Abused Carrollton toddler remains on life support

A 15-month-old Carroll County boy allegedly abused by his parents could be removed from life support this week, police said Monday.

Doctors plan to run additional tests on the critically injured boy, who remained Monday at Children’s Healthcare of Atlanta, the Carroll County Sheriff’s Office said. The toddler’s skull was fractured and his jaw, ribs and vertebrae were broken when he was brought to the hospital Dec. 15, according to an incident report obtained by The Atlanta Journal-Constitution.

Investigators were called to the hospital on a suspicion that the child had been abused, police said. The injured boy’s sibling was taken into state custody, and the following morning, both parents were arrested.

Steven Ray Harry, 32, and Kristin Angeline Parmer, 25, were each charged with first degree child cruelty and booked into the Carroll County jail. Both Harry and Parmer were denied bond at their initial court appearances and remained in jail Monday.

The alleged abuse against the boy happened at the Carroll Inn hotel near Villa Rica, where the family of four was living, police said. Additional charges could be filed against the parents, police said Monday.

Parents face murder charges after 15-month-old dies

Murder charges were expected to be filed Saturday against the parents of a 15-month-old boy who died Friday due to injuries sustained in alleged abuse.

Steven Ray Harry, 32, and Kristin Angeline Parmer, 25, were charged earlier this month with cruelty to children.


Chief Deputy Brad Robinson of the Carroll County Sheriff’s Office said warrants with the upgraded charges were expected to be served Saturday.

“We’ve had them in custody for cruelty to children,” Robinson said. “At this point charges will be upgraded to murder and there will be a first appearance hearing before the magistrate judge on Monday.”

The child had been on life support since his admission to Children’s Healthcare of Atlanta at Scottish Rite on Dec. 15.

Doctors at the hospital, Robinson said, “were conducting all tests available to assure there was not any hope for the child.”

Investigators allege the couple abused the young boy at the Carroll Inn on North Park Street in Carrollton, where the family of four lived. Harry and Parmer also have a 2-year-old, who has also been placed in the custody of Division of Family and Children Services. Parmer is 8 months pregnant.

The 15-month-old boy’s injuries included skull fractures, a broken jaw, broken ribs and broken vertebrae.

Couple charged with murder in infant abuse case

The parents of a 15-month-old child who died over the weekend learned they could face the death penalty for allegedly causing his death in a Monday afternoon court appearance.

Steven Ray Harry, 32, and Kristin Angeline Parmer, 25, appeared before Magistrate Court Judge Alton Johnson for a first appearance hearing on their recently upgraded charge of felony murder.


Before the weekend, the two faced only the charge of cruelty to children. However, when 15-month-old Allen Harry died Friday, the charges were upgraded against both parents. Both Harry, represented by public defender Valerie Cooke and wearing orange-and-white-striped scrubs, and Parmer, represented by Villa Rica attorney Mac Pilgrim and wearing all-orange scrubs, were denied bond again by Johnson.

Parmer spent the first part of the first appearance hearing covering her face with her hands, quietly sobbing.

Arrest warrants read by the judge read that Harry and Parmer caused the death of their 15-month old son on or about Dec. 15, the place of occurrence being Room 126 at the Carroll Inn motel on North Park Street.

"[Parmer and Harry] struck Allen Harry, a 15-month-old child, causing serious injuries, which ultimately resulted in his death," Johnson read from the warrants.

After conferring with Senior Assistant District Attorney Jeff Hunt, Johnson told the pair the maximum penalty for their charge of felony murder is the death penalty. The two may next appear in court Jan. 10 for a preliminary probable cause hearing, though that date may change.

Carroll County Sheriff Terry Langley called the case "a sad story of a history of abuse."

"He was basically a baby," Langley said of the child, who was born on Sept. 11, 2012 and died Dec. 27, 2013. "We plan to prosecute to the fullest extent of the law. When you have this situation, with anyone being a victim of abuse, it's bad. But when it's a child, it's just so sad — because the people who are supposed to be protecting the 15-month-old are the ones who ended up killing him."

The sheriff said the couple's 2-year-old son shows no obvious signs of abuse, at least according to the initial physical exam. 
"The two have no drug problem that we know of, but we suspect that," Langley said. "And they don't really have much of any criminal history."

Parmer said the last grade she completed was 7th grade and that she has not yet attained her GED. Harry said he is a high-school graduate.

Langley said Harry was employed at Walmart.com and the two spent most of their time at the Carroll Inn, but that they had a physical address on McKeown Road in the Paulding County area of Villa Rica.

"We're investigating why they would come and spend a couple weeks at the hotel and then go back to the house in Paulding," the sheriff said. "It's almost like they've been trying to avoid something, but we don't know exactly what."

Police have not solidified if most of the abuse was done via kicking, hitting or shaking, but Langley said he suspects it was a combination of all three.

"It was brute force, but we don't know exactly what," Langley said, before reading from a doctor's notes on an initial examination. "Rotational acceleration or deceleration components could be consistent with shaking."

Harry and Parmer may next appear before a judge in early January for their probable cause hearing, but Hunt said that date may be "premature." He told Johnson he would confer with the two defendants' counsel and get back to the judge on if the preliminary hearing can go forward on Jan. 10.
