Federal Law Enforcement Arrested for Trading in Child Rape

From the US Mint Police to the Amtrack Police, there are far more federal law enforcement agencies than most people realize. At last count, by the US Bureau of Justice Statistics in 2008, there were 73 federal law enforcement agencies employing approximately 120,000 full-time law enforcement officers, 84.5 percent of whom are men, with legal authority to make arrests and carry firearms. The Department of Homeland Security (DHS) and Department of Justice (DOJ) employed four out of every five federal law enforcement officers.

Because the US government is not keeping statistics on child pornography arrests and prosecutions, in particular of their own employees, to gather comprehensive data on all arrests of federal law enforcement officers is difficult. It would require examining annual Inspector General reports for every agency, filing numerous freedom of information requests, and reading, case by case, through thousands of federal child pornography prosecution documents available on PACER. Without institutional support, I haven’t been able to conduct this kind of necessary research. Instead, I’ve profile only 43 federal law enforcement employees arrested on child pornography related charges. It was noticeably more difficult to locate photographs of federal law enforcement officers than of local and state police or professors.

Department of Justice (DOJ)

In 2015, DOJ released, “The Handling of Sexual Harassment and Misconduct by the Department’s Law Enforcement Components,” detailing cases from 2009–2012 among federal law enforcement agencies under DOJ’s supervision.

The report begins with this disclaimer:

“The OIG’s ability to conduct this review was significantly impacted and delayed by the repeated difficulties we had in obtaining relevant information from both the FBI and DEA…. Initially, the FBI and DEA refused to provide the OIG with unredacted information that was responsive to our requests… despite the fact that the OIG is authorized under the Inspector General Act to receive such information. After months of protracted discussions with management at both agencies, the DEA and FBI provided the information without extensive redactions; but we found that the information was still incomplete. Ultimately, based on a review of information in the OIG Investigations Division databases, we determined that a material number of allegations from both DEA and FBI were not included in the original responses to our request for the information. We were also concerned by an apparent decision by DEA to withhold information regarding a particular open misconduct case. The OIG was not given access to this case file information until several months after our request, and only after the misconduct case was closed. Once we became aware of the information, we interviewed DEA employees who said that they were given the impression that they were not to discuss this case with the OIG while the case remained open. The OIG was entitled to receive all such information from the outset, and the failure to provide it unnecessarily delayed our work. Therefore, we cannot be completely confident that the FBI and DEA provided us with all information relevant to this review. As a result, our report reflects the findings and conclusions we reached based on the information made available to us.”

DOJ supervises the United States Marshals Service (USMS), the Federal Bureau of Investigation (FBI), the Drug Enforcement Administration (DEA), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Federal Bureau of Prisons (BOP). He had been an Air Marshal, a police officer and a prison guard before joining the DEA.

Department of Homeland Security

Homeland has refused to maintain, and make public, records of employee misconduct. No one knows how many Homeland Security employees have been arrested on child pornography charges. In response to Senator Grassley’s constant requests for information, Homeland’s Inspect General, in 2014, reported that five employees under Homeland’s supervision had been arrested between 1 April 2014–30 September 2014. That information, without any details of the arrests, is listed here.

The following agencies are under the supervision of Homeland Security: Citizenship and Immigration Services (CIS), Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), Transportation Security Administration (TSA), Coast Guard (USCG), Secret Service (SS), and Federal Emergency Management Agency (FEMA). At the time of his arrest, Ruff had several hundred child sex abuse images on his phone including the abuse of a boy as young as two years old.

Citizenship and Immigration Services (CIS)

In January 2017, The New York Times reported that Citizenship and Immigration Services (CIS) investigators, under Homeland Security, have “repeatedly warned top managers that unaddressed allegations of corruption among contractors could put the immigration system at risk” citing nearly seventy cases including distribution of child pornography on government computers that have not been investigated. It is unclear how many of these seventy cases involved child pornography. Nearly half of all CIS employees, about 10,000, are contract staff subject to almost no oversight. The New York Times said Homeland did not respond to questions about why misconduct investigations of CIS staff have been blocked.

Homeland Security’s Inspector General’s report for 2013, reports a “CIS employee pleaded guilty to possession of child pornography, and was sentenced to 37 months incarceration and 120 months of supervised release.” No further details were provided.

Citizen-bloggers have been maintaining public records of TSA misconduct. Lisa Simeone posts, what she calls a master list of TSA crimes and abuse including arrests related to child sexual abuse. What Can You Do?

Do you want federal law enforcement officers in your town masturbating to the rape and torture of children, too often from Russian websites controlled by organized crime? Are you comfortable knowing your tax dollars are helping to fund this serious criminal behavior because too many federal law enforcement are trading in child rape while on duty?

Demand action. Request a meeting with your senators and representatives. Print out this article. Bring it to the meeting and ask for legislation that would require all federal law enforcement under go random electronic searches of their work and home electronics, including cell phones, as part of their hiring agreement; just like random drug testing. Tell Congress to hold federal law enforcement accountable. Ask Congress to demand routine monitoring and oversight for all federal law enforcement and public data on misconduct.

No child pornography should ever be traded by federal law enforcement, let alone from US government computers. Demand an end to the trade in child rape by federal law enforcement. Help protect America and our children.

The deputy press secretary for the Department of Homeland Security, Brian Doyle, was arrested at his Silver Spring, Maryland, home Tuesday night on charges of trying to seduce a child using a computer and transmitting pornographic materials.

Doyle, 55, believed he was talking to a 14-year-old girl but was actually exchanging messages with an undercover Polk County, Florida, sheriff's detective, according to The Associated Press.

"He graphically explained to a 14-year-old girl what he would like to do to her and what he would like her to do to him," Polk County Sheriff Grady Judd told ABC News.

Doyle, who worked in the department's public affairs office, made no attempt to hide his identity, apparently using his position at the agency in an attempt to impress the girl.

"He started his communication on the computer, clearly identified himself from the very beginning as Brian Doyle from the Department of Homeland Security, where he's a deputy press secretary," Judd said. Doyle gave the girl his office number and his government-issued cell phone number and spoke with the girl on the phone, asking her to buy a webcam. When he arrived home Tuesday night, thinking he was going to view her on the camera, he was met by police and arrested as he sat at his computer.

"He was shocked, to say the least," Judd said. "The whole goal was to catch him behind the computer so that when we executed the search warrant, we would see the communication from our undercover detectives to him on his computer. That's exactly what happened." Doyle cooperated with the arresting officers, admitting he liked "young girls." He is now in a Maryland jail cell.

DHS Press Secretary Russ Knocke issued a statement about the arrest, saying the department is fully cooperating in the investigation. "We take these allegations very seriously," Knocke said. "Doyle is in a nonpay status, and his security clearance, employee badge and facility access permissions have been suspended."

According to a DHS spokesperson, Doyle — who previously worked as an administrative assistant at Time magazine — is a civil employee and not a government appointee and he underwent the department's required background check.

The DHS's Immigrations and Customs Enforcement division has an ongoing program titled "Operation Predator," described on ICE's Web site as a "comprehensive initiative aimed at those who prey on and exploit children ... [and] Internet pornographers."

ICE's cyber crimes center also works closely with the National Center for Missing and Exploited Children and has two agents at the Center's headquarters, according to president Ernie Allen. "One of the things we focus on together is child pornography and Internet-based crimes against children," Allen said. "I'm beyond being surprised [by these kinds of arrests]. What we have learned in recent years is these kinds of offenders do not match society's stereotype of a dirty, menacing child molester. We have found doctors, lawyer, public officials, corporate executive and police officers involved in this behavior. These people look like the rest of us."

Police said Doyle found the fictitious teenager's profile online and started having sexually explicit conversations with her over the Internet on March 14, according to the AP. He sent her pornographic movie clips and nonsexual photos of himself, including one in which he appears to be at DHS headquarters, wearing a Homeland Security pin on his lapel and a lanyard that reads TSA (Transportation Security Agency).

Former top FBI agent charged with child porn distribution

Donald Sachtleben worked for the FBI for 25 years, an online resume states.

A former supervisory FBI agent has been arrested and jailed on child pornography charges.

Donald Sachtleben was taken into custody and charged Monday after a nationwide undercover investigation of illegal child porn images traded over the Internet.

The 54-year-old resident of Carmel, Indiana, has pleaded not guilty and has a detention hearing in federal court Wednesday.

A federal complaint alleges 30 graphic images and video were found on Sachtleben's laptop computer late last week when FBI agents searched his home, about 23 miles north of Indianapolis.

The arrest was a result a months-long probe, said the U.S. attorney for the Southern District of Indiana, Joseph Hogsett.

"The mission of our Project Safe Childhood initiative is to investigate and prosecute anyone found to (be) engaged in the sexual exploitation of children," Hogsett said in a news release. "No matter who you are, you will be brought to justice if you are found guilty of such criminal behavior."
Sachtleben is currently an Oklahoma State University visiting professor, according to his online resume. He is director of training at the school's Center for Improvised Explosives, but all references to his work have now been removed from the university's website. There was no indication from the school as to whether it had suspended him. Calls to the university and his Indianapolis attorneys were not immediately returned.

He had been an FBI special agent from 1983 to 2008, serving as a bomb technician. He worked on the Oklahoma City bombing and Unabomber investigations, according to his university biography.

A separate LinkedIn profile filled out by Sachtleben says he is an "accomplished investigator with more than 25 years of experience in FBI major case management, counter terrorism investigations, bombing prevention, post blast investigations and public speaking."
According to the criminal complaint, a federal-state joint task force had been investigating an Illinois man allegedly trading child porn images as far back as September 2010. That suspect was arrested in January, and a search of his computer reportedly led to Sachtleben, who was using the e-mail name pedodave69.

According to the affidavit, an e-mail from that account was sent to the Illinois suspect last fall, along with nine images of child porn. "Saw your profile on (a file sharing network). Hope you like these and can send me some of ours (sic). I have even better ones if you like." Prosecutors say Sachtleben sent that e-mail.

Sachtleben's wife was interviewed by agents during the execution of the search warrant and denied any involvement with child porn. She was not taken into custody.

FBI officials in Washington had no comment on the arrest.
If convicted, Sachtleben would face up to 20 years in prison on the charge of distribution of child porn, and an additional 10 years for possession.
The Justice Department's Project Safe Childhood initiative was launched in 2006, leading to what federal officials call a more than 40% increase in the number of cases investigated. The project's website says 2,700 indictments were filed last year alone.

The case is U.S. v. Sachtleben (1:12-mj-316).

Federal Law Enforcement Arrested for Trading in Child Rape Empty Re: Federal Law Enforcement Arrested for Trading in Child Rape

This is all so overwhelmingly disgusting.

Even more disgusting is the great people who tried to expose these evil predators, in an effort to PROTECT AND SAVE CHILDREN from their horrific abuse, have been blacklisted, silenced or murdered by these powerful entities.

Let the record show that not only did no one save the children, no one saved the people attempting to save the children, either.

I can't help but notice that every pedophile and baby rapist listed here has a job, a taxpayer funded job.
