LOUIS HILL - 4 Months - Milan (S of Moline) IL

The Illinois Department of Children and Family Services says it was investigating an allegation of possible neglect of a Milan baby before he died and had attempted earlier this year to take the child away from his mother.
Louis Hill was born in June and found unresponsive in his grandmother's trailer in Milan on Friday.
Officials say they don't suspect foul play but are waiting for lab tests to possibly provide more answers. Authorities have said it's possible the infant was accidentally smothered while sleeping with his mother, Dorey Miller.
On Wednesday, DCFS says it had found evidence of child neglect back in June involving the welfare of the baby just after he was born.
''DCFS was given temporary custody on June 7th, 2010 but was ordered by the Court to keep the child with his mother and provide services in the home with supervision'', said DCFS spokesman Jimmy Whitelock. ''The family was visited on a regular basis as a result of that court order, with the last contact being on September 30. 2010.
The next day, the baby died.
''DCFS is also investigating allegations of neglect in this case and has had prior contact with this family based on a pending investigation that began on August 17, 2010'' Whitelock said.
The agency went to court last year and gained custody of Miller's older child while Miller herself was still in foster care.
''DCFS took custody and placed the older child on February 25. 2009'', Whitelock said.
Louis Hill was born 16 months later.
In the early morning hours of October 1st, police and paramedics were called to the trailer of his grandmother, Cassandra Bacon, who is also no stranger to child welfare caseworkers.
Investigated and cited several times by DCFS, one neighbor says Bacon is reportedly expecting her 14th child.
In 2006, her ten-month old son George Bernauer died in a car fire in the K-Mart parking lot. He had been left alone while Bacon went shopping for a ring. Found guilty of felony child endangerment, a judge later threw the conviction out.
Funeral arrangements for Louis Hill are pending. He was one day shy of turning 4 months old.
