said. "Now, at last, we can bring her home."Megan Maxwell was 19 and living with her grandmother when she disappeared in the early morning hours of April 26, 2009. She had been away to check on her father at his home. Despite his failure to register with the TBI or notify Indiana officials of his move here, Stock wasn't indicted federally until June 2009 - after he had been labeled a suspect in Maxwell's disappearance.Authorities have also said it is possible that two persons were involved in the her disappearance.Maxwell's disappearance was featured in the News Sentinel's continuing series on such cases, "Mysteries of the Missing." The case drew a lot of other media attention in East Tennessee. Sheriff's office close to charging suspect in Megan Maxwell murder

NEWPORT (WATE) - The Cocke County sheriff says his office is very close to making the next move in the Megan Maxwell murder case.
From the beginning, investigators have pointed to Jeffrey Lee Stock as the suspect who killed Maxwell, 19, of Newport, in April 2009.
Maxwell was missing for more than a year. Only her burned car was found on the side of a road near the French Broad River.
Extensive searches were done all over the area and her family made pleas to the public.
Maxwell's body was found in the woods of rural Cocke County in November 2010, but no one has been arrested or charged with killing her.
Stock was previously convicted of abducting and sexually assaulting two teenage girls in Indiana.
"Jeffrey Stock is obviously a predator," said Sheriff Armando Fontes. "He moved into this area because of the media publicity he was getting where he was before for those crimes he committed."
Authorities say Maxwell was last seen at her father's house. They say Stock, who was acquainted with Maxwell's father, was also believed to be at the house around that time.
"We can very much place him with the victim prior to her death," the sheriff said.
Stock is being held at a federal correctional facility in Tucson, Arizona on other charges.
Detectives from Cocke County have been there to interview him. "We are very optimistic about charging someone very soon," Sheriff Fontes said.
As soon as Maxwell's body was found, her family switched their focus to seeking justice for her murder.
Although the Maxwells could not do an interview Tuesday, they have spoken out before about Stock being in custody.
"That's where he needs to stay," said Lisa Maxwell, Megan's mother. "He does not need to get out. He does not need to ever walk the streets again."
The sheriff feels they have enough evidence for a strong case against Stock. "I do think we'll be able to bring more closure to the family," he said.
Sheriff Fontes also says Stock will remain at that federal facility in Arizona until they have enough evidence lined up in this case.
The sheriff could not give an exact timeline for when Stock could be charged. He will only say that it will happen very soon.
How long it takes for charges to be filed will also depend on the Tennessee Bureau of Investigation and the district attorney.

A convicted sex offender has been charged with murder, rape and theft in the death of Newport teenager Megan Maxwell.
The 19-year-old went missing after a visit to her father in April 2009, prompting extensive searches.

Her body was found in the woods of rural Cocke County in November 2010 by a man walking his dogs.

Cocke County Sheriff Armando Fontes on Wednesday announced charges against 43-year-old Jeffrey Lee Stock, according to WATE-TV (http://bit.ly/sAMdFQ). Stock, an acquaintance of Maxwell's father, is currently incarcerated for a violation of the sex offender registry.

Stocks' father, 64-year-old
Terry Stock, is charged with accessory after the fact. U.S. marshals
arrested him Tuesday in Flat Rock, Ind.

Sheriff Fontes said he has no record of an attorney for either man.

Terry A. Stock, 64, is charged with accessory
after the fact of first degree murder. U.S. Marshals arrested him
Tuesday in Flat Rock, Indiana.

The men are also charged with theft of property
over $1,000 and arson. Maxwell's burned out 2001 Mitsubishi Eclipse was
found on E. Highway 25/70 right after her disappearance in April 2009.

Sheriff Armando Fontes said a Cocke County Grand Jury returned the indictments against the two men on October 31.

father's house. Jeffrey Stock, who was acquainted with Maxwell's father,

Sheriff Fontes told 6 News during a live
interview Wednesday evening that the turning point in the case was when
his investigators finally had enough evidence and witness statements to
go before a grand jury.

Although investigators had some physical
evidence, the sheriff said people coming forward with information helped
them move the case forward.

Sheriff Fontes had said in May that his office was close to charging
Jeffrey Stock in Maxwell's slaying. He said Wednesday evening that
since that time, they had received more consistent witness information.

Terry Stock was implicated in some of the
initial evidence, according to the sheriff, but witnesses helped earn
the charges against him.


During his announcement of the charges, Sheriff
Fontes addressed the Maxwell family, saying, "I would just like to say
that justice is here. We thank you for you patience. We thank you for
your confidence during this trying time. And our thoughts and our
prayers will continue to be with you in the upcoming years."

After that, Megan Maxwell's mother, Lisa, said,
"Today, I'm on cloud nine," and added that she's happy for the first
time in a long time due to the charges in the case.

"She was such a good kid, you know. Everyone in
the community and her friends, she liked everybody. This is justice, not
for me. This is justice for Megan," Lisa Maxwell said. "This is for
her."


Lisa Maxwell says she would like for Jeffrey
Stock to stay in prison for the rest of his life because if he was ever
released from custody, "He would do it again."

Sheriff Fontes said the investigation of this case continues.

Stock's trial date set for Megan Maxwell murder

NEWPORT, Tenn. (WVLT) -- Accused murderer Jeffrey Lee Stock appeared in court Friday, for a hearing in connection to the case against him in the death of Megan Maxwell nearly three years ago.

Stock's trial was set for May 9th. He'll appear again March 7th for a motions hearing.

Things got heated during the court hearing, over Stock's public defender. The state wants him replaced because he wasn't appointed to this case, saying he wouldn't have been appointed until later and shouldn't have been allowed to look over the details before then.

But that public defender says he's already representing Stock on another case, and any other attorney wouldn't have time to catch up before the trial in May.

"The state, the 4th Judicial District DA's Office is very familiar with my office here in Cocke County," said Assistant Public Defender Keith Haas. "They know that we fight and we represent our clients zealously. If a case needs to go to trial, we'll take it to trial."

Maxwell's friends and family spoke outside the courtroom about the decision to keep Haas on the case. They say their rights aren't being recognized throughout the case.

"We have no rights. The public defender's office is supposed to represent the public. We are the public right here. Nobody's representing us. The public defender's office is up there representing somebody that's killed a little girl," said Mike Brady. "We want Jeff Stock life in prison. Regardless of public defender's office or DA's office. He needs to be put away."

"They can't even stop him from looking at us," said Megan's best friend Holly Lane. "How fair is that? You kno? Jeff just turn around and stare at us. We have no rights. We aren't allowed to speak what we feel, and we have to bottle it up, and what, we get one last remark to him, if they put him away? That's not enough for what we've had to live with.

But Haas insists he's done nothing inappropriate. "The state's not been prejudiced by anything that's been done. They have their witness. Mr. Green is available to them. We've done nothing to interfere with that."

Stock takes best interest plea, sentenced for second degree murder in Megan Maxwell murder case

Wednesday, an emotional Cocke County family let a convicted killer hear their anger. Jeffery Lee Stock took a "best interest" plea deal for the murder of 19 year-old Megan Maxwell in 2009.

That means he admits evidence exists which could cause a judge or jury to find him guilty.

The 19 year-old Newport girl disappeared in April, 2009. Her remains were discovered November 4th, 2010, in a rural area outside Newport.

Investigators have long pegged Jeffery Lee Stock as a suspect, but authorities did not charge him until 2011.

His trial was set to start this month, but Wednesday he entered a plea for second degree murder, theft, and arson.

Megan Maxwell's family was not happy with the sentence. Stock will spend a little more than 14 years behind bars when they had hoped for life behind bars. She was sentenced to 18 years for the second degree murder charge, but received nearly four years off for time served.

Maxwell's family had a lot of choice words for Stock Wednesday. They said they wanted him to hear them loud and clear that the day was not his day, but Megan's day.

Lisa Maxwell said in court Wednesday morning, "That's what you are Jeff, you are a murder."

Harsh words for a man convicted of killing a 19 year-old girl.

"I didn't know what hate was until you took Megan away from us," said Megan's sister in court.

Hollie Lane, Megan's best friend, told Stock, "I'll never be able to overcome the pain and everything we have had to go through because of this."

Lane was Megan's best friend. Wednesday, she confronted Jeffery Lee Stock for the first time, "You can be cocky and smirk at us and flash your misspelled threat of a tattoo with no remorse, no regret, no soul. You know no soul is hell written all over it."

Instead of a jury trial, Stock took a plea deal. Family and friends had a chance to tell Stock how they felt.

It became heated at times.

Lane yelled once, "Listen to me, this is my time. This is Megan's day, not yours. Do not speak another word."

The court even allowed Stock to fire back his own insults, "I'm not afraid of nothing, never have been my whole life and I don't believe in God."

Stock did not admit guilt in Megan's murder. The state told the court what evidence they had in the case trying to prove he did it.

The District Attorney's Office said they felt a plea deal was warranted in this case.

Megan's family and the Cocke County Sheriff disagree.

Megan's mom, Lisa, said, "I was flabbergasted. We had 30-45 min to make a decision."

Cocke County Sheriff Armando Fontes, said, "We're not pleased with the amount of time because you are putting a sexual predator out in the communtiy in 14 years that can victimize another family."

The Maxwell's said they were given the option on whether to allow the plea deal. Megan's mom said she feels misled and feared if she didn't take the plea, Stock could have walked.

Still, they know they must move on. Though they feel they will never have closure.

Wednesday's sentence will run concurrently with his federal case. It deals with failing to register as a sex offender in Tennessee.

Also, as part of the plea deal, Stock's father, Terry Stock, who was originally charged with accessory after the fact of first degree murder for Maxwell's murder, will now have the charge dropped to a misdemeanor.
