The sister of a man wanted in connection with the disappearance of his four children from their Forest Park home tells Channel 2 Action News that the youngsters' safety is not at risk – contrary to what police have been saying.

Francisco Madrigal, 36, is wanted by Forest Park police
in connection with the disappearance Monday of his four young children
from the apartment of their mother, his ex-girlfriend.
“The kids are not in danger. I promise that,” Elsa Madrigal said.
Her brother, Francisco Madrigal, 36, is identified in a Levi’s call
issued Tuesday as having taken his four children, ages 6 to 12 years
old, from his ex-girlfriend Miriam Rivera. They are the biological
parents of the children but never married, police said.
Police told Channel 2 that Elsa Madrigal may be traveling with her
brother and the children, but the TV station contacted the woman through
her cell phone, and she denied it.
She said she was in Georgia this weekend and had left with her
boyfriend to drive back to Texas, but she was now returning to this
state to meet with police.
In a news release issued Tuesday afternoon, Forest Park police said
that “recent domestic-related issues” between the children’s parents led
to what investigators described as a kidnapping.
Police identified the children as Geneicey Madrigal, 6; Michael Allen
Madrigal, 10; Francisco Benjamin Madrigal, 10, and Jose Javier Madrigal, 12.
The investigation began shortly after 8 p.m. Monday when the Forest
Park officers were dispatched to the 1400 block of Rock Cut Road in the
Sheraton House Apartments, police said. There, Rivera told officers that
her ex-boyfriend had taken her four children without her consent.
The suspect had been seen with the youngsters at the Willow Park
Apartments nearby and may be driving a brown Chevrolet Tahoe with an
unknown Indiana license plate, or a white Ford Explorer.
Family members told Channel 2 the father and children could be headed to Texas, Indiana, Tennessee or Detroit.
Francisco Madrigal was described as about 5 feet 4 inches tall,
weighing 130 pounds, with dark hair and tattoos: A scorpion on his right
hand, the name “Miriam” on his chest and a rose on his upper left arm.
“Francisco has exhibited some violent behavior in the past, therefore the children are considered to be in danger,” police said.
Anyone with information about the incident or the whereabouts of the

people to take a good look at billboards all over metro Atlanta
highways.
Worried family members awaited any word on four
children believed to have been kidnapped from an apartment complex in
Forest Park.
Six-year old Geneicy, 9-year old Michael, 10-year
old Francisco and 12-year old Jose Madrigal have all been missing since
Monday and authorities believe their father 36-year old Francisco
Madrigal took the children with him after an argument with their mother.
Madai Rivera, the children's aunt, tells FOX 5 that her sister
left the children with her while she worked. She says one of the boys
had been talking to his father and seemed upset.
A day later the four children were gone.
Authorities
believe Francisco Madrigal's sister Elsa may be with the children as
well and they are looking for two vehicles -- a white Ford Explorer or a
brown Chevy Tahoe.
"I just hope they bring the kids back safe,
they need to be with their mom. They're better off with their mom
instead of being out there on the street scared. I just hope they bring
them home," said neighbor Crystal Moyet.
Anyone who has any
information on the whereabouts of these children or the brown Chevy
Tahoe or white Ford Explorer with either a Georgia or Indiana license
plate is asked to contact the Forest Park Police Department at
404-608-2366, or call 911 immediately.

Father of four missing kids charged with kidnapping

A Forest Park man who allegedly abducted his four children from their mother's apartment has been formally charged with kidnapping, police confirmed Thursday.
The whereabouts of Francisco Madrigal, 36, and the children are still not known. He was last seen shortly after 8 p.m. Monday leaving his ex-girlfriend's Forest Park apartment with their three sons and daughter, ages 6 to 12. Miriam Rivera, the mother of the missing kids, said he took them without her consent.
Forest Park police spokesman Maj. Chris Matson said calls have come in from several states since the Levi's Call alert was issued Tuesday.
"It's a good possibility" Madrigal left the state, he said. "We're tracking down several leads. Unfortunately, many of those leads end up conflicting."
Elsa Madrigal, the suspect's sister, told reporters Tuesday her nephews and niece are in no danger but authorities disagree. Matson said Francisco Madrigal has exhibited "violent behavior" in the past, including one incident three years ago involving his sister's two small children -- the same sister who's defending him now, Matson said.
According to police, Madrigal threw a brick through his sister's front door, sending shards of glass onto the floor that cut the feet of her children, ages 2 and 1. He plead guilty to cruelty to children and disorderly conduct and was ordered to complete an anger management class, Matson said.
"Any time you're dealing with a domestic situation like this you have to assume the children are in danger," he said.
Madrigal, who also faces charges of interference with custody, has made contact with his ex-girlfriend since Monday, Matson said, but he did not disclose their whereabouts. Family members said he could be headed to Texas, Indiana, Tennessee or Michigan.

JMO, but I wouldn't have charged him with kidnapping until they found him. The most important thing is to get those kids home safe and I don't see how that helps. Facing a long time in jail now, he might do something stupid and he's lees likely to just return the children and turn himself in.

Park home -- showed up on her doorstep in Mexico.

“We’re very relieved that the children of course were returned safely
and reunited with their mother,” Forest Park police Lt. James Delk said
in a phone interview Wednesday evening with the AJC.
Their father, Delk said, “had made threats that he would harm the children, but luckily he did not follow through with him.”
Madrigal, 36, was identified in a Levi’s call issued Sept. 13 as
having taken his four children from his ex-girlfriend Miriam Rivera.
They are the biological parents of the children, police said.
