Dogs find newborn girl abandoned in plastic bag in Texas
The baby girl was discovered by pets that had picked up on her scent coming from the bag. Keith Garvin of NBC station KPRC reports.

Child welfare officials have taken custody of a newborn girl who was found abandoned in a plastic grocery bag by passing dogs in Cypress, Texas.

The infant was in good condition at Texas Children's Hospital but was lucky to be alive, doctors and law enforcement officials said.

"If it had not have been for the resident that came out to walk her dogs, that child may have laid there all night (and) possibly would have died," said Harris County sheriff's Sgt. Gordon Trott told NBC station KPRC of Houston.

The girl was found by a fence about 7 p.m. (8 p.m. ET) Tuesday near an apartment complex in Cypress, a city of 57,000 about 25 miles northwest of Houston. Overnight low temperatures there have dropped into the low 40s in recent days.

About 3 inches of her umbilical cord was still attached, and while it had been cut, it hadn't been clamped, Trott said. That made her situation especially perilous.

"If the cord is not clamped before it's cut, there is a risk of the baby bleeding out through the unclamped cord, which could have led to a baby's death," Tiffany McKee-Garrett, a pediatrician at Texas Children's Hospital, told KPRC.

Sheriff's deputies were still searching Thursday for the baby's mother, who they said could face a felony child endangerment charge.

Child welfare officials said they were perplexed by the case, because Texas law allows anyone to drop off a newborn at a hospital or a fire station — no questions asked.

"All you have to do is hand the baby over," said Gwen Carter, a spokeswoman for Harris County Child Protective Services.

At least this little angel was found in time. How sad. I'd love a little girl with all my heart and soul even if she was not my own. Just breaks my heart. I hope she gets a loving family. William.

HOUSTON -- The baby who was found last week in a plastic Wal-Mart bag is ready to go home.

Baby “Chloe” was found outside a Cypress apartment complex Tuesday night after a woman’s dog picked up on a scent.

“She was very healthy… didn't have a fever,” said Estella Olguin with CPS. “Fortunately, she did not suffer from being exposed to the elements that evening.”

Chloe spent the last week at Texas Children's Hospital where doctors say she was likely found just hours after she was abandoned.

Now CPS is looking for the girl's mother or father. Officials say the parents don’t have to claim her -- they just want more information.

“Our role is that this baby can be placed with relatives,” said Olguin. “And so the person who is adopting this baby can have some more genetic family medical background on the baby to be able to raise her with more knowledge or information about her.”

As CPS continues to search for her biological family, Chloe will be cared for in a foster home.

The name Chloe was given to her by the hospital staff at Texas Children’s. It is not her legal name and will not appear on her birth certificate.

Cops Rely on Sketch to Find Abandoned Baby's Parents

Police in Texas, searching for the parents of a week-old baby abandoned in a plastic bag, have released an artist's sketch of what the parents might look like based solely on a photograph of the infant girl.

The newborn, named Chloe by rescuers, was found by a dog walker in a plastic shopping bag on a dead-end street near an apartment complex in Cypress, Texas. No one witnessed the baby's being abandoned, and cops have few clues to help find the parents, now wanted for child endangerment.

A forensic artist, who typically makes composite sketches of suspected criminals based on eyewitness descriptions and age-progression illustrations of missing children, created the sketches, said Christina Garza, spokeswoman for the Harris County Sheriff's Office.

This appears to be the first time police have tried to find an abandoned child's parents by creating a sketch based solely on the child's likeness.

"The artist took a photo of the week-old baby and did an age progression of what the baby would like and from there, what the mother and father would look like," Garza told ABCNews.com
But forensic art experts were extremely skeptical that the artist could render reliable likenesses of the parents based only on a week-old baby's image.

"I doubt [the sketches] are going to be accurate at all … not even in the ballpark of likeness," said Steve Loftin, head of the forensic imaging unit at the Center for Missing and Exploited Children.

"Trying to add years to a baby's face without any reference at all -- we could not do that and be sure of any accuracy," he said.

When forensic artists make age progressions of missing children, they typically use images of the parents when they were children. In this case, the artist is essentially working backwards and with none of the necessary source images to create a composite, Loftin said.

Furthermore, the face of an infant that age has barely developed and there would be few clues an artist could use to interpret what the parents would look like, he said.

As a result, he said, the parents' rendered faces appear to be childlike.

The police are "really reaching for straws" if they're basing their search on these pictures alone, Loftin said.

The cops in Texas acknowledge that they have little else to work on, and are hoping someone comes forward.

"We're hoping the parents do look like the sketches," Garza said. "But we're relying on someone who knows something to come forward."

Baby Chloe remains in the custody of child services.

Little babies don't survive too long outdoors by themselves. They should all be charged with attempted murder. William
