Mother charged with 'worst case of child neglect' appears in court

For what police call the "worst case of child neglect" they'd
ever seen for three young children living in conditions even an animal
shouldn't endure, 21-year-old Chelsea Champey appeared in court in Bucks
County, PA today for a preliminary hearing on the charges. The location
of the court was not given, but whether this was to prevent gawkers is not known.
In February, Chelsea was not at home when police arrived to find her three
children, ages 1, 2 and 4, alone in a home filled with human feces,
including the crib in which her 1-year-old daughter was found.
Incredibly, they also found rotting food, open razor blades, an open
liquor bottle and a partial marijuana joint all within reach of her
4-year-old son who was walking freely through the home. The boy opened
the door when the police knocked which is when they discovered the
horrendous house of filth in which the children were living. Her
2-year-old daughter was discovered locked behind a bolted door on the
third floor, naked and covered in feces. The door actually showed
evidence of scratch marks made by the toddler trying to get out. How
anyone could knowingly leave children in such an environment and
consider it acceptable, not to mention leaving those same very young
children unattended, is something that any rational person, parent or
not, would have a problem with.
Despite police having discovered the children in this atrocious atmosphere,
their mother wasn't arrested until April at which time she was charged
with felony child endangerment. The children, meanwhile, are now in two
different foster homes after placement by the Bucks County Children and
Youth system. Because other family members were not mentioned in caring
for the children, the question of how this young mother may have been
raised herself comes to mind. Regardless, the children are far better
off now than they were, however sad it is that they are separated.
Chelsea is being held in Bucks County Jail on $75,000 bail.
