An investigation into a missing child abducted by a non-custodial parent has resulted in an arrest and safe recovery of the child. The fugitive, 26 year old Constance Horner, took off with 4 year old Alexys Horner, in ongoing violation of court orders beginning in November of 2008. The most recent court order was issued in January, 2010. The abduction resulted in Constance Horner being featured as one of Southwest Florida Crime Stopper's "Most Wanted."Horner had first taken the victim to Ohio, eventually leaving the state to avoid court orders there, despite the efforts of her attorney and a mediator. An arrest warrant was issued in January for Interference with Custody and Removing a Minor Contrary to a Court Order, both third degree felonies.The United States Marshals Florida Regional Fugitive Task Force, consisting of members of the Lee County Sheriff’s Office Fugitive Warrants Unit, United States Marshals Office and Florida Department of Law Enforcement initiated efforts to bring her to justice. Over the next 10 months, leads were developed that turned their attention to Colorado Springs, Colorado. The United States Marshals Office in Colorado was contacted and began researching those leads.On October 27, 2010 Deputy Marshals along with The Colorado Springs Police Department, The National Center for Missing and Exploited Children and the United States Marshals Service National Sex Offender Targeting Center teamed up and located Constance and Alexys Horner in an apartment complex. Constance Horner was arrested without incident. Alexys was taken into protective custody by the Colorado Springs Child Services to await her reunion with Peck Arthur, her father.Constance Horner will be returned to Lee County to face the charges pending an extradition hearing.
