Josh Powell's two young sons Charles, 7, and Braden, 5, were murdered by "chops to the neck" as well as carbon monoxide poisoning proceeding an explosion, the Pierce County Medical Examiner said.
The blows were delivered with a hatchet or small ax, Pierce County Sheriff's deputy Ed Troyer said.
The medical examiner listed the cause of death for Josh Powell as suicide.
The home where Powell had been staying exploded about 12:30 p.m. Sunday, moments after Powell's children had arrived with a social worker for a supervised visit. The social worker was not injured.
Troyer said they uncovered two 5-gallon cans of gasoline in the home on Monday.
The discovery of the gas cans further cemented deputies' theory that Powell acted with intent in the murder of his children and his suicide. As an accelerant, Troyer said the gas was more than enough to "take care of the house."
Troyer added that they did not find any guns in the home, even though witnesses said they heard gunshots moments before the explosion.
"It sounded like a sonic boom and felt like an earthquake," said neighbor Dan Seelye of the explosion. Seelye said flames from the explosion were 30 or 40 feet high and that ash fell on neighbors' roofs.
Powell's attorney, Jeffrey Bassett, said Powell sent him an email moments before the explosion. It read simply, "I'm sorry, goodbye."
Troyer also said that Powell had sent a handful of emails to family members and his pastor immediately before the explosion.
The emails detailed some items that Powell wanted addressed, such as shutting off the utilities and other items; he did not release the emails to the media.
Troyer told CNN on Sunday the sheriff's department had copies of a short e-mail that had been sent to Powell's family and friends that said "he couldn't live with what was going on."
It appears all the emails were sent just prior to the explosion.
"Nobody would have had enough notice" to do anything, Troyer said. He added that they don't know how long Powell had planned the "double homicide intentionally inflicted on the boys."
Powell has long been a person of interest in the case of his wife Susan Cox Powell, who went missing in December 2009. West Valley City, Utah, Police Chief Buzz Nielsen told KSTU in Salt Lake City that Josh was on the verge of being charged in Susan's disappearance.
An attorney for Susan's family said the couples' two sons had recently begun to remember the night their mother disappeared. Stephen Downing said the children, Charles, 7, and Braden, 5, had started talking to their grandparents about things they had remembered from the night their mother vanished.
Downing said Charles told family members about the night his father said they went camping. He reportedly said Susan was in the trunk before his parents got out of the car and afterward, his mother "got lost."
West Valley City police said the investigation into Susan's disappearance is ongoing and a team of investigators is coming to Washington to meet with area authorities.
On Sunday, the social worker who brought Powell's sons for a custodial visit said Josh grabbed the kids and went into the house, locking her out. She tried pounding on the door to get in, but within a few seconds the house exploded. The house is located at 8119 189th St. Court East.
The social worker told authorities that she smelled gas.

I commend this sheriff for telling it like it is (especially after the Governor called it a 'tragedy':

Now if folks across the country would start looking at violent crimes this way....., instead of making excuses, rights of the criminals (they didn't care for the rights of their victims), being politically correct - all the dumb... words just escape me. Those boys should never, ever have been allowed in the presence of that man. And my heart just breaks for Susan's parents. Now that is a tragedy, losing their daughter and then the unfathomable murders of their dear grandsons through whose presence and being Susan still was with them.

The man who killed himself and his two young sons in a Washington house fire reportedly left a voicemail for relatives saying he couldn't live without the boys and did not want to continue on.
ABC News obtained what it says was a voicemail Josh Powell left for his family members. In the recording played Tuesday on "Good Morning America," Powell also says he's calling to say goodbye, and that he's sorry to everyone he's hurt.
Powell, the husband of missing Utah woman Susan Powell, died along with his children Sunday in Graham, Wash. An autopsy showed the children also suffered hatchet wounds to their necks.
Josh Powell was a person of interest in his wife's disappearance.
Authorities in Washington state said Monday evening that the Powell's sons suffered severe chopping injuries to their heads or necks as they died in a house fire set by their father Sunday.
Smoke inhalation was the primary cause of death for Josh Powell and his two young sons, the Pierce County Medical Examiner's Office said. But the boys also suffered "chop injuries" that contributed to their deaths.
A social worker brought the two boys to Josh Powell's home Sunday for what was to be a supervised visit, and Powell let his sons inside -- but then blocked the social worker from entering, authorities have said.
The social worker called her supervisors to report that she could smell gas. Moments later, the home burst into flames, igniting an inferno that neighbors said rattled their houses.
Investigators searched through the charred rubble of the home Monday and released new details about what they described as Powell's deliberation in killing himself and his children, who had been removed from his care -- a horrifying climax to a long, bizarre saga. They found the two 5-gallon gas cans inside.
"This was definitely a deliberate, planned-out event," Pierce County Sheriff's Detective Ed Troyer said.
Jeffrey Bassett, who represented Powell in the custody case, said he received an ominous email from his client just minutes before the fire.
"I'm sorry, goodbye," it read.
Authorities said Powell sent longer emails to some people, including his cousin and pastor, with instructions such as where to find his money and how to shut off his utilities. But none of the emails said anything about what happened to his wife.
The maternal grandparents of Josh Powell's two sons say the boys were playing happily Sunday and didn't want to visit their father.
Charles and Judy Cox tell KIRO-TV that the grandmother talked them into a supervised child custody visit with their father.
When the boys arrived at Powell's Washington state home, their father barred a social worker from entering and then lit the house on fire.
Charlie and Braden Powell shared a bedroom in the Cox's Puyallup home since last fall, when they were removed from their father's custody.
The Coxes are parents of Susan Powell, who has been missing since 2009. Josh Powell was a person of interest in her disappearance in Utah.
Investigators tried to fill in holes Monday in the case with an arson investigation at the home and autopsies on Josh Powell and his sons, said Troyer. Local detectives also are meeting with police from West Valley City, Utah, who have been looking for Susan Powell.
Steve Richards, assistant chief of Graham Fire and Rescue, said crews were assessing the remnants of the home to determine how the fire began and what types of accelerants might have been used. He said responders arrived on scene about three minutes after getting the call and found flames already through the roof.
"It was just devastation," he said.
Fire investigators were slowly moving around the home Monday morning, measuring areas both inside and out. All the bodies were found Sunday in one room in the middle of the home, Troyer said.
A candle light vigil was held Sunday night for the boys outside the 7-year-old's school in Puyallup.
The investigation will include a closer looks at Josh Powell's last movements and messages.
Chaplains have been working with the family of Susan Powell.
The Washington Department of Social and Health Services said the social worker who brought the boys to Josh Powell's home for what was to be a supervised visit is "suffering from grave emotional trauma as a result of the horrific event." The department will conduct a formal child fatality review.

The search area around Topaz Mountain, a popular spot for rock and gem hunters, was about 30 miles south of where Josh told police he went camping with his two children in the hours before his wife's disappearance -- his steadfast alibi.
On Sunday, the lawyer for Susan Powell's parents, Chuck and Judy Cox, told the AP the children had started talking to their grandparents about things they remembered from the night their mother vanished.
"They were beginning to verbalize more," said attorney Steve Downing, whose clients had custody of the children. "The oldest boy talked about that they went camping and that Mommy was in the trunk. Mom and Dad got out of the car and Mom disappeared."

Police have released a series of recordings from 911 calls made Sunday when authorities in Washington state say Josh Powell locked himself and his two young sons in his house and lit it on fire. "incestuous" sex. Pierce County Sheriff's Detective Ed Troyer said the
images collected by investigators were realistic computer-generated
depictions of incestuous parent-child relations. The images were
disconcerting enough that they prompted a psychologist to recommend last
week that Powell undergo an intensive psychosexual evaluation.
An
attorney for Powell's in-laws wasn't invited to see the materials
before a hearing last week. Lawyer Steve Downing said he might have
asked the court to change the terms of Powell's supervised visitation
with the boys if he had seen the images.
Josh
Powell had lost custody of the boys last fall, after his father, with
whom they lived at the time, was arrested in a child pornography and
voyeurism investigation.
On
Sunday, the social worker drove the boys from their maternal
grandparents' home to Josh Powell's house outside Puyallup, about 35
miles from Seattle.
Griffin-Hall said Charlie and Braden loved being with their father.
"One
of them said what he wanted to do was go home and live with his daddy,"
she told ABC, adding that the boys would "light up" during visits with
Josh Powell.
After
he got the boys inside and locked the door, Griffin-Hall called her
supervisor and then 911 to tell them what was going on. The 911
operator's handling of that call has been criticized, and an
investigation has been launched into the emergency response.

show deputies weren't dispatched until eight minutes after
Griffin-Hall's initial contact with authorities, though police say any
delay would not have stopped what ultimately happened to the boys.

Mourners from across Washington and Utah gathered at a Tacoma church Saturday to remember Braden, 5, and Charlie Powell, 7.
Early in the morning, people began arriving at Life Center Church's
sprawling brown-brick campus. There were police officers, bikers in
leather, teachers, neighbors and community members touched by the
tragedy of the boys' death.
Many waited a long time in line beneath umbrellas before the church
doors opened and two white hearses arrived carrying the boys' family
members and a single coffin with the bodies of the two brothers.
Across the street from the church, several people held a bouquet of
red balloons and signs that read, "Love ... Love," as an offering of
support and comfort. Since the boys' deaths last Sunday there was also a
candlelight vigil in Tacoma to mourn what has become not just a private
— but a public — loss.
Saturday morning, Dean Curry, senior pastor of the church, recognized that communitywide grief.
"This moment is about two beautiful boys," Curry said. The church
offered to host the service because the sanctuary was large enough to
accommodate the crowd.
"How we got here is a story well-known," he said. But the moment was about the children, he said.
A photo tribute showed the boys dressed in Halloween costumes and
being cuddled in the arms of their mother, Susan Cox Powell, as well as
with their maternal grandparents.
Braden and Charlie Powell died last Sunday after their father, Josh
Powell, pulled them into his Graham-area house during a supervised
visit, locked out the supervising social worker, apparently struck the
boys with a hatchet and set the house on fire.
Charlie's kindergarten teacher, Tammy Ougheon, from Utah, said
Charlie had a "keen intellect and an appreciation for nature I'd never
seen before," often bringing worms and caterpillars into class. He loved
to write and envisioned a book, even down to the marketing plan, she
said.
She read a statement from John Huson, Charlie's first-grade teacher
at Carson Elementary in Puyallup, who recalled how the boy loved
collecting sticks and rocks. Charlie was so interested in science he
could talk a long time on the subject and other students would listen.
Huson, in his statement, said that once after he praised Charlie for his
interest, a little girl piped up, "Mr. Huson, Charlie is a scientist."
A week before Charlie died, he told his teacher he was getting new
glasses. Charlie joked that it meant Huson would have a new boy in the
class.
YMCA instructor Kristie King said Braden could put together complex
puzzles, build things with Tinker Toys and loved anything in the color
orange. He was an affectionate child who loved to snuggle with his
grandparents or hold his teacher's hand, King said.
"It was obvious he loved his grandparents," King said. He'd wait by
the window with "that beautiful smile" and leap into their arms when
they came to pick him up, she said.
King said Braden grew up eating vegetables from his mother's garden,
enjoying her homemade pies and bread, taking outings to the zoo and
going to summer camp.
The boys' grandfather, Chuck Cox, told the crowd of more than 1,000
that "throughout this trial we felt the support of so many people around
the world. We want to express our sincere gratitude. It helps us know
there are good people in the world — good people who fight against
evil."
He said, "Everyone was doing everything they possibly could to keep
them safe; we thank you very much. We know they're with their mother."
Some of the people at the service wore blue and purple ribbons in
honor of the boys' mother, Susan Cox-Powell, who has been missing for
more than two years and is believed to be dead. Throughout the service,
Josh Powell was not mentioned.
He had been under police scrutiny since December 2009, when he told
investigators his wife, a stockbroker, disappeared from their West
Valley, Utah, home while he had taken the boys camping at midnight in
freezing temperatures.
Powell insisted he had nothing to do with his wife's disappearance,
saying he believed she had run off with another man. He and the boys
later moved to Puyallup, where his father and his wife's parents live.
Powell had been living with his father, Steven Powell, until last
year. During a search of the home in August, police found child
pornography and arrested Steven Powell on voyeurism and
child-pornography charges. He remains in Pierce County Jail.
A Pierce County judge granted temporary custody of the boys to their
maternal grandparents but allowed Josh Powell supervised visitation.
On Feb. 1, a judge denied Josh Powell's request for custody and ordered him to undergo a psychosexual evaluation.
The investigation into Susan Powell's disappearance continues. On
Friday, Pierce County sheriff's deputies disclosed in court documents
that a search turned up a bloodstained comforter in a Sumner storage
locker Josh Powell had rented.
Police say they believe that when Powell set fire to the house —
killing himself and his sons — it was an admission that he had also
killed his wife.
From the start, the case has drawn national attention, and the
funeral was just as much a public spectacle. Crews from all the major
television networks arrived early and jockeyed for position. Satellite
towers beamed signals from coast to coast. A number of motorcycle-club
members in black leather and chains lined the parking lot in case there
was an appearance by the Westboro Baptist Church, the anti-gay crusaders
who had planned to come from Kansas to picket at the funeral. Westboro
members did not show up.
At the conclusion of the funeral, Curry said the Cox and Powell
families had been drawn together by the tragedy. The families filed out
behind the single casket decked with flowers in yellow, white and
Braden's favorite — orange.

There will be no earthly judgement for the perpetrator. I will continue to look for updates on the case of their missing mother, Susan. Those will be located in the Missing or (hopefully) Found Adults.
You may have heard that a bloody comforter was located in storage unit that was rented by their "father". Tests on the source of the blood are being conducted and I will surmise that it is Susan's. JP visited that unit shortly before the day of the explosion. That piece of evidence, coupled with the "wet spot" that was being dried by fans in the living room of the family home during the "camping trip", can only lead to the conclusion that I had early on in this case.
Did the pervo father of JP have anything to do with it?
That's another question for another day.

A sheriff and his sergeant in Washington state have bought burial plots next to Josh Powell's boys in order to block family members from burying him next to them, according to a media report Wednesday.
"The bottom line is, Josh Powell will not be near those two boys," Pierce County Sheriff's Sgt. Ed Troyer said in an interview with a Seattle-area radio program called the Ron and Don Show.
Josh Powell's surviving relatives wanted him to buried at the same cemetery as the two sons he killed, the city manager in Puyallup said earlier Wednesday.
But that does not look like it is going to happen.
Troyer and Sheriff Paul Pastor used their personal money and funds from Crimestoppers Tacoma-Pierce County to buy plots that are on either side of the boys, according to a report on the radio station's website that was confirmed by Troyer on Twitter:

Crimestoppers is soliciting money on its website for the purchase of the plots.
"It's disgusting that a murder suspect would be buried next to his victims," Pastor said in a statement posted on Twitter.

"The bottom line is, Josh Powell will not be near those two boys," Pierce County Sheriff's Sgt. Ed Troyer said in an interview with a Seattle-area radio program called the Ron and Don Show.
Josh Powell's surviving relatives wanted him to buried at the same cemetery as the two sons he killed, the city manager in Puyallup said earlier Wednesday.
But that does not look like it is going to happen.
Troyer and Sheriff Paul Pastor used their personal money and funds from Crimestoppers Tacoma-Pierce County to buy plots that are on either side of the boys, according to a report on the radio station's website that was confirmed by Troyer on Twitter:

"It's disgusting that a murder suspect would be buried next to his victims," Pastor said in a statement posted on Twitter.

PUYALLUP, Wash. — New documents released Friday reveal much more
about Josh Powell, what he had on his computer, and shed light on the
disturbing and negative influences he was having on his young children.
They also reveal for the first time
Powell's own detailed description of the camping trip he said he took on
the night his wife, Susan, disappeared in December 2009.
The Department of Social and Health
Services in Washington released nearly 1,000 pages of documents of child
welfare records related to the Powell family. The records include court
documents, case notes, visitation reports, examinations and intake
referrals concerning young Charlie and Braden Powell.
The documents reveal details about 400
computer-generated sexual images found on Powell's computer that were
turned over to Washington child welfare officials during the custody
battle between Powell and his missing wife's parents, Chuck and Judy
Cox. Because of the way a Utah judge had released the images, only a
limited number of people were on an approved list to view them,
according to the records.
Many depicted well-known cartoon
characters such as the Simpsons, the Flintstones, Jungle Book, Superman,
Teenage Mutant Ninja Turtles, Rugrats, SpongeBob SquarePants and others
engaging in sexual activity, including incest, group sex, sodomy and
more.
"While drawings may not be illegal, per
se, they were very suggestive of a global approval of sex between and
adult and a minor," Dr. James Manley wrote.
The psychologist said the number of
images suggested Powell likely had a high degree of interest in such
activities and said Powell may not be "a stable and appropriate resource
for his children." He recommended Josh Powell undergo a psychosexual
evaluation to obtain more information about him.
The boys were killed Feb. 5 by their
father who struck the boys with a hatchet before dousing the inside of
his house with gasoline and igniting a fireball.
During his custody battle with his
in-laws, Josh Powell forbade any Mormon influence on his sons, details
strongly supported in the newly released documents. After the Coxes were
awarded temporary custody of Charlie and Braden, Josh Powell's
supervised visits with the children were scheduled for Wednesday
evenings and on Sundays during the time when the Coxes attended LDS
services.
Susan Powell's disappearance
During a psychological evaluation, conducted Dec. 9, 2011, Powell described his actions on the night his wife disappeared.
He said he decided to
go camping with the boys around midnight. He said he went to the Pony
Express Trail in the desert about 40 miles away from his West Valley
home and built a fire and let the fire smolder while the children
played. He also brought a small generator to power the electric heater
he brought along "to keep everybody warm," the documents state.
In a followup phone call between Powell
and Manley, the psychologist, Powell clarified that his wife was "OK
with it," referring to taking the boys camping. He said her biggest
concern was that the boys stay warm.
He said prior to leaving home, he "washed" the couch and placed a fan nearby to dry it.
"We made an agreement that I would wash the couch and she would shovel the walkway," he said.
Powell's claims of a midnight camping
trip in winter immediately placed him under suspicion, but no charges
were forthcoming in the disappearance of his wife.
Mormon comments
In February 2011, then 6-year-old Charlie
Powell told a group of students at Carson Elementary School that he did
not have a younger brother.
"The Mormons killed my brother and my mom," he told them, according to the welfare report.
In June, Charlie told a student who
wanted to sit next to him and be his friend that he was "going to come
to your house at night and kill you." He also said, "I hate Mormons."
Charlie was taken to a counselor's office
where he said his mom lives a mile away. But he said he couldn't see
her because her parents "are Mormon and they abuse her."
He also told the counselor that he
"wanted to kill the boy because he is Mormon and they kill people; they
are ordered to kill people and all scientists who believe in Jesus,"
according to welfare documents.
On Sept. 22, 2011, the children were
taken into protective state custody after Steven Powell, Josh Powell's
father, was arrested and charged with voyeurism and possession of child
pornography. Six days later, the Coxes were granted temporary custody of
the children.
Child welfare officials noted at that
time from police reports that pornography was found lying openly in
Steven Powell's room, another relative "runs around the home nude and in
a diaper" and has greeted police at the door naked.
In a November report, a welfare worker noted that "Josh and his siblings appear to be circling the wagons around his father."
During continual visits by social workers
after the boys were removed from Josh Powell's house, they noted in
their reports negative comments by the boys against religion and
particularly members of The Church of Jesus Christ of Latter-day Saints.
"Do you know what I hate? I hate Jesus.
He is made up and fake," Charlie Powell, the older boy, said at one
point. The boys explained to the social worker that these were
sentiments shared by their father.
The next day, Charlie told the social
worker that the "Mormons are trying to steal me" and that they moved to
Washington from Utah because a Mormon in Utah was trying to take him to
the desert.
In another visit
while at the Cox home, the Coxes noted that Charlie was making comments
like, "some police are bad" and "my daddy is a little bad."
During the first supervised visit at Josh
Powell's rented residence in October, Charlie asked his father if "he
was going to get lost too," according to the child welfare report. When
Braden asked Josh if he lived with his mom, Powell told him that house
was in Colorado.
During another visitation at the Cox
home, Charlie told a social worker that the Coxes were abusing him and
had "abused my dad." The social worker noted it was clear that Charlie
was saying things his father had told him. Charlie also indicated that
his father was being abused by comments Chuck Cox made about him in the
media, and by abusing his father, he was also being abused, according to
the report.
During another hearing, the boy told the social worker that his missing mother, Susan Cox Powell , was "hiding from everyone so that his grandparents don't abuse her."
In one report, the social worker noted
that Chuck Cox was having trouble getting the boys to bed because "they
like to sleep without any PJs or underwear on" and that they "insist
their dad lets them sleep without any clothes and walk around their
house without clothes and they want to go by their dad's rules."
The Coxes also noted that the boys were making sexualized comments.
On Feb. 1, four days before he killed
himself and his two boys, Josh Powell was ordered by a judge to undergo a
psychosexual examination and submit to a lie detector test. The judge
also ruled that the Coxes would continue to have custody of the boys
until at least July.
Documents released Friday indicate that
those involved with Powell's case considered hiring a Vancouver
psychologist to conduct the psychosexual exam until they learned the
doctor was an active member of the LDS Church.
Josh Powell "will not allow us to use a provider at all affiliated with the Mormon religion," a report states.
When Josh and Susan Powell were first
married in an LDS temple, both were active in the church, former
neighbors said. But once the couple moved from Washington to Utah, Josh
Powell stopped attending church.
His lack of involvement in the church was
a point of contention in their marriage. One friend and neighbor told
the Deseret News that Susan Powell had threatened to divorce him and
take the children if he didn't become active in the church by the end of
2009 and obtain a temple recommend by their anniversary the next
spring.
On Sept. 23, 2011, the day after Steven
Powell was arrested, Josh Powell asked to file a dependency action
regarding his boys, calling their maternal grandparents "the most
dangerous people on the planet to my sons."
Just days before
Powell's Feb. 1 court appearance, his brother Michael Powell launched a
website criticizing the Coxes, police and child protective service
workers. Yet despite the bad blood between Josh Powell and the Cox
family, Josh Powell told a social worker he was making efforts to mend
fences with his in-laws.
Josh Powell wrote in a Feb. 2 email that
he'd told his family to shut down the website. "I re-emphasized to them
that I am working hard to build bridges with the Coxes for my sons' sake
and they should help me do that," Powell wrote.
Final home visit
Just two days before the boys were
killed, a social worker visited the children at the Cox home in
Puyallup, Wash., and described how excited the boys were to show off
their new bedroom. Construction on an addition to the home had just been
completed.
"They both ran up the stairs and into
the new room which had only their beds set up at the moment with their
toy box and dressers still in the adjacent room," a social worker
reported. "The boys ran around their room very excitedly talking about
how they have fancy lights and lots of room to play in. Charlie and
Braden showed this worker toys/items they had received for their
birthday presents last month. Charlie and Braden fought over a couple
of the toys, typical behavior for siblings and their age.
"The boys stated they were happy living
there and felt good with the Cox family. Neither boy mentioned
returning home to dad at this visit. However, Braden did ask this
worker to take him to see his dad."
In the same report, a social worker said
the Cox family expressed concern that Josh Powell "didn't seem to make
the most" of his supervised visitation with his two boys. The Coxes said
that information came from Powell's pastor, Timothy Atkins, who until
recently had been allowing Josh Powell to have some supervised visits
with the children at his home.
"They stated (the) Atkins had said Josh
doesn't seem to interact with them as much as he would have expected
and let them play with the Atkins' kids more than anything," a report
states. Earlier reports from the Atkins family, however, indicate they
felt Josh was engaged with his children during visits at their house.
Atkins had just days earlier told social
workers his family no longer wanted to help with supervised visits. "As
more information has been made available to us through this process,
we have realized how much we did not know and have still to learn about
the status of the Susan Powell case and its relationship with the
custody case for Josh Powell," Atkins said in an email dated Feb. 2.
Other reports indicated that Josh Powell no longer wanted to have visits at Atkins' home.
Imminent arrest?
Following the Feb. 1 court hearing, Chuck
and Judy Cox "expressed concern" that another review hearing wouldn't
be held until July "because it was another six months of Josh being able
to interfere with things and attempt to cause trouble in their home."
But the Coxes
expressed hope that Josh Powell would be arrested before then in
connection with their daughter's disappearance. The Coxes said Utah
investigators had told them "arrests would be made as early as March and
probably before July," a report states.
On Feb. 5, the day of the fire, reports
indicate that Chuck Cox called a social worker to see if he could
confirm that the bodies inside the house were really his grandsons and
son-in-law. The worker confirmed that it appeared to be true.
"Mr. Cox stated that the state and visit
supervisor did everything they could do within the law but the law is
not set up to deal with people like Josh," the social worker wrote.
Chuck Cox also said that both boys that
morning had indicated they didn't want to go see their father, adding
that it was the first time Charlie had ever said anything like that.
The next day, one of the boys' counselors
said "she was so regretful about this tragic incident as both boys
seemed to be doing so much better now (with their grandparents)." She
planned to conduct a final counseling session with the Cox family.
'Mommy's house'
In early November, when the boys visited
Josh Powell's new home in Graham, Wash., for the first time, they walked
around with their dad, who had placed throughout the home photos of
their mother, photos from the couple's wedding and photos of them with
the boys as babies. An accompanying social worker said the boys and Josh
Powell kept referring to it as being "just like Mommy's house."
The social worker noted the home seemed
very "staged," as if for his approval. Police later confirmed they
believe Josh Powell did not live in that home and had staged it for
visitation purposes.
A month later, the kids were with a
social worker and their father at a McDonald's restaurant. Braden asked
when they'd be moving back to "Mommy's house" and Josh Powell said that
would never happen, a report states. Then he responded again, "Well,
maybe not for a very long time."
It wasn't until January that counselors
working with the boys noted they were starting to get along and making
reference to their mother. Charlie said, "I miss my mom," but added that
she was lost and wouldn't be found "until we go camping again."
In November, a counselor reported that
the boys "shut down" whenever their mother was brought up, likely
because "no one has addressed mom being gone in a healthy way."
Other new details from the documents include:
• From Sept. 23, 2011: Josh Powell told a
child protective services worker that he takes pictures of other
peoples' legs in public places, "but is careful that they are not too
close or show any faces," a report states. "He stated that he is only
an amateur but he likes to take pictures of legs when he sees something
that is nice."
• In the same report,
an investigative social worker asked Josh Powell if anything else
would come to light that he was aware of once all the evidence taken
from his father's home during a search warrant was analyzed. "Joshua
Powell stated that he had copied one of his father's thumb drives onto
his own computer but stated he was not particularly worried about it as
it was only information related to Susan's disappearance."
• From Nov. 10, 2011: In an email
correspondence, a supervisor mentioned to another social worker to tell
Josh Powell and his attorney that the boys would be going home with him
at the latest on Jan. 19, 2012, but "more than likely sooner." He said
the only thing standing in the way of it happening would be West Valley
police "doing something or giving us more that relates to the boys'
safety."
• From Nov. 11, 2011: A counselor said
Charlie has been "programmed to hate" the Cox family, and that "he has
been completely brainwashed" about Mormons and other things.
• From Nov. 17, 2011: Josh Powell wrote a
detailed "child safety plan" to satisfy one of the qualifications of
getting his children back full-time. It mentions how he will handle his
and the boys' relationships with his father, Steven Powell, who was in
jail. It was because of safety reasons involved with an investigation
regarding Steven Powell that the boys were removed from the home.
• From Nov. 29, 2011: Authorities in
Washington received an email from West Valley police detective Ellis
Maxwell saying that a Utah judge had released several images (five to
six) that were found on Josh Powell's computer during a 2009 search of
his Utah home. The images, he said, depicted computer generated (avatar)
images of "incestual caricature, or morphed child pornography."
• From Nov. 29, 2011: It was mentioned in
messages between various social workers that Braden had told his father
(out of the blue) that "they found Mommy's body in the desert."
In the same correspondence, Chuck Cox
told social workers that Charlie was talking on the phone to a friend in
Utah and had said they would only be coming back to Utah "if Mommy came
back," but said that "Mommy might be dead."
• Around the same time, Josh Powell's
attorney mentioned that his client would consent to a polygraph test
regarding the pornographic images found on his computer in 2009. The
images were not discovered in a 2011 raid on Steven Powell's home, where
two of Josh Powell's computers were also seized.
• From Dec. 1, 2011: Chuck Cox said he
believes Utah law enforcement are planning to arrest Josh Powell soon,
but said police have plenty of time to work on the case now that the
boys are out of his custody.
• From Dec. 3, 2011: A
social worker took the kids to McDonald's to wait for their dad, who
was in a counseling session. Many people at the restaurant started
talking about the boys as "the kids with the missing Utah mom." Some
even addressed Charlie, saying, "Hi Charlie."
• From Dec. 9, 2011: A counselor asked
Charlie to talk about a picture he had drawn of children playing in a
circle. There was a big "X" drawn over it. Charlie said he doesn't have
any friends or want any friends and he likes to "do stuff alone when he
is at school." He said kids at school don't like him or can't be friends
with him because of the situation at home and things going on with his
mom.
• Sometime between Dec. 29, 2011, and
Jan. 5, 2012: While staying at the Cox home, the boys shoved mud into an
electrical socket. Several outlets were covered before the Coxes
realized what was happening and when Josh Powell found out about it, he
was very upset. He sent an email to the department saying the kids
shouldn't be in the Cox home. He said that as their father, he would
have noticed them doing something so dangerous.
• From Feb. 3, 2012: Chuck Cox said
Braden had recently told his great aunt that he wanted to live with the
Coxes "and all the people he sees there."

The next day, Charlie told the social
worker that the "Mormons are trying to steal me" and that they moved to
Washington from Utah because a Mormon in Utah was trying to take him to
the desert.
In another visit
while at the Cox home, the Coxes noted that Charlie was making comments
like, "some police are bad" and "my daddy is a little bad."
During the first supervised visit at Josh
Powell's rented residence in October, Charlie asked his father if "he
was going to get lost too," according to the child welfare report. When
Braden asked Josh if he lived with his mom, Powell told him that house
was in Colorado.
During another visitation at the Cox
home, Charlie told a social worker that the Coxes were abusing him and
had "abused my dad." The social worker noted it was clear that Charlie
was saying things his father had told him. Charlie also indicated that
his father was being abused by comments Chuck Cox made about him in the
media, and by abusing his father, he was also being abused, according to
the report.
During another hearing, the boy told the social worker that his missing mother, Susan Cox Powell , was "hiding from everyone so that his grandparents don't abuse her."
In one report, the social worker noted
that Chuck Cox was having trouble getting the boys to bed because "they
like to sleep without any PJs or underwear on" and that they "insist
their dad lets them sleep without any clothes and walk around their
house without clothes and they want to go by their dad's rules."
The Coxes also noted that the boys were making sexualized comments.
On Feb. 1, four days before he killed
himself and his two boys, Josh Powell was ordered by a judge to undergo a
psychosexual examination and submit to a lie detector test. The judge
also ruled that the Coxes would continue to have custody of the boys
until at least July.
Documents released Friday indicate that
those involved with Powell's case considered hiring a Vancouver
psychologist to conduct the psychosexual exam until they learned the
doctor was an active member of the LDS Church.
Josh Powell "will not allow us to use a provider at all affiliated with the Mormon religion," a report states.
When Josh and Susan Powell were first
married in an LDS temple, both were active in the church, former
neighbors said. But once the couple moved from Washington to Utah, Josh
Powell stopped attending church.
His lack of involvement in the church was
a point of contention in their marriage. One friend and neighbor told
the Deseret News that Susan Powell had threatened to divorce him and
take the children if he didn't become active in the church by the end of
2009 and obtain a temple recommend by their anniversary the next
spring.
On Sept. 23, 2011, the day after Steven
Powell was arrested, Josh Powell asked to file a dependency action
regarding his boys, calling their maternal grandparents "the most
dangerous people on the planet to my sons."
Just days before
Powell's Feb. 1 court appearance, his brother Michael Powell launched a
website criticizing the Coxes, police and child protective service
workers. Yet despite the bad blood between Josh Powell and the Cox
family, Josh Powell told a social worker he was making efforts to mend
fences with his in-laws.
Josh Powell wrote in a Feb. 2 email that
he'd told his family to shut down the website. "I re-emphasized to them
that I am working hard to build bridges with the Coxes for my sons' sake
and they should help me do that," Powell wrote.
Final home visit
Just two days before the boys were
killed, a social worker visited the children at the Cox home in
Puyallup, Wash., and described how excited the boys were to show off
their new bedroom. Construction on an addition to the home had just been
completed.
"They both ran up the stairs and into
the new room which had only their beds set up at the moment with their
toy box and dressers still in the adjacent room," a social worker
reported. "The boys ran around their room very excitedly talking about
how they have fancy lights and lots of room to play in. Charlie and
Braden showed this worker toys/items they had received for their
birthday presents last month. Charlie and Braden fought over a couple
of the toys, typical behavior for siblings and their age.
"The boys stated they were happy living
there and felt good with the Cox family. Neither boy mentioned
returning home to dad at this visit. However, Braden did ask this
worker to take him to see his dad."
In the same report, a social worker said
the Cox family expressed concern that Josh Powell "didn't seem to make
the most" of his supervised visitation with his two boys. The Coxes said
that information came from Powell's pastor, Timothy Atkins, who until
recently had been allowing Josh Powell to have some supervised visits
with the children at his home.
"They stated (the) Atkins had said Josh
doesn't seem to interact with them as much as he would have expected
and let them play with the Atkins' kids more than anything," a report
states. Earlier reports from the Atkins family, however, indicate they
felt Josh was engaged with his children during visits at their house.
Atkins had just days earlier told social
workers his family no longer wanted to help with supervised visits. "As
more information has been made available to us through this process,
we have realized how much we did not know and have still to learn about
the status of the Susan Powell case and its relationship with the
custody case for Josh Powell," Atkins said in an email dated Feb. 2.
Other reports indicated that Josh Powell no longer wanted to have visits at Atkins' home.
Imminent arrest?
Following the Feb. 1 court hearing, Chuck
and Judy Cox "expressed concern" that another review hearing wouldn't
be held until July "because it was another six months of Josh being able
to interfere with things and attempt to cause trouble in their home."
But the Coxes
expressed hope that Josh Powell would be arrested before then in
connection with their daughter's disappearance. The Coxes said Utah
investigators had told them "arrests would be made as early as March and
probably before July," a report states.
On Feb. 5, the day of the fire, reports
indicate that Chuck Cox called a social worker to see if he could
confirm that the bodies inside the house were really his grandsons and
son-in-law. The worker confirmed that it appeared to be true.
"Mr. Cox stated that the state and visit
supervisor did everything they could do within the law but the law is
not set up to deal with people like Josh," the social worker wrote.
Chuck Cox also said that both boys that
morning had indicated they didn't want to go see their father, adding
that it was the first time Charlie had ever said anything like that.
The next day, one of the boys' counselors
said "she was so regretful about this tragic incident as both boys
seemed to be doing so much better now (with their grandparents)." She
planned to conduct a final counseling session with the Cox family.
'Mommy's house'
In early November, when the boys visited
Josh Powell's new home in Graham, Wash., for the first time, they walked
around with their dad, who had placed throughout the home photos of
their mother, photos from the couple's wedding and photos of them with
the boys as babies. An accompanying social worker said the boys and Josh
Powell kept referring to it as being "just like Mommy's house."
The social worker noted the home seemed
very "staged," as if for his approval. Police later confirmed they
believe Josh Powell did not live in that home and had staged it for
visitation purposes.
A month later, the kids were with a
social worker and their father at a McDonald's restaurant. Braden asked
when they'd be moving back to "Mommy's house" and Josh Powell said that
would never happen, a report states. Then he responded again, "Well,
maybe not for a very long time."
It wasn't until January that counselors
working with the boys noted they were starting to get along and making
reference to their mother. Charlie said, "I miss my mom," but added that
she was lost and wouldn't be found "until we go camping again."
In November, a counselor reported that
the boys "shut down" whenever their mother was brought up, likely
because "no one has addressed mom being gone in a healthy way."
Other new details from the documents include:
• From Sept. 23, 2011: Josh Powell told a
child protective services worker that he takes pictures of other
peoples' legs in public places, "but is careful that they are not too
close or show any faces," a report states. "He stated that he is only
an amateur but he likes to take pictures of legs when he sees something
that is nice."
• In the same report,
an investigative social worker asked Josh Powell if anything else
would come to light that he was aware of once all the evidence taken
from his father's home during a search warrant was analyzed. "Joshua
Powell stated that he had copied one of his father's thumb drives onto
his own computer but stated he was not particularly worried about it as
it was only information related to Susan's disappearance."
• From Nov. 10, 2011: In an email
correspondence, a supervisor mentioned to another social worker to tell
Josh Powell and his attorney that the boys would be going home with him
at the latest on Jan. 19, 2012, but "more than likely sooner." He said
the only thing standing in the way of it happening would be West Valley
police "doing something or giving us more that relates to the boys'
safety."
• From Nov. 11, 2011: A counselor said
Charlie has been "programmed to hate" the Cox family, and that "he has
been completely brainwashed" about Mormons and other things.
• From Nov. 17, 2011: Josh Powell wrote a
detailed "child safety plan" to satisfy one of the qualifications of
getting his children back full-time. It mentions how he will handle his
and the boys' relationships with his father, Steven Powell, who was in
jail. It was because of safety reasons involved with an investigation
regarding Steven Powell that the boys were removed from the home.
• From Nov. 29, 2011: Authorities in
Washington received an email from West Valley police detective Ellis
Maxwell saying that a Utah judge had released several images (five to
six) that were found on Josh Powell's computer during a 2009 search of
his Utah home. The images, he said, depicted computer generated (avatar)
images of "incestual caricature, or morphed child pornography."
• From Nov. 29, 2011: It was mentioned in
messages between various social workers that Braden had told his father
(out of the blue) that "they found Mommy's body in the desert."
In the same correspondence, Chuck Cox
told social workers that Charlie was talking on the phone to a friend in
Utah and had said they would only be coming back to Utah "if Mommy came
back," but said that "Mommy might be dead."
• Around the same time, Josh Powell's
attorney mentioned that his client would consent to a polygraph test
regarding the pornographic images found on his computer in 2009. The
images were not discovered in a 2011 raid on Steven Powell's home, where
two of Josh Powell's computers were also seized.
• From Dec. 1, 2011: Chuck Cox said he
believes Utah law enforcement are planning to arrest Josh Powell soon,
but said police have plenty of time to work on the case now that the
boys are out of his custody.
• From Dec. 3, 2011: A
social worker took the kids to McDonald's to wait for their dad, who
was in a counseling session. Many people at the restaurant started
talking about the boys as "the kids with the missing Utah mom." Some
even addressed Charlie, saying, "Hi Charlie."
• From Dec. 9, 2011: A counselor asked
Charlie to talk about a picture he had drawn of children playing in a
circle. There was a big "X" drawn over it. Charlie said he doesn't have
any friends or want any friends and he likes to "do stuff alone when he
is at school." He said kids at school don't like him or can't be friends
with him because of the situation at home and things going on with his
mom.
• Sometime between Dec. 29, 2011, and
Jan. 5, 2012: While staying at the Cox home, the boys shoved mud into an
electrical socket. Several outlets were covered before the Coxes
realized what was happening and when Josh Powell found out about it, he
was very upset. He sent an email to the department saying the kids
shouldn't be in the Cox home. He said that as their father, he would
have noticed them doing something so dangerous.
• From Feb. 3, 2012: Chuck Cox said
Braden had recently told his great aunt that he wanted to live with the
Coxes "and all the people he sees there."

Washington authorities over the child custody case that led to the
murder-suicide involving her children.
"Right now, we need to figure out exactly where the blame lays," Chuck Cox told FOX 13.
Cox cautioned that talk of a lawsuit is premature and there were no immediate plans for any litigation.
"There's a lot of questions about how they could have allowed visitation, knowing what they knew about Josh," he said.
Cox said Monday that he believed Washington state child welfare workers
pushed reunification between Josh Powell and the children, despite red
flags revealed in documents made public last week by Washington's
Department of Social and Health Services. (See related stories) For his part, Cox said he could not bring himself to read the documents because it would be too upsetting.

gave Washington authorities hundreds of pornographic images found on his
computer in 2009, as they investigated the disappearance of Susan Cox
Powell. A judge ordered Powell to undergo a polygraph and psycho-sexual
evaluation. That hearing is believed to have sparked the murder-suicide
that killed Charlie, Braden and Josh Powell.
Cox told FOX 13
that West Valley City police have kept him updated on their ongoing
investigation into Susan's disappearance. He said they were testing a
blood-stained comforter found in a storage unit rented by Josh Powell.
Police also recovered some documents he dumped at a recycling center
just before killing his children.
But it may not help them
solve the mystery of Susan's disappearance. Cox told FOX 13 he believes
that Josh Powell's father, Steven, knows where Susan is. But Steven
Powell, who is jailed on voyeurism and child pornography-related
charges, has already told police he is not cooperating.
"They,
like us, know that Josh was the person who did something, took her away
or killed her or whatever he did. Did he have helpers? Where could she
be? Where could he have dumped her?" Cox said of West Valley City
police. "They have to decide where to go from here."

The memory of Charlie and Braden Powell is being carried on by a
group of detectives who found a sweet picture that made them smile
following the deaths of the two boys.
Charlie, 7, and Braden, 5, were murdered on Feb. 5, 2012 by their father,
Josh Powell, in a home explosion that killed all three.
Powell, the only person of interest in the disappearance of his wife,
Susan, had lost custody of the two boys. He killed them when they
arrived at his home for what was supposed to be a supervised visit.
While cleaning out Powell’s storage unit, detectives unraveled a
white piece of paper and saw a picture of a dinosaur. Above it, in red
marker, it said “Charlie.”
“Having gone through that investigation, and having been very
affected by it, a small group of us decided to get together,” Lynette
Anderson, a Pierce County, Wash., detective, told ABC News’ Seattle affiliate KOMO-TV.
Charlie’s Dinosaur, a non-profit to help foster children, was hatched.
The group takes donations of toiletries, books, toys and other
items, fills backpacks and distributes them to foster children. They’re
also hoping to provide school supplies to disadvantaged or at-risk
children.
“Our goal is to provide a backpack of personal items for these
children to help them gain a sense of comfort and security in owning
their own clothing and hygiene supplies,” said the group on the
Charlie’s Dinosaur Facebook page.
Anderson said the group has a goal of distributing a hundred backpacks each month.
Police had called Josh Powell a person of interest in the
disappearance of his wife, who he claimed went missing from their Utah
home after he and his then 2- and 4-year-old sons went on a midnight
camping trip in December 2009.
He was never arrested or charged, but he lost custody of his sons
after his father, Steven Powell, was arrested in September and charged
with 14 counts of voyeurism and one count of child pornography. The
pornographic images were kept in the home the two men shared with Josh
and Susan Powell’s boys.
