A 40-year-old Tampa man is accused of whipping his 5-year-old
son with a belt and also told police he has punished the boy by making
him kneel on rice and by putting his hand on the stove.
Carlos
Arroyo, of 4119 Poplar Drive, was arrested Saturday night on a charge of
felony child abuse and remains in the Hillsborough County Jail.
When
police arrived at Arroyo's home, his son had welts on his legs and a
bruise on his back, where his father had hit him with an open hand,
according to an arrest report.
During an interview, Arroyo told
officers he also punishes the boy by forcing him to kneel on rice for
five minutes at a time and has put the child's hand on the stove,
burining his fingers.
The child told officers he was afraid for his safety and afraid of his father, according to the arrest report.
