DCFS joins investigation into Colfax boy's death
By Edith Brady-Lunny | eblunny@pantagraph.com

NORMAL — The Department of Children and Family Services is investigating possible abuse and neglect in the death of a 3-year-old Colfax boy.

A spokesman for the state agency said Thursday that it is working with local authorities in the investigation surrounding the fatal injuries suffered by Robert “Robbie” Cramer. The child was pronounced dead at 5:30 a.m. Tuesday at Advocate BroMenn Regional Medical Center, about an hour after rescue teams were called to a home in the 200 block of Cambridge Drive in Normal.

A Colfax man is in custody on preliminary charges of child endangerment and aggravated domestic battery charges related to the death, but the case remains under review by the McLean County state’s attorney’s office and no formal charges have been filed. The Pantagraph does not name suspects until formal charges are filed.

Normal police Chief Rick Bleichner said investigators were still conducting interviews Thursday and reviewing evidence in the case.

The child had been staying with a caregiver at the time of the call for help, said Normal Police Chief Rick Bleichner. Authorities have not released the relationship between the suspect and the victim’s family.

McLean County Coroner Beth Kimmerling said autopsy results showed the child died as a result of blunt force trauma “that came as the result of another individual’s actions.”

No formal charges filed as yet but I'm sure there will be soon. This kind of thing even happens here in my home town. Unfortunately we don't have the death penalty anymore. William

Boy with multiple blunt force injuries dies; man in custody
By Roger Miller | rmiller@pantagraph.com

NORMAL — A 3-year-old boy who suffered multiple blunt force injuries died Tuesday morning, and one man was in custody in the case Wednesday while authorities continued to investigate.

Robert “Robbie” W. Cramer was pronounced dead at 5:30 a.m. Tuesday at the Advocate BroMenn Medical Center emergency room, Normal, according to McLean County Coroner Beth Kimmerling. Emergency dispatchers received a call at 4:50 a.m. about a child having a seizure at a residence in the 200 block of Cambridge Drive, Normal.

A man is in custody in connection with the case, but no formal charges have been filed, Normal Police Chief Rick Bleichner said.

“We are treating this as a suspicious death,” the chief said, noting the investigation is continuing.

Normal police said the boy was staying at the Cambridge address at the time of the incident, though he lived in Colfax.

Robbie is the son of Jacob M. Cramer and Danielle L. Fischer, both of Colfax.

An autopsy was performed Tuesday but the medical examination resumed Wednesday, Kimmerling said.

“Following yesterday’s lengthy autopsy (due to the complexity and significant amount of injuries) a decision was made to hold the child for 24 hours so that further specific procedures could be continued today,” she said Wednesday.

“A preliminary statement regarding his cause of death is pending the results of additional tests, specifically microscopic studies and a toxicology analysis,” she said in a prepared statement. “However Robbie has multiple blunt force injuries that came as the result of another individual’s actions.”

Kimmerling and Bleichner said they did not release information on the case in the initial 36 hours because they wanted to evaluate what information they had.

“It’s unusual to have the death of a child from multiple injuries as the result of the actions of another,” Kimmerling said. “We don’t often have that here.”

Kimmerling noted Tuesday was a “16-plus-hour day” for investigators on the case from her office, the police department, the Department of Children and Family Services and the McLean County state’s attorney’s office.

Normal Police investigate 3-year-old's death
By Paul Morello

BLOOMINGTON - Three local agencies are investigating the death of a 3-year-old boy from Normal.

The Normal Police Department, McLean County State's Attorney's Office and the McLean County Coroner are investigating the death of Robert "Robbie" Cramer.

Coroner Beth Kimmerling said Robby was pronounced dead at Advocate BroMenn Medical Center early Tuesday morning after paramedics were called to a home in the 200 block of Cambridge for a child who was seizing.

Kimmerling has not released a cause of death but said Robby had multiple blunt force injuries that "came as a result of another individual's actions."

Normal Police Chief Rick Bleichner said late Wednesday police have arrested a man in connection to the case but police are not releasing the man's name or the charges against him.

Paul Morello can be reached at paul@wjbc.com.

NORMAL — A 23-year-old Colfax man faces murder charges in the beating death of a 3-year-old boy.

Nicholas Compton was charged Thursday with first-degree murder and aggravated domestic battery. He is accused of inflicting the injuries that killed Robert “Robbie” Cramer, who was pronounced dead at 5:30 a.m. Tuesday at Advocate BroMenn Medical Center, Normal.

Compton must post 10 percent of a $1 million bond to be released.

Rescue workers were called at 4:30 a.m. Tuesday to a residence in the 200 block of Cambridge Drive in Normal for a child having seizures, according to police.

McLean County Coroner Beth Kimmerling described the injuries as blunt force trauma “that came as the result of another individual’s actions.”

In addition to the investigation by Normal police and the coroner’s office, the Department of Children and Family Services is investigating possible abuse and neglect in the child’s death. A DCFS spokesman said the agency has had no previous contact with the boy’s family.

Normal police Chief Rick Bleichner said investigators still were conducting interviews Thursday and reviewing evidence in the case.

The child had been staying with Compton at the Cambridge address in Normal at the time of the call for help, said Bleichner. Authorities have not released the relationship between the suspect and the victim’s family.

Kimmerling called the child’s injuries complex and significant.

Compton’s criminal record includes a conviction for domestic battery related to a July 2011 incident with a woman in Bloomington. He served 14 days in jail and failed to successfully complete 18 months of conditional discharge ordered as part of his sentence.

http://www.pantagraph.com/news/local/crime-and-courts/man-faces-murder-charges-in-connection-with--year-old/article_6222f230-97b4-11e2-b172-001a4bcf887a.html

I strongly believe that anyone with a conviction for assualt, battery or other violent actions should NEVER have access to children. This was preventable. I just read on local gossip (may not be true) that this POS was the mothers live-in boyfriend. The mother not married or living with the boys father. William

Where was the mother?

Is this her boyfriend?

Why was a man with his background left alone with a little boy?

Why wasn't he re-arrested when he failed to complete his court ordered "conditional discharge" (whatever that is)?

It shows that it can happen anywhere. Even in your own city. While Bloomington and Normal are seperate politically it's still basically one city. There's no seperation when your driving from one to the other. I've lived here most of my life. Either in Bloomington or Normal. I wanted to visit the boy before burial but could not get off. This is one case I wish Illinois had the death penalty back. Death for a death. William

Charges: Abused boy left untreated over fear of DCFS

Danielle L. Fischer, 22, of Normal, was charged April 6, 2013, with two counts of endangering the life or health of a child in connection with the March 26, 2013, death of her 3-year-old son, Robert “Robbie” Cramer. Authorities say the boy was fatally struck by the mother's boyfriend, Nicholas Compton. (McLean County jail photo)

BLOOMINGTON — The mother of a boy who died last week and her boyfriend considered taking the youngster to a hospital more than a month ago, but they decided against it because they feared medical personnel “would see all of his bruises” and call child welfare authorities, according to the McLean County state’s attorney’s office.

Danielle Fisher, 22, of Normal appeared in court Monday, sobbing as a judge confirmed that she must post $50,025 to be released from jail on two counts of child endangerment. An April 19 arraignment is scheduled.

She was arrested Friday on charges that accuse her of endangering the life of her son, 3-year-old Robert “Robbie” Cramer. The charges allege she had knowledge of ongoing abuse of the boy by her boyfriend, Nicholas Compton, 23, and failing to take the child for appropriate medical care.

Compton, 23, of Normal is charged with first-degree murder and aggravated domestic battery, and must post $100,025 to be released from jail.

Results of an autopsy attributed the boy’s March 26 death to blunt force trauma to his abdomen.

According to court records, Fischer noticed bruises on the child after he was previously left with Compton. She photographed the injuries as early as February.

In mid-March, Compton told Fisher that new bruises were caused by a fall in the bathtub, said the prosecutor’s statement. Compton also told Fischer a facial injury was caused when the boy “shaved” with his mother’s razor — an explanation that authorities said did not match the injury the child suffered.

The two adults talked about taking the boy to the hospital, but did not out of fear the state Department of Children and Family Services would become involved, said court documents.

Police said the child was with Compton when emergency responders were called March 26 to a home where the three were living in the 200 block of Cambridge Drive in Normal for a report of a child having seizures.

2 counts of endangering life of child filed against mother in son's death

NORMAL — Formal charges of endangering the life or health of a child were filed Saturday against the mother of a 3-year-old boy who authorities say was fatally struck by the mother's boyfriend.

Danielle L. Fischer, 22, of Normal, faces two counts; her bond was set at $500,000, meaning she would have to post 10 percent of that amount to be released from jail.

She was arrested Friday by Normal police; the McLean County State’s Attorney’s office continues to review the case.

The case involves the the death of Robert “Robbie” Cramer, 3, who was pronounced dead at 5:30 a.m. March 26 at Advocate BroMenn Medical Center.

The charges against Fischer accuse her of permitting "the circumstances inside the residence that endangered her son’s life,” said NPD Assistant Chief Eric Klingele.

He said the allegation stems from the environment in the home she permitted over a period of time, both while she was there and not at home.

Nicholas Compton, 23, previously was charged with first-degree murder and aggravated domestic battery in the case. Compton must post 10 percent of a $1 million bond to be released.

Rescue workers were called at 4:30 a.m. March 26 to a residence in the 200 block of Cambridge Drive in Normal for a child having seizures, according to police. Klingele said Compton, Fischer and her son had moved there recently from Colfax.

McLean County Coroner Beth Kimmerling previously described the injuries as blunt force trauma “that came as the result of another individual’s actions.” The boy apparently was struck in the abdomen, which led to “peritonitis and probable sepsis,” authorities said previously.

In addition to the investigation by Normal police and the coroner’s office, the Department of Children and Family Services has been investigating the case.

Mother indicted for murder in 3-year-old's death
BLOOMINGTON — A McLean County grand jury has indicted a 22-year-old woman on murder charges in the death of her son and added nine new charges against her boyfriend who previously was charged with the child’s March 26 death.

Danielle Fischer of Bloomington is charged with murder based on allegations that she failed to take 3-year-old Robbie Cramer for medical care. The murder charges are in addition to child endangerment charges filed in April against the Fischer

The child died as a result of peritonitis caused by blunt force trauma to his abdomen, according to autopsy results.

The nine indictments returned by the grand jury against Compton include one count of aggravated domestic battery and eight counts of aggravated battery to a child.

I write about the death penalty but the liberal Dem's here just won't allow it anymore.  The rights of the criminal are more important than the victims.  Sure our state has had a few errors in the DP but once a killer is dead they can't be let out accidently, escape or whatever to kill again.  I was happy when we executed John Wayne Gacy.  He'll never kill again. Bloomington woman charged with murder in son's death

7:00AM Thursday August 22, 2013 By Eric Stock

BLOOMINGTON - A Bloomington woman who had been charged with child endangerment following her 3-year-old son's death now faces a first-degree murder charge.

A McLean County grand jury on Wednesday indicted 22-year-old Danielle Fischer on the new charges, claiming she failed to take her son Robbie Cramer for medical care after her boyfriend hit the boy.

The child died March 29 from injuries to his stomach. Her boyfriend, Nicholas Compton, awaits trial on murder charges. The grand jury also added new charges against Compton, including felony battery to a child and felony domestic battery.

i don't think they should be sending innocent men to death based on prosecutorial misconduct.  Florida has the same problem, convicting innocent men because the prosecutor withholds evidence, forces witnesses to perjure themselves, etc.

Also, the most unreliable testimony, eyewitness testimony needs to be disallowed unless there is corroborating evidence.

Testimony from anyone who gets a deal for testifying needs to be closely scrutinized.  Criminals will say whatever the DA wants them to say if it will get them out of prison earlier.

They need to clean up their act so the truly evil murderers can be sent to hell.

More of these mothers need to be charged.  They are evil.
