Serious Child Abuse Case Uncovered in Livingston Parish
Child Chained to a Desk in her Home
A child has been removed from her home after investigators found her chained to a desk in the home. The child's father and his girlfriend have been arrested and three children have been removed from the home.
Here is the news release from the Livingston Parish Sheriff's office.
On the evening of September 21, 2010, Livingston Parish Sheriff’s Detectives arrested two adults, on a variety of charges, for the beating and abuse of an eleven year old malnourished child. Detectives, who were investigating the case, executed a search warrant at the address of 17620 Florida Blvd., Holden, La., where the crimes occurred and the arrests were made.
Donald E. Miller III, a 33 year old white male who listed his address as 17620 Florida Blvd., Holden, La., was charged as follows:
>1 Count Second Degree Battery on a Juvenile
>1 Count Cruelty to a Juvenile
>1 Count False Imprisonment
>1 Count Aggravated Battery of a Juvenile
He is currently being held in the Livingston Parish Detention Center in lieu of a $200,000.00 bond.
Lisa Faber, a 32 year old white female who listed her address as 17620 Florida Blvd., Holden, La., was charged as follows:
>1 Count Principal to Second Degree Cruelty to a Juvenile
>1 Count Principal to False Imprisonment
She is currently being held in the Livingston Parish Detention Center in lieu of a $100,000.00 bond.
Detectives discovered that the girl’s leg had been secured to the desk, sometimes overnight, using a set of handcuffs. She was also forced to eat at the desk and do homework with inadequate bathroom breaks. This has been occurring since June of 2010. She would be released in the morning to attend school. Approximately two weeks ago she was struck in the face, by her father Donald E. Miller III, resulting in her receiving a “black eye.” Miller admitted to these crimes but did not remember slamming her head down on the desk and chipping one of her teeth. A medical examination, on the girl, indicated malnourishment as she weighed only 56 pounds.
Miller’s girlfriend, Lisa Faber, knew about the abuse but failed to stop it or report it to authorities. She was charged accordingly.
The eleven year old girl was placed into protective custody by The Office of Community Services. A ten month old child and a twelve year old boy, also living in the home, were also removed and placed in safer living conditions.
This is an ongoing investigation and additional charges are possible.

Livingston Parish Sheriff's detectives say they believe Faber participated in chaining an 11 year old girl to a desk for nearly four months. The parish has upgraded Faber's charges to felony cruelty and false imprisonment. Faber's bond has also been upgraded to $155,000. Both Faber and her boyfriend, Donald E. Miller III remain in prison.

Pair sentenced in cruelty case

LIVINGSTON — A state judge sentenced a couple to prison terms following their convictions on cruelty charges
such as forcing a child to sleep while shackled to a desk, prosecutor Charlotte Herbert said Tuesday.
Donald E. Miller, III, 35, and Lisa Stogner Faber, 34, both of Holden, pleaded guilty as charged to 13 counts of cruelty to a juvenile.
Judge Zoey Waguespack of 21st Judicial District Court sentenced Miller to 10 years for each of 12 counts, to be served concurrently, and five years for the remaining count, to be served consecutively, for a total of 15 years, according to the District Attorney’s Office.
Faber, Miller’s live-in girlfriend, was sentenced to seven years on each count, each to be served concurrently, authorities said.
After the victim was sent to live with Miller following her mother’s death in 2008, school officials contacted child welfare personnel several times during a two-year period, Herbert said.
Child welfare agents visited the home, which was dirty, but the child did not complain of any other problems, the prosecutor said.
In September 2010, the victim, who was then 11, arrived at school with bruises and told teachers that Miller had struck her with a book, chipping a tooth. She said when she was home, Miller had kept her shackled to a desk. That began in June, Herbert said.
The child told authorities she was forced to sleep at the desk.
Authorities found handcuff marks on the girl’s ankle and on a desk in the living room where handcuffs were attached, Herbert said.
The victim, who now lives with her grandparents out of state, was consulted when arranging Miller’s plea, District Attorney Scott Perrilloux said.
