POLICE will not say whether two people being quizzed over the death of a toddler overnight have any relationship to the child.
Authorities found the two-year-old girl's body in grassland off a track near Greenvale Reservoir, Greenvale, about 1.35am (AEDT), the Herald-Sun reports.
The discovery was made after a 24-year-old Meadow Heights man was arrested in Epping about two hours earlier.
The man and a 23-year-old Campbellfield woman are now assisting police with their inquiries.
Detective Sen-Sgt Dave Snare, from the Homicide Squad, would not comment on whether the child received any injuries or if there was a relationship between her and the two people being quizzed.
"The death of the young child is a tragedy and these are tragic circumstances," he said.
"We are trying to ascertain what the full circumstances were surrounding her death. At this stage I'm not going to say who was involved in this matter or who we have spoken to."
The discovery came after police found a burnt-out car in an industrial estate nearby at Campbellfield.
Sen-Sgt Snare said the charred wreckage, found about 10.30pm, helped lead police to the man and the woman.
The connection between car and the death is still being investigated.
"These are difficult circumstances for everybody involved," Sen-Sgt Snare said.
"A young child is just starting life out (and) hasn't had the opportunity to grow into an adult."
Police will appeal for information relating to "the movement of some people" once more is known, he said.
The area surrounding Greenvale Reservoir, off Somerton Rd, is in the early stages of being built into a housing estate.
A post-mortem will be conducted this afternoon.
No charges have been laid.

A MAN charged with killing his two-year-old daughter has been ordered to undergo psychiatric assessment.
Ramazan Acar, 24, faced the Melbourne Magistrates Court this morning over the murder of his daughter Yazmina D'Argent, who was found dead in grassland in Melbourne's north yesterday.
His case was adjourned until March 3 next year. He made no application for bail.
The court ordered the Meadow Heights man to be assessed by a psychiatric nurse before his next hearing.
In an out-of-sessions hearing last night, a court heard Mr Acar allegedly threatened to kill his daughter several times after he picked her up from his ex-partner.
Yazmina was allegedly driven across Melbourne by Mr Acar before being dumped in Greenvale.
Mr Acar was charged with the toddler's murder last night
Sen-Det Constable Scott Jones, of the homicide squad, told the out-of-sessions hearing Mr Acar arrived at his former partner's address in Hallam, in far southeast Melbourne, at 6.10pm on Wednesday and a short time later took Yazmina with him.
Police will allege Yazmina's mother made several calls to Mr Acar, who threatened to kill the girl as he drove across Melbourne to Campbellfield.
"Ultimately the accused has attended an address in the Campbellfield area where he removed the child from the car and a number of stab wounds resulted in the child's death," Sen-Det Jones told the hearing.
"Mr Acar has then allegedly driven from where he dumped his daughter to another address where he burns the car and flees the scene in a second car."
Sen-Det Jones told the hearing a post-mortem examination found that Yazmina died of multiple stab wounds.
During the short hearing at Melbourne Custody Centre last night, Mr Acar told the bail justice he did not have a medical condition and any injuries had been attended to.
Sources told the Herald Sun Mr Acar had allegedly been under surveillance at some point after Yazmina was taken from the house.
Homicide squad detectives were last night trying to solve the tragic riddle of what happened in the period after Yazmina was taken, which happened 55km from where her body was found.
They were led to grassland beside a fence near the Greenvale Reservoir at 1.35am where they made the awful discovery.
Mr Acar was arrested two hours later at Epping by heavily armed officers from the special operations group.
He remained in custody last night with a 23-year-old woman who had allegedly also been travelling in the car.
It is believed he was being tailed by police when the Toyota was set alight in Merri Concourse, Campbellfield, at 10.30pm on Wednesday.
Firefighters called to the scene were told someone might be inside the burning vehicle.
Police cordoned off the area and searched a section of grassland surrounding the charred vehicle, returning with an object in an evidence bag.
They would not confirm if it was a weapon.
Sen-Det Sgt David Snare, of the homicide squad, said it was a tragic set of events.
"It's difficult circumstances for everyone involved - a young child just starting life off and doesn't have the opportunity to grow into an adult, that is horrendous," he said.

THE family of Yazmina Acar has celebrated the birthday of their murdered daughter in a heart-wrenching tribute.
The body of Yazmina, who would have turned three on Tuesday, was found in grassland at Greenvale in Melbourne's north early on Thursday morning.
About 200 friends and family of the little girl gathered at Listerfield Lake Park to celebrate her life and release pink balloons in her memory.
Speaking for the first time, Yazmina’s grieving mother Rachelle D’Argent said she would never forget her daughter.
“She is still with us,’’ Ms D’argent said
“Her smile is still here with everyone.
“We are going to celebrate. It is not a sad day.
“She would have wanted us to be smiling and dancing because that is what she would have been doing.”
Ms D’argent said her daughter had “attitude.”
“But she was the most beautiful girl in the world,’’ she said.
“She was the most innocent soul.
“She is everything to me. She is everything.’’
Partygoers dressed in pink and the event also included a Dora the Explorer cake, Yazmina’s favourite.

An Australian man posted a message on Facebook which read "Bout 2 kill
ma kid" just before he stabbed his two-year-old daughter and left her to
die, a court was told today.
The shocking details of the murder of little Yazmina emerged in Melbourne Magistrates' Court in a police brief of evidence.

'Ramzy' Acar, 24, who today admitted to murdering his daughter, also

D'Argent said she phoned him a number of times pleading with him to bring her daughter home before calling police.

Narre Warren Police station, she called him and he said, "I've killed
her. She's just lying next to me in her leggings and her top covered in
blood".
Acar of Meadow Heights did not apply for bail and
magistrate Peter Reardon remanded him to reappear in the Supreme Court
later this month.
