"Jane Doe" - 15 months - Jacksonville FL

A Jacksonville stepfather is in jail while his 1-year-old stepchild is fighting for her life at Shands.
Police have charged Chaddrick Banks with aggravated child abuse.
Investigators said his stepdaughter was rushed to the hospital with a fractured skull.
Neighbors in an Arlington apartment complex said they knew something was wrong there on Monday morning.
"I hear the mom going in and out of the apartment, taking care of the baby and all this stuff," neighbor Linnette Berez said.
Investigators said the baby was alone with Banks when she immediately became unconscious and he called 911.
Doctors said the baby has an unexplained "skull fracture and bleeding into the brain," and they said she is not expected to survive.
The Department of Children and Families said the crime falls in line with what they see as an alarming trend.
"We're deeply disturbed by how often in these child abuse cases the perpetrator is somebody who is a boyfriend of the mother, someone that's been dating the mother," a department spokesman said.
He said reported cases of child abuse in northeast Florida have slightly declined over the last three years.
"I think what you have is more awareness," the spokesman said. "Parents know they should not be taking out their frustrations on a child."
But unfortunately, there's no way to know how many cases of abuse go unreported, and it takes someone to pick up the phone.

"If there's abuse happening and we don't know about it, there's nothing that can be done to help the child," the spokesman said.

According to the Jacksonville Sheriff's Office, 27-year-old Chaddrick Jarrod Banks was home alone with the victim, whose name and age have been withheld by police, Monday morning.

Banks told police he called 911 when the girl "just stopped breathing."

He said she was alert and acting normal at 8:30 a.m., but shortly after 9, he was attempting to resuscitate her.

Rescue personnel took the child, who was unresponsive, to Shands.

Doctors examining the child determined she had a skull fracture and bleeding into the brain, and that it was what they called a "fresh" injury that caused serious brain injury and immediate unconsciousness.

JSO officers determined Banks' story was inconsistent with the girl's injuries.

Banks was arrested and faces a charge of aggravated child abuse causing great bodily harm, permanent disability or disfigurement.

As of Monday night, the girl had no brain activity and was not expected to survive.
