ARACELY and ALICIA PALACIOS-McCONNELL - 3 and 4 yo - Portland OR
Detectives from the Portland Police Bureau’s Missing Persons Unit
are currently involved in an ongoing effort to locate two missing
endangered Southeast Portland children who were abducted from their
home, on Sunday, August 9, 2009, by their non-custodial biological
mother.
Aracely Palacios-McConnell, 3, and Alicia Palacios-McConnell, 4,
were at home, where they live with their father, in the 7300 block of
Southeast Henderson Street, when their mother, 24-year-old Leanna
McConnell-Palacios, forced her way into the home, assaulted the
children’s father, and forcibly removed the children from the residence.
Police determined there was a valid restraining order in place
prohibiting the mother from being around the children or their father.
Detectives also learned that Alicia suffers from a serious medical
condition that requires daily treatment and police do not believe she
has the medication with her.
Leanna McConnell-Palacios is described as a white female, 24 years
old, who is 5’6” tall, weighing 180 pounds. She has reddish-brown hair
and green eyes, and has a noticeable scar on the side of her nose. She
was last seen wearing a black, short-sleeved T-shirt, blue jeans and
sandals.
Aracely is described as a light-skinned Hispanic female, 3 years
old, who is 2’6” tall and weighs 38 pounds, with brown hair, last seen
in pigtails, and brown eyes. She was last known to be wearing a
short-sleeved shirt, blue jeans and white sandals.
Alicia is described as a light-skinned Hispanic female, 4 years old,
who is 3’ tall and weighs 43 pounds, with brown hair and brown eyes.
She was last known to be wearing a blue, sleeveless dress (pictured on
the left in the attached photograph) and white sandals matching her
sister’s.
It is unknown if the suspect is associated with a vehicle. However she is known to use TriMet and MAX.
Anyone who knows of the whereabouts of the mother or the children,
is asked to immediately call 9-1-1. Anyone with additional information
is asked to contact the Missing Persons Unit, at (503) 823-0446.

assault and custodial interference after she was arrested this
afternoon in a child-snatching case, police said.

Northwest Portland with her two preschool daughters. The girls were
handed over to their father and McConnell-Palacios was taken to the
Multnomah County Jail.
