Quinn signs law inspired by Caylee Anthony case

SPRINGFIELD — Gov. Pat Quinn has signed legislation inspired by a Florida jury’s acquittal last year of Casey Anthony.
The measure, which goes into effect Jan. 1, would make failure to report the disappearance of a child younger than 13 within 24 hours a Class 4 felony.
In the case of Anthony, she waited a month to notify authorities that her 2-year-old daughter, Caylee, was dead. Her acquittal in July drew howls of protest.
State Rep. Jack Franks, D-Marengo, sponsored the proposal.
“The tragic events surrounding 2-year old Caylee Anthony’s death captivated the nation and pointed out a gaping hole in our child negligence statutes. This legislation will bring justice to those most vulnerable and accountability to parents and guardians that neglect to report their child missing.”
The proposal drew some criticism from lawmakers when it was being debated in the spring. Senators argued there are already laws in place that would apply to situations similar to the case, which was covered extensively by television crime analysts like Nancy Grace.
The high-profile case triggered a number of states to begin investigating ways to legally punish parents who fail to report a missing child within a reasonable amount of time.
“I believe this law will serve as a model for the rest of the nation,” Franks said.
The legislation is Senate Bill 2537.
