HIALEAH, Fla. (WSVN) -- A mother and father are under arrest after police say
their 2-year-old was living in filth.According to police, the child was found at the
Rainbow Inn Motel near West Okeechobee Road in Hialeah, Saturday.Hialeah
Police said the 2-year-old was not alert and not breathing when police
found the child in room 19 of the motel, which was extremely unsanitary.
Investigators added that fecal matter was discovered throughout the
room, along with overflowing trash bags and a dead animal.According
to detectives, the child was malnourished and only weighed 15 pounds.
There was also feces embedded in the child's skin, and the child had
toenails that looked like they had never been cut.Paramedics
revived the 2-year-old at the scene and rushed the child to Miami
Children's Hospital, where the victim remains in critical condition.The
child's parents, Vincent Collins and Savannah Sholter, were arrested.
They each face one charge of child neglect and are held on $7,500 bond.

Ricardo Martinez, a former neighbor of the victim's parents, said the
couple seemed like good parents. "It's shocking," he said. "Sometimes, I
used to see them playing with a ball, playing around with the kids."According
to a resident of the motel, the 2-year-old victim was a boy, and when
police took the child away from the motel, it seemed as though he were
dead, because his cheeks were sunken in. The resident also said he
believes the child was living alone in the unit while his parents stayed
in another room a few doors down in unit 23. The owner of the motel
said Collins and Sholter recently rented out a second unit and always
refused maid service to the second room.Other motel residents are
shocked by the allegations. "Oh, boy. I didn't know anything about
that," said one resident, Clarence Williams. "That's not a parent. A
real parent wouldn't do that. That's not a parent."Police said the 2-year-old
has a younger sibling, who is now in the custody of the Department of Children and Families.
