Police: 13-Year-Old Girl Missing, Child Abduction Warrant Issued

Police are looking for at 13-year-old girl that has gone missing.
Police say Nancy Ramirez was signed out of school last Thursday by a
20-year-old man, Leonardo Velasquez-Frias.Police say family has
not seen or heard from her since. A warrant is being issued for child
abduction for Velasquez-Frias. Tarboro Police say they are believed to
be in a 1997 Mercury Mystique, gold Sedan. If you see Nancy Ramirez or
Leonardo Velasquez-Frias call police immediately.

Lawmen are searching for a 13-year-old Tarboro girl who they think may have been abducted by a 20-year-old man.
The National Center for Missing and Exploited
Children says Nancy Ramirez was last seen Thursday. She was signed out
of Martin Middle School in Tarboro at 10 a.m. Thursday. Police tell
WITN News she was signed out of school by Leonardo Velasquez-Frias, a 20
year old who had been staying with the Ramirez family for about a month.
Frias, according to police, is originally from Halifax County.
Police say they have video of Frias signing Ramirez out of school Thursday.


The family says the ID of Ramirez's brother is missing, and that Frias may have used that ID at the school.
A felony warrant for abduction was issued for
Leonardo Velasquez-Frias on Friday. Officials say the two are in a gold
1997 Mercury Mystique with North Carolina license plates ZZK-9757.
Ramirez has a scar on her left eyebrow and on her nose.
Police say they did not issue an Amber Alert because
though Ramirez was technically abducted, she was not forcibly kidnapped.
Because it appears Ramirez went with Frias willingly, the incident
does not qualify for an Amber Alert.
Detectives think the two may still be in Eastern Carolina. Frias may be attempting to make money doing agricultural work.

Tarboro police said they are continuing to search for a Hispanic
teenager who went missing late last week after a 20-year-old man checked
her out of school.
According to the National Center for Missing and Exploited Children,
Nancy Acosta Ramirez, 13, was last seen on June 2. Tarboro police Lt.
Bill Braswell said in a telephone interview that around 10 a.m. that
day, Leonardo Velasquez-Frias, 20, allegedly signed Ramirez out of C.B.
Martin Middle School in Tarboro. Braswell said the suspect possibly used
an identification card belonging to her brother to sign her out of
school.
Braswell said Frias was residing with the Ramirez family in
Princeville, and that a felony warrant for abduction was issued for him
on June 3.
The National Center for Missing and Exploited Children said Ramirez is
5’1”, weighs 110 pounds and has black hair and brown eyes. Ramirez also
has pierced ears and a scar on her left eyebrow and on her nose.
Frias is described as being 5’7”, weighs 220 pounds and has black hair and brown eyes.
Braswell said Ramirez might have left school with Frias without
resistance. Frias and Ramirez reportedly are riding in a gold 1997
Mercury Mystique with state license plates ZZK-9757.
“We don’t know what the conversation was, but it did not look like a hostile or threatening situation,” Braswell said.
Edgecombe County Public Schools requires that parents provide contact
information stating who can pick up their child from school. When
someone comes to pick up a student, they must sign in and show
identification to ensure they are authorized to check the child out of
school.
Diane LeFiles, community relations director for Edgecombe County Public
Schools, said in a telephone interview that school officials at Martin
Middle followed the correct protocol for releasing Ramirez. She said she
recommends that parents update their children’s contact information
immediately if phone numbers or assigned adults change.
“If they are not on the list, the school would call the parent before
releasing the student,” LeFiles said. “We do make every effort to make
sure our students are going with individuals authorized by parents, and
that the parents are informed,” LeFiles said.

'Romantic link' believed to be between Nancy Ramirez and her abductor

TARBORO, N.C. - The search for a teenage girl that's been missing since June 2nd is still on tonight in Edgecombe County.
Tarboro police say 20-year-old Leonardo Velasquez-Frias used a false ID to sign 13-year-old Nancy Ramirez out of her middle school without her parents knowing it.
So we wanted to know, more about the sign out process and why this abduction wasn't considered an Amber Alert.
"We don't have any reason to believe they may have gotten too far," said Lt. Keith Hale with the Tarboro Police Department. "He went into the office and she left and went and got her personal belongings and they walked out the door together."
Velasquez-Frias posed as Ramirez's brother, using the brother's ID and signing his name in order to get past school security procedures.
Police say the two look alike.
"They're similarities and it could have been easily mistaken unless you really got an in-depth look," said Hale.
He says Ramirez wasn't abducted by force and because Velasquez-Frias does not have a violent history, this case does not quality for an Amber Alert.
Diane LeFiles with Edgecombe County Schools say if Ramirez had resisted, they would have noticed, “Well, certainly if a child objected to leaving with someone that would raise a flag for our school personnel and we would be on alert."
LeFiles says even if the person has an ID they still have to be on a list of people with permission to remove a child from school and if they're not, the parent is then notified.
"Well no system is full-proof. We do make every effort to ensure the safety of our students," said LeFiles.
As for the safety of 13-year-old Nancy Ramirez, Hale says a new detail in the case could ease their worries.
"We believe there's some type of romantic link between the two," said Hale.
It's not all fair in love and war as a warrant for Velasques-Frias arrest is still active.
The National Center for Missing and Exploited Children along with the SBI are now involved.

A "romantic link" between a 20 year old man and a 13 year old girl is STATUTORY RAPE.

Authorities have found a 13-year-old Princeville girl who had been missing since June 2.
Nancy Acosta Ramirez was found just before 11 p.m. Thursday along with
her alleged abductor Leonardo Velasquez-Frias, 20, in Columbia, S.C.
“There is no indication that she was harmed,” Tarboro Police Chief Jay Boykin said.
Boykin said Velasquez-Frias is being held by Columbia authorities on
fugitive from justice charges, based on a local warrant issued for him
for abduction of a child.
“He is still there, pending extradiction,” Boykin said. “There is still more investigation to be done.”
A Columbia Police Department spokesman said the local Department of
Social Services took Ramirez into protective custody until North
Carolina officials arrived to pick her up Friday. No details about the
circumstances surrounding how the two were found by Columbia police have
been released.
Velasquez-Frias allegedly signed Ramirez out of C.B. Martin Middle
School on June 2, police said, possibly using an identification card
