Arvin police: Girlfriend murder suspect spotted in LA

A single flame burns in memory of a 27-year-old mother murdered at an Arvin home. Investigators found her body Monday morning with a knife wound to her neck. Maico Encarnacion, her boyfriend and the father of the couple's two children, is the prime suspect in her murder.
"I didn't expect that, she was such a nice lady, we will miss her," neighbor Adriana Gomez said.
Police believe Encarnacion fled to Mexico by bus with the children, 9-year-old Mariela and 8-year-old Louis Miguel.
"The children were seen with him on the public transportation in Los Angeles so fortunately the children are safe with him," Tommy Tunson, Arvin Police Chief, said.
Police asked the help of the FBI to investigate the homicide. Now agencies will being the long process of trying to locate and bring Encarnacion back to California.
"There are probably dozens of people from Kern County that are in Mexico who are wanted for murder, and it's very difficult to find them," Scott Spielman, Assistant District Attorney, said.
The District Attorney's office said the process take months, sometimes years.
"I really feel for the families of especially murder victims that when somebody flees the country we have to go through all these steps and they are walking free," Spielman said.
Meantime neighbors have placed candles and flowers outside the home, knowing they may never again see the two children playing on the front lawn.
"They are ok because we know they are alive, but he is not a good person at all," neighbor Rosa Martinez said. "I don't think they can bring the kids back because they don't have family here they will be staying in Mexico, but at least bring him here so he can pay for what he did."
The District Attorney's office said it's starting a website with those from Kern County wanted in other countries to hopefully speed up the process of finding them.

Arvin homicide victim identified
A woman killed in Arvin earlier this month has been identified as 27-year-old Mariela Mendizabal.
She died of multiple sharp force injuries, a Kern County coroner's office news release said.
Mendizabal's body was found the evening of Sept. 12 in the 290 block of Lang Ford Avenue, the news release said.
A warrant has been issued for the arrest of Mendizabal's boyfriend, Maico Encarnacion, on homicide charges. He was seen the morning of Sept. 12 with his children, Mariela, 9, and Louis Miguel, 8.
Encarnacion is believed to have fled to Mexico.
