SELENA LEROUX RIGGINS - 14 yo - Ann Arbor MI

Michigan State Police have issued an Amber Alert for 14-year-old Selena Leroux Riggins from Ann Arbor.

They believe she may be in danger.

Selena is 5'3" tall, weighs 125 pounds and has brown eyes and brown hair. She was last seen at 5:00 p.m. Thursday in Ypsilanti.

Police believe she is with a 25-year-old man named Woodrow Williams.

Williams is 6' tall, weighs 180 pounds and has brown eyes and black hair. He also has a tattoo on his right arm.

Police were also looking for 25-year-old Wayne Rankin, but he has turned himself in to police.

Both men are wanted on suspicion of criminal sexual conduct charges.

Ann Arbor Police have issued a statewide Amber Alert for 14-year old
Selena Leroux Riggins. She was abducted by two 25-year old men. Both of
those suspects are wanted on suspicion of felony criminal sexual
conduct charges.
Selena Leroux Riggins is 5'3" tall with a thin build. She weighs 125
pounds. Riggins is white and has straight brown hair and brown eyes.
Wayne William Rankin is one of the men suspected of abducting
Riggins. He is a 25-year old black man with black hair and brown eyes.
He is 6'4" tall and weighs 130 pounds.
Woodrow Rosevelt Williams II is another suspect. The 25-year old man
has black hair and brown eyes. He is 6-feet tall and weighs 180 pounds.
His complexion isn't noted by police, however they note Williams II has
a tattoo on his right arm.

An Amber Alert posted Friday after a teenaged
girl was reported missing was cancelled Saturday afternoon and the girl
was found safe.

Ann Arbor police say Selena Riggings turned herself into a nearby
agency Saturday. She was talking with police investigators Saturday
afternoon.

A man accused of sexually assaulting a teenage girl in Ann Arbor sometime Wednesday night into Thursday was arraigned this morning on criminal charges.

Meanwhile, the other man wanted in the case turned himself in to Ann
Arbor police this morning. Shortly after, a 14-year-old girl believed
to be traveling with him was found.
Both men had been sought since 14-year-old Selena Leroux Riggins disappeared Thursday around 5 p.m. from the downtown Ypsilanti area.

Riggins walked into
the Eastern Michigan University Department of Public Safety at about
1:30 p.m. and said, "Here I am," Ann Arbor Det. Bill Stanford said. She
was unharmed and had been in the area since Thursday, Stanford said.Wayne William Rankin,
25, of Ypsilanti, was arraigned at the Washtenaw County Jail this
morning on a charge of first-degree criminal sexual conduct during the
commission of a felony.

He’s being held on $25,000 cash bail and is scheduled to return to court Feb. 17 for a preliminary exam.

Woodrow Roosevelt Williams II, 25, of Ypsilanti,
who also was wanted in the case, turned himself at about 11 a.m. today,
Stanford said. Williams has not been yet been criminally charged as
Washtenaw County prosecutors review the case.

Williams was believed to be traveling with Riggins, who was found today after an Amber Alert
was issued for her Friday. Riggins was a runaway from Canada, police
said, and recently moved to Ypsilanti to live with her aunt.

Riggins ran away again earlier in the week because she didn't want to return to Canada, Stanford said. Police
say the men were traveling this week with Riggins and a 15-year-old
girl after meeting them on a bus. On Wednesday evening, the four went
to A Victory Inn and Suites, a hotel in the 3700 block of Washtenaw
Avenue, police said.At least two sexual assaults involving at least one of the girls were reported to Ann Arbor police.

The 15-year-old girl reported to police
Thursday night she "woke up" in Ypsilanti near Washtenaw Avenue and
North Mansfield Street after being sexually assaulted by at least one
of the men.

Police say she was dropped off in Ypsilanti, but it's not clear who
dropped her off. Detectives are investigating to determine whether she
was given drugs prior to the assault.

Rachael Cox, who has been dating Rankin for six months, attended his
arraignment this morning. She said she had never heard of Riggins until
the Amber Alert was issued and was shocked by the allegation.

“I can’t freaking believe it,” she said. “We’ve been together for a
while and he’s never shown aggression. We’ve had arguments, but he’s
never done anything like that.”

Rankin, who is single, has a 5-year-old son and 4-year-old daughter.
He said in court today he recently enrolled at the University of
Phoenix and lives with his grandparents in Ypsilanti. He has no felony
convictions, he said. A judge appointed Rankin a public defender and
ordered that he have no contact with the victim.

Cox said Rankin and Williams have been friends for at least seven
years. She said police knocked on her door late Thursday night at
Sycamore Meadow Apartments in Superior Township, but she didn’t answer.

Cox, 19, said Rankin wasn't at her apartment. He told her he stayed
with his brother Wednesday night and Thursday night, she said.

On Friday morning, Rankin stopped by her apartment about 9 a.m., and
she told him police had knocked on the door - but she didn't know what
department the officer was from or what he wanted.

“After I told him about the police coming, it didn’t really faze him,” she said.

Cox said she dropped Rankin off at a bus station in Ypsilanti about
10 a.m. Friday, and he planned to go to Ann Arbor to a homeless shelter
where he stays sometimes. Rankin called her about 11 a.m. Friday from a
"restricted" number, and she couldn't call him back.

“He said, 'Rachael, the police are looking for me,” she said. “My
boy Woody is in some (expletive) right now, and they’re accusing the
both of us."

"He didn’t wanna tell me the charge and he hung up."

Rankin has been dealing with mental health issues and was working to
get his life on track, Cox said. She said she thought he was making
progress.

Cox, who has a 2-year-old daughter and has recently been caring for
her friend's 2-year-old son, trusted Rankin around the children.

“I just can’t believe it,” she said. “I know he wouldn’t do
something like that. At the same time, why would he even be around
girls like that?”

A 25-year-old Ypsilanti man who surrendered to police Saturday was
arraigned today on a first-degree criminal sexual conduct charge.

Woodrow Roosevelt Williams II, 25, is accused of
sexually assaulting a 15-year-old girl at an Ann Arbor hotel last week.
He was arraigned this morning and is being held on $25,000 cash bond,
Ann Arbor Det. Bill Stanford said.


Williams' friend, Wayne William Rankin, 25, of Ypsilanti, also faces a first-degree criminal sexual conduct charge. Rankin was arraigned Saturday after turning himself in to police Friday.

Police say the two men met two girls, ages 15 and 14, on a bus last
week. The men are accused of taking the girls to a hotel on Washtenaw
Avenue in Ann Arbor Wednesday night.

The 15-year-old girl told police
Thursday night she "woke up" in Ypsilanti near Washtenaw Avenue and

The second of two men listed in an Amber Alert for a missing
14-year-old girl last week was arraigned Sunday on a first-degree
criminal sexual conduct charge.Woodrow

other man listed in the alert, 25-year-old Wayne Rankin, was arraigned
on the same charge on Saturday.The teenaged girl
walked in and identified herself to officers at the Eastern Michigan
University Public Safety station around 1 p.m. Saturday, police said.
She and a 15-year-old friend had met the two men on an Ann Arbor bus
earlier last week and the older girl told investigators Thursday that
she’d been sexually assaulted.

One of two Ypsilanti men charged with sexually
assaulting underage teenage girls during an incident that prompted a
statewide Amber
Alert in February will be sentenced Thursday in Washtenaw County
Circuit Court.

Wayne Rankin, 25, recently pleaded guilty to
third-degree criminal sexual conduct in a case involving a 14-year-old,
records show. He was initially charged with raping the girl during
commission of a felony while they spent a few days together after
meeting on an AATA bus in early February.

Woodrow Roosevelt Williams, also 25, was with them
and is charged with sexually assaulting a 15-year-old girl at A Victory
Inn on Washtenaw Avenue in the same incident. He is scheduled to stand
trial on June 14.

Police said drugs and alcohol were involved.

Relatives reported the 14-year-old girl missing, and she became the
focus of an Amber Alert. She turned up at the Eastern Michigan
University police department the following day, and both men surrendered
to authorities.
