Pierce County sheriff’s detectives are searching for a teen girl who left her South Hill home on Tuesday and didn’t return.
Kimmie Daily, 16, left home in the 12700 block of 106th Ave. Ct. E. to ride her bicycle to a friend’s house but she never arrived.
KIMMIE DAILY - 16 yo/Developmentally Disabled -(2010) South Hill (SE of Tacoma) WA 100818_missing_puyallup-330x400

After Kimmie’s family reported her missing, detectives began calling friends and neighbors but didn’t find the girl.
Today, Det. Ed Troyer, sheriff's spokesman, said they are using an
airplane, a volunteer helicopter and search and rescue dogs to canvass a
large area.
Kimmie was last seen wearing a light blue T-shirt, blue, red and
white shorts and carrying a red backpack. She was riding a green
Next-brand bike with pegs on the back.
She is described as 4-foot-9, weighs 97 pounds and has short brown hair and surgery scars on both ankles.
If anyone sees Kimmie or has information on her whereabouts, they are asked to call 911.

Search for South Hill teen Kimmie Daily fruitless

Cecil Daily is not sleeping much, wondering where his developmentally challenged teen daughter is after she disappeared more than two days ago. He was at work Tuesday afternoon when 16-year-old Kimmie Daily hopped on a green BMX bicycle, promising her grandma that she would return to their South Hill house by 3 p.m.

The search for a 16-year-old developmentally delayed girl last seen
Tuesday on her bike near the South Hill Mall moved Friday from a
search-and-rescue operation to an investigation. There’s been no
sign of foul play in the disappearance of Kimberly “Kimmie” Daily but
there’s been no sightings of her either, authorities said. “There’s been
no substantive tips today,” Pierce County sheriff’s Sgt. Mike Blair
said. Sheriff’s detectives returned to Daily’s neighborhood
Friday, knocking on doors and interviewing residents about the area and
asking if they’d seen or heard from the girl. They also began checking
on the registered sex offenders in the neighborhood.Searchers
looked in garbage cans and backyards, handed out 200 fliers with
information on Daily along the Meridian Avenue corridor and sent faxes
to 2,500 businesses. The fliers included Daily’s information and asked
businesses to search their property for any abandoned bicycles, Blair said.
“We are waiting for any leads to come in,” Blair said. The
department has not issued an Amber Alert because, so far, Daily’s
disappearance doesn’t meet the criteria. Investigators have no suspect,
no suspect information and no vehicle information, Blair said.
“We have nothing like that,” he said.
Daily, whose family said has the mental level of a 9-year-old, was last seen
about 1 p.m. Tuesday at her home in the 12700 block of 106th Avenue
Court East. She told her family she was going to a friend’s house and
would be back by 3 p.m. She hopped on her green BMX bike and left. When
she didn’t return home, her family reported her missing to the
Sheriff’s Department at 4 p.m. Tuesday. Deputies went to her home, took a
report and then searched common areas where Daily is known to frequent.
They also talked to her friends to see whether they’d seen or heard from her, Blair said. The
search was expanded Wednesday morning. On Thursday, searchers covered a
3-square-mile area around the family’s home. Volunteers knocked on
doors and handed out fliers. Aircraft searched from the air.
Daily didn’t take extra clothes, money or her wallet with her. She has no history of running away.
Anyone with information about the whereabouts of Kimberly “Kimmie” Daily is asked to call 911.

Dogs will be searching and people will be knocking on doors again
today in the investigation into the disappearance of a Puyallup teen. There
has been no sign of Kimberly “Kimmie” Daily, 16, since she was last
seen Tuesday, Pierce County Sheriff’s Sgt. Mike Blair said Saturday.
Her family reported her missing about 4 p.m. Tuesday.Teams
of dogs and search-and-rescue crews were out Saturday checking “hot
spots, places where she would normally hang out,” Blair said. They found no clues.
They planned to continue running scent-tracking dogs and knocking on doors today, he said.
There has been no sign of foul play and no substantive tips, Blair told reporters on Friday.
Daily, who is developmentally delayed, has the mental level of a 9-year-old, according to her family.
She last was seen about 1 p.m. Tuesday. She told her family she was going to a friend’s house
and would be back by 3 p.m.The family lives in a neighborhood on 106th Avenue Court East.

The developmentally-disabled Puyallup girl who disappeared last week has been found dead.
Det. Ed Troyer said Kimmie Daily's body was found Monday night in a
ditch 12 blocks from her home, and an unidentified 18-year-old suspect
has been taken into custody for investigation of homicide.
Investigators said the suspect led them to the girl's body in the 11400 block of 122nd Street East.
"Our detectives have been working this case, doing canvassing
throughout the week. He was an initial contact during the initial
canvassing, and we went back to him based on some discrepancies he'd
given us
," said Sgt. Mike Blair. "He agreed to sit down and talk to our
detectives today, and eventually tonight he decided to lead our
detectives over here to the outdoor crime scene."
It is not known whether the victim knew the suspect.
"From what I gather, he was a neighborhood face; I wouldn't even say
an acquaintance. He's just someone who's in the area," said Blair.
The victim's father, Cecil Daily, said he began worrying on Tuesday
when his daughter left for a friend's house on her bike. She never made
it there, and wasn't seen again until her body was found on Monday
evening.
Daily, 16, functioned at the level of a 9-year-old girl due to a disability since birth.
Search crews spent the end of the week looking for Kimmie Daily from
the air and on the ground, using tracking dogs and helicopters. They
even tried to pinpoint a signal from her cell phone, but it could not be
located.
But on Sunday those efforts faded away. Cecil Daily said police scaled back the search, citing a lack of evidence.
Cecil Daily, as well as the missing girl's grandmother took
lie-detector tests over the weekend, and passed. Officials said
administering the tests is standard practice in such situations.
The cause of her death has not been determined.
"We're in the preliminary stages of processing the scene," Blair
said. "We're in the process of gathering our resources to work the
scene."

Pierce County sheriff's investigators have booked an 18-year-old man, arrested in connection with the death of a missing South Hill teen, into Pierce County Jail on suspicion of first-degree murder.
He is scheduled to make his first court appearance in Kimberly
"Kimmie" Daily's death this afternoon. Officials are not yet
naming the man because prosecutors have not officially filed charges in the case.
The young man has no criminal history, Pierce County sheriff's spokesman
Ed Troyer said this morning.
Meanwhile, detectives and search and rescue crews have returned to the vacant lot where Daily's body was found Monday night.
They are conducting a ground search for evidence, Pierce County
sheriff's Sgt. Mike Blair said.
The 18-year-old man reportedly led investigators to Daily's body
Monday night in the lot near 122nd Street East and 115th Avenue Court
East. Three houses used to sit on the lot, described as one to two acres
in size. The houses have since been torn down and sticker bushes and
scotch broom have taken their place.
Blair said the lot was in the area where search-and-rescue volunteers
and dog teams had been searching for Daily over the past week. He
wasn't sure if the exact lot had been searched.
Daily, who was developmentally delayed, had been missing since last
Tuesday. The suspect lived in Daily's neighborhood but investigators
said Monday night that they do not believe the two knew each other.
"They were not mutual friends," Blair said. "They didn't ride bikes together."
An autopsy on Daily's body to determine how she died will be
conducted today, the Pierce County Medical Examiner's Office reports.
Detectives also are meeting with Pierce County prosecutors this morning
to discuss the allegations against the young man.
Investigators had contacted the man during a neighborhood canvass
early in their search for Daily. His statements set off alarm bells at
the time, Blair said. The detectives regrouped on Sunday and decided to
contact the young man again Monday.
A Facebook page had been set up to spread the word about Daily's disappearance. Now, it's reporting the news of her death.

Tyler Wolfegang Savage, 18, was charged Tuesday in the rape and
killing
of 16-year-old Kimberly "Kimmie" Daily, a developmentally
disabled girl who had lived in his South Hill Puyallup neighborhood.

KIMMIE DAILY - 16 yo/Developmentally Disabled -(2010) South Hill (SE of Tacoma) WA 2012711694

If convicted of aggravated murder, Savage could face the death
penalty, according to a news release from Pierce County Prosecutor Mark
Lindquist's office. The release said Lindquist hasn't decided whether he
will seek that sentence or life in prison without parole.

On Monday, Savage led detectives to Kimberly's body, according to
charging documents. She was hidden beneath her bicycle in a large
thicket of blackberry bushes and brambles just blocks from her home.

Kimberly had been missing since Aug. 17, when she left her home to
bike to a friend's house. The next day sheriff's deputies began a
full-scale search, which included going door to door to interview
neighbors.

"There's nobody who isn't a person of interest when something like
this happens," said Detective Ed Troyer, a spokesman for the Pierce
County Sheriff's Office, about Kimberly's disappearance.

As detectives investigated, "we weren't able to eliminate" Savage as a
person of interest "and as we talked to people in the neighborhood, he
became a stronger suspect," Troyer said.

According to charging documents, detectives said Savage provided them with the following account:

He saw Kimberly the day she disappeared and persuaded her to cross
the street and accompany him more than 50 feet into the brushy area of a
vacant lot near his home.

After about 15 minutes, he said, Kimberly told him she needed to
leave. When she got up to go, Savage said, he grabbed her around the
neck and choked her until she died.

Savage also told detectives he'd had sexual contact with Kimberly.
After she was dead, he told detectives, he left her body in the brambles
and threw her bicycle on top of her, according to court documents.

By 4 p.m. that day, he said, he was at a neighbor's house playing the
Dungeons and Dragons Online video game in an effort to "forget,"
according to the documents.

Savage told detectives he had known Kimberly for more than two years.

Kimberly “Kimmie” Daily may have had a feeling something was wrong. The
developmentally disabled South Hill teen didn’t want to go with Tyler
W. Savage when he asked her into an overgrown lot near her home last
week, according to court records. She tried to beg off, telling Savage she wasn’t allowed to cross 111th Avenue East, a street separating them from the lot.Savage,
an 18-year-old neighbor, persisted. Daily relented and spent 15 to 20
minutes with him among the blackberry brambles, court records show.
Then she said she needed to leave.Savage later told detectives he didn’t let her.Investigators
believe he strangled the 16-year-old girl, molested her body, and then
dragged her farther into the brambles to conceal the slaying.

He
went to a friend’s home afterward to play an online video game in an
attempt to forget what he’d done, court records show. The girl’s family
didn’t know she was missing as he logged on, the records state.A motive remained unknown Tuesday.“He
did not say why,” Pierce County Prosecutor Mark Lindquist said after he
charged Savage with aggravated first-degree murder, the state’s highest
crime.Lindquist also put Savage on notice that he might seek the death penalty. The
prosecutor has 30 days to make a decision, although that deadline
likely will be extended. Life in prison without the possibility of
release is the only other punishment available for someone convicted of
aggravated first-degree murder.Superior Court Commissioner
Patrick Oishi entered a plea of not guilty on Savage’s behalf and
ordered him jailed without bond, which is routine for defendants charged
with aggravated murder.Savage’s attorney, Jay Berneburg, did not
oppose the no-bail hold but reserved his right to argue the issue at
another time. Relatives of Daily did not attend Savage’s arraignment.
Her father, Cecil Daily, reportedly was too upset to go to court.Savage’s
parents stood in the back row during their son’s arraignment, craning
their necks to catch a glimpse of him. His mother’s eyes misted over
several times, and she covered her mouth when Oishi denied bail. When the hearing ended, they locked arms and hustled for the door. They refused to answer reporters’ questions.Michael
Von Gnatensky, who said he was the Savage family spokesman, said the
couple plan to make a public statement in the future but first need to
gather more details. They reportedly have been unable to speak with
their son since his arrest.“It’s a tragic, sad day not just for
the two families but also for the community,” Von Gnatensky said. “The
family is very upset and in shock. They’re not doing well.”Investigators
interviewed Savage on Monday, and he reportedly led them to Daily’s
body, which was about 150 yards off 122nd Street East. Her body was
naked and covered with her bicycle.Charging documents state
Savage removed Daily’s clothing “to make it appear to be ‘something
else,’ ‘like she was raped.’ ” Daily was a Special Olympics athlete and
was getting ready to start her junior year at Rogers High School. She
was last seen Aug. 17 after she disappeared while on a bike ride to a
friend’s house two blocks from her own.Searchers and detectives
had been looking for her since, using aircraft and search dogs. They
also interviewed dozens of people in the neighborhood.Sheriff’s
Sgt. Mike Blair said the lot where she was found is in the area where
teams searched, but he wasn’t sure whether they scoured the precise area
where her body was discovered.Investigators were back at the lot
near 122nd Street East and 115th Avenue Court East on Tuesday, looking
for evidence, Blair said. They found a backpack believed to be Daily’s
and part of a cellular phone. They still were searching for the other
half of the phone.Savage allegedly destroyed the phone out of fear that authorities would “ping” it and find Daily’s body, Blair said.Neighbors reacted with sadness to the news Daily was dead.“I think it’s terrible,” said Joe Owen, 80. “A little girl got murdered.”Others said they were shocked Savage was charged with the crime.“He’s like a family member,” said Jenny Berto, 35. “… This is so unexpected.”Savage
and Daily were acquaintances but not close friends. He told
investigators the two had known each other for more than two years,
charging document state. They were friends on the social website
Facebook.Sheriff’s investigators first talked to Savage on Aug.
18. A witness had reported seeing him walking with Daily the afternoon
she disappeared, sheriff’s Capt. Brent Bomkamp said.Search crews
also spoke with Savage, who was in an area they were searching. He told
them he’d been with Daily but that they parted ways near his house in
the 11100 bock of 122nd Street East.“He was identified early on as a person who was one of the last to see her, to be with her,” Bomkamp said.Investigators interviewed Savage a second time and found inconsistencies in his statements, Bomkamp said.“Red flags started popping up,” he said. The
detectives decided to talk to him a third time Monday. They initially
asked him to show them where he’d last seen Daily. He eventually took
them to the body, court records show. After that, detectives took
Savage to a Sheriff’s Department facility to be interviewed further and
he confessed to killing the girl, Bomkamp said.“It was basically
outstanding interviewing, interrogation, that allowed us to have him
eventually lead us to where he had killed her and left her,” Bomkamp
said.

Poster's Note: In the interest of fairness I will post this story about the suspect that paints him in a favorable light. Please keep in mind though, how many times we have heard this song and dance before. "Oh, he would never do that". "This is so unexpected". KIMMIE DAILY - 16 yo/Developmentally Disabled -(2010) South Hill (SE of Tacoma) WA 435410

Tyler W. Savage was described Tuesday as polite, trustworthy and “a good kid.” Savage, 18, liked to play video games and watch movies with Jenny Berto’s 15-year-old son.“I trust him wholeheartedly,” said Berto, a neighbor of Savage’s. “This is throwing me for a loop. This is totally unexpected.”Pierce
County prosecutors charged Savage on Tuesday with aggravated
first-degree murder in the death of a developmentally disabled South
Hill teen whose body was found Monday night. Investigators allege Savage
killed Kimberly “Kimmie” Daily, 16, and then sexually assaulted the
body before her family reported her missing Aug. 17.
Savage, who has no prior criminal history, pleaded not guilty. His
mother declined to comment. “You’re not getting nothing,” she said
outside the family’s home on 113th Avenue East in Puyallup. “You just
need to go.”Three homes away, Berto was near tears about Savage’s arrest.“He’s like a family member,” said Berto, 35. “I accepted him into my home.” Berto
said Savage was known throughout the South Hill neighborhood. Savage,
who was going to be a senior at Emerald Ridge High School, took Berto’s
son to the South Hill Mall and out for pizza, in addition to playing
video games and watching movies with him at her home.“He’s a good kid,” Berto said of Savage, who wanted to be a video game tester and inventor. “He’s a gamer.”A spokesman for Savage’s family said he is polite, has never been in trouble before and has not used alcohol or drugs. “These
are decent people,” Michael Von Gnatensky said of Savage and his
family. “You couldn’t meet a better family. … They are blue-collar,
salt-of-the-earth, regular people.”Savage’s parents declined to speak about their son or be identified. His stepfather said they “need more time.”Attorney
Jay Berneburg of Tacoma met with Savage before his arraignment in
Pierce County Superior Court. He called the teen “respectful, polite and
soft-spoken.” “If these allegations are true, knowing how
well-mannered and respectful this young man is, the question becomes:
How did this happen?” Berneburg said. “When you meet this kid, these
allegations are really surprising.”Savage’s Facebook page lists
50 Cent as among his favorite music groups and “The Sorcerer’s
Apprentice” among his favorite movies. Savage likes skiing, walks on the
beach and Bible study, according to his page.Investigators
interviewed Savage on Monday, and he reportedly led them to Daily’s
body, which was about 150 yards off 122nd Street East in an overgrown
vacant lot. Residents in the tree-lined area on South Hill expressed shock over the slaying.“I
think it’s terrible,” said Joe Owen, 80, as he stood at the front door
of his home across from the lot. “A little girl got murdered, and to
dump her at my front door.” “It’s senseless,” said Lisa Whitlinger, 40. “Everybody loses.”

I find it interesting that he's described as a "gamer". IMHO, the "realism" of some of todays' video games has blurred the line between fantasy and reality and that's why there's such a dichotomy in this suspects' personality. This heinous act wasn't real to him. He could just hit the "reset" button and start a new game. That's exactly what he did when the crime was completed.

It's a topic worth discussing Tom. Personally, I don't think it has any affect on a normal child. My son and his friends like millions of todays kids are into gaming but are not even remotely violent. Maybe it possibly exacerbates someone prone to violence though. In this particular case this was a sex crime so not related to gaming IMO. I agree with your statement that he looks pure evil.

Oh, there is no doubt in my mind, my island friend that this was a sex crime through and through. My point is that whatever the nature of the act, in the suspects' mind, this was a "not really happening" event. I may date myself, but when I was just a tad younger we had pac-men and pac-women gobbling up dots, goofy spaceships that would be shot from the air before shooting us, frogs that would traverse the creek by hopping on alligator-free logs...etc. etc.
IMHO opinion there is a direct relation to the realism of todays' games and the violent streak in many of our youth,
I agree with you, for some there is no effect. Kind of like me and a blood curdling slash-fest horror movie. As a viewer I see it as a fantasy with great special effects. To some it is as real, and as exciting, as if they were holding the chainsaw, blade or gun themselves.

Maybe it feeds their violent fantasies in some cases much like watching porn for a pedophile.

Tom LE are wondering too
TACOMA, Wash. -- Detectives investigating the strangulation death of 16-year-old Kimmie Daily are trying to determine whether her accused killer might have been acting out a violent fantasy from Dungeons and Dragons.

The
video game theory comes from something Tyler Savage himself said to
investigators. He talked about playing a video game to cope with what
he'd just done. Detectives now want to know if that game somehow became
his point of reference on reality.

Magic and swordplay is present
in the violent fantasy landscape that makes up the online game.
Investigators said it's the game Savage played after raping and killing a
mentally disabled neighbor.

Savage has confessed to the killings. He told detectives he saw Daily on her bicycle and convinced
her to follow him into a vacant lot where he attacked and killed her.

"His criminal history went from 0 to 100 miles an hour with one crime," said Prosecutor Mark Lindquist.

A former classmate said Savage seemed like any other teen.

"I don't believe he went out onto the streets with the intention of
killing somebody. he wasn't that kind of person," said Rusty Sebring. "I
have no idea what his home life was like or what he could have possibly
been going through at this time to have left him in such a mentally
unstable state."

Savage's previously-clean record has detectives
wondering what set him off to allegedly murder a girl with mental
disabilities. One theory is something Savage told them about: his
passion for video games, and how they help him cope.

"The defendant admitted some kind of connection between the murder and the
video game," Lindquist said. "I'm not clear at this point what exactly
that connection is. The defendant himself said he went to play video
games to forget."

Savage's defense attorney calls the video game connection pure speculation and a rush to judgment.

"What if there's a chemical or organic imbalance or something physically
wrong, identifiably medically wrong with his brain that caused this to
happen?" said defense attorney Jay Berneburg.

Detectives are working with an expert in sexually violent fantasies to explore the
video game motive, but the true cause for this crime is still unknown.
They aren't blaming a game for this violence, but they are trying to
understand what triggered this murder and why.

Kimmie Daily never could pick a favorite color. She liked them all. “She was kind of a rainbow,” Sheri Potter said Wednesday, quoting Kimmie’s father, Cecil.Potter
had wanted a rainbow made of balloons for Kimmie’s funeral, but had to
settle for two bouquets of colored balloons. She tied them to the teen’s
casket.“I thought she would like it,” she said.
Potter was handing out white, yellow and pink roses to those who came
to Calvary Community Church in Sumner to celebrate the life of
16-year-old Kimberly Lucille Pearl Daily.“Cecil wanted everyone to have a rose,” Potter said. More
than 600 people, including a contingent of Rogers High School
classmates, teachers and fellow Special Olympics athletes nearly filled
the large sanctuary. Kimmie disappeared from home Aug. 17. Her
body was found a week later in a blackberry patch eight blocks from her
Puyallup South Hill home. An 18-year-old neighbor was arrested in her
death.Potter came from Centralia to Puyallup with members of the
Lindsey Baum Search Center to help search for Kimmie and stayed on to
help the family with the funeral. The center is named for the
10-year-old McCleary girl who disappeared from her home in June 2009 and
hasn’t been found.Despite the grief and confusion spawned by her
tragic death, the Rev. Mark Edwards said the funeral service was not a
time to dwell on death but to honor a friend whose life overflowed with
love for everyone around her.“She lived a life of complete
unconditional love,” Edwards said. “Love for God, love for her dad and
her grandparents, love toward her friends and those she would meet for
the first time.”There was no shortage of friends who came forward to share stories of the teen’s special ways and her love.“Kimmie
was indeed exceptional,” said her next-door neighbor, Marshelle Rodin.
“She knew the true meaning of life. It wasn’t in winning but rather in
trying. It wasn’t what you have but what you achieved.”Her way with life made every day special, Rodin said. “She
made sure you knew you were important and that hugs can cure almost
everything that ails you,” she explained. “She held fast to the idea
that there is good in everyone.”Kimmie loved dogs, laughing and
playing hard, especially basketball. Sleep-overs with popcorn and soda
were special times. She was a member of the Rogers High School Special
Olympics basketball team. She was small – 4 feet 9 and less than 100
pounds – and fast. Joshua Wojtala, 21, joined members of the team in wearing the team jersey Wednesday.“I love her so much,” he said shyly. Holding
back tears, Asha Taft, 15, said she had known Kimmie as a friend since
kindergarten. Taft said she hated when fellow students made fun of her
friend.“So many people judged her before they knew her,” Taft
said. “She was the best friend anyone could have. I wish more people
could have gotten to know her. Your death affected all of Puyallup. …
The skies are darker without you.”Julie Smith, another classmate, said Kimmie was the kind of person you knew you could talk to in a tough time. “It’s going to be hard letting go of her,” Smith said, raising her arms and voice. “Kimmie, we all love you, girl.”Sarah Verhaaren, 16, remembered Kimmie’s smile and hugs. She read a poem she wrote for her friend that said, in part:“The moon was her smile, the stars her eyes. The warmth in her hugs made hearts sigh.Kimmie Daily captured our hearts and refuses to leave. We all love her so much, but from this pain there is no relief.”Rogers
counselor Mark Cooksley noted several educators from the Puyallup
School District were in the church and wanted to speak but were too
broken-hearted to come forward. He said Kimmie not only put a lot of
work into her schooling but also into being friendly to other students. “She
would stop to say hi to you because you were a friend and someone she
knew,” he said. “That was more important than getting to where she
wanted to go.”Edwards said the message he takes away from
Kimmie’s life is the love her family and friends poured into her simply
filled her up.“And what goes in leaks out,” the pastor said.Proof
of that message was in the nine-minute video of Kimmie’s life. Still
photos showed her from her birth to her junior prom and back again. Her smile never wavered.

Kimmie's alleged killer to avoid a possible death sentence

Pierce County Prosecutor Mark Lindquist said today he will not seek the death penalty for a young man accused of killing a developmentally disabled South Hill girl.
Tyler W. Savage, 18, is charged with aggravated first-degree murder in Kimberly “Kimmie” Daily’s death. Prosecutors allege Savage strangled the 16-year-old girl Aug. 17 during the course of or after raping her. They contend he lured her to a vacant lot then concealed her body after attacking her.
He’s pleaded not guilty and is being held without bail in the Pierce County Jail.
Aggravated first-degree murder is the state’s highest crime, punishable only by death or life in prison without the possibility of parole.
“Mr. Savage committed a horrible crime against a vulnerable victim, and we will be seeking a sentence of life in prison without the possibility of parole,” Lindquist said in an e-mail to The News Tribune. “The defendant’s age – he had just turned 18 at the time of the crime – and his lack of criminal history made him an unlikely candidate for the death penalty, which is generally reserved for the worst of the worst in Washington State.”
Savage is scheduled to go to trial in September.

OLYMPIA -- The father of a Puyallup girl raped and murdered in 2010 made an emotional plea to lawmakers Friday to expand Washington's Amber Alert system.

Cecil Daily, father of Kimmie Daily, said Kimmie's Law would save lives, even thought it wouldn't have saved his daughter.

Kimmie, 16, vanished in August of 2010. Cecil panicked because he knew Kimmie had the mind of a 10-year-old. Police considered Kimmie a runaway and wouldn't help until she had been missing for 24 hours.

"That first night me and my next door neighbor spent the whole night searching the whole neighborhood," he recalls.

Currently, Amber Alerts are only issued when someone under the age of 18 is known to have been abducted. Under Kimmie's Law, Amber Alerts would go out six hours after anyone with a health, mental or physical disability goes missing, no matter their age.

A week after her disappearance, Kimmie's body was found. She was killed within an hour of going missing. But Cecil wants to change the system for other families who care for the disabled.

"I think it would give them more of a comfort," said Cecil, "just knowing there's help out there."

Kimmie alleged killer, Tyler Savage, is scheduled to face trial in March. Savage could be sentenced to life in prison without the chance of parole if convicted.
