A Casper man who sexually abused two children by slapping them
with his genitals did more than humiliate them, a Natrona County
district judge concluded Wednesday.

“I think it was predatory,” Judge David Park said, before
ordering Ancelmo Cabral Gallegos to serve two to five years in prison.

Gallegos admitted to taking indecent liberties with the
children, who were ages 6 and 9 at the time. His attorney, Don
Fuller, insisted the actions were not about sexual gratification.

Instead, Gallegos intended to humiliate the kids, Fuller said.
He compared the act to a bad prank, and noted that the acts were
done with other people in the room.

“I think it was improper,” the attorney said. “I do not think it
was sexually motivated in any way.”

Natrona County Assistant District Attorney Joshua Stensaas
called Gallegos’ crimes egregious. The victims have struggled in
counseling and in other areas of their lives, he added.

“This 6- and this 9-year-old didn’t think this was playing around,” Stensaas told the court.

Gallegos pleaded guilty in November to two counts of
third-degree sexual abuse of a minor. Before his sentencing, he
used a translator to apologize for his actions.

“He is paying already for what he did,” the translator said.

Casper police began to investigate Gallegos a year ago after
receiving a report that Gallegos was sexually abusing a 6-year-old
boy. The child, along with the 9-year-old, told authorities that
Gallegos had touched them with his genitals.

Gallegos told detectives he exposed himself in front of the
children. He also acknowledged that he grabbed the children’s hands
and made them touch his genitals, according to a police affidavit.
