FBI agents in Kansas City, Mo., are desperate to find Chloe
Combe-Rivas, a child they say was abducted by her non-custodial mother,
Aline Rivas-Vera, in 2006. Authorities say Rivas-Vera was in the middle
of a divorce with her husband when she took off with the child without
her husband’s knowledge or consent.
After almost four years, her husband is still searching for his
little girl, who authorities say was taken to Mexico by his ex-wife
-- a Mexican national who came to the United States in 2002 with a
student visa.

Chloe Combe-Rivas is now approaching her sixth birthday on July 8,
2010, and her dad – who was granted sole custody – would want nothing
more than to watch little Chloe blow out the candles on her special day.
Authorities say in addition to granting sole custody to Chloe’s dad,
a Mexican high court ordered Chloe be returned to the United States in
November 2009. They say Aline Rivas-Vera had always sent attorneys to
the hearings on her behalf, and after the order was issued they say
Rivas-Vera has gone into hiding.
“We believe she’s very close to Mexico City,” said FBI Special Agent
Dirk Tarpley. “She’s been obstructing the father from having his
parental rights. It went through the Mexican legal system, and they
agreed saying the father should have the child.”
The FBI also tells AMW that Aline Rivas-Vera, “may be an escape risk and have suicidal tendencies.”
Authorities say Chloe Combe-Rivas has light brown hair and brown
eyes. Her last known physical statistics had her standing 2 feet 8
inches tall and weighing around 39 pounds. They say little Chloe has a
faint scar on her nose from a dog bite. She is now almost 6 and could
look like the age-progressed image provided by the National Center for
Missing and Exploited Children.

Authorities say 29-year-old Aline Rivas-Vera stands just 5 feet
4 inches tall and weighs around 100 pounds. She has brown hair and
green eyes. They say she speaks English, French and Spanish Castilian
and is probably near Mexico City with relatives. They think she could
using the aliases, “Aline Combe” or “Aline Combe-Rivas.”

Chloe was abducted by her non-custodial mother, Aline Rivas-Vera. A felony warrant for Kidnapping was issued for Aline on May 18, 2006. At the time Aline abducted Chloe, she was in the process of a divorce from Chloe’s father, Didier Combe. Didier is a native of France, but became a naturalized American citizen in 2003. Aline is a Mexican citizen who was living in the United States on a student visa in 2006. Aline and Didier shared custody of Chloe during their divorce proceedings. Aline fled with Chloe during a court ordered visit. Didier was granted full custody of Chloe afterwards.

Aline and Chloe are known to have flown to Mexico via Houston, Texas. Didier filed a lawsuit against Continental Airlines in connection with Chloe’s abduction. Mexican law requires a single parent passenger travelling alone with a minor child to present a notarized letter from the absent parent authorizing travel for that child out of the United States into Mexico. According to Didier, Continental Airlines never asked to see Aline’s letter, in violation of the law and its own policies, and thus failed to prevent Chloe’s abduction. The lawsuit is pending.

Didier has made at least six trips to Mexico to try and get Chloe returned to him. He has filed for her return to the United States under the international civil treaty: The Hague Convention on the Civil Aspects of International Child Abduction. Aline filed for full custody of Chloe in Mexican courts, but this was denied. Aline’s mother and twin brother, who both live in the Kansas City area, both travelled to Mexico to testify against Aline and request Chloe’s return to the United States. In April 2008, a Mexican family court judge ruled that, as Chloe had been living in Mexico since 2006, she would remain there. Didier appealed however, and in November 2009 a Mexican high court ordered Chloe’s return to the United States and the care of her father. Aline and Chloe went into hiding after the ruling however, and their current whereabouts are unknown.

Aline and Chloe are presumed to be still be in Mexico, probably in the Mexico City area where Aline has relatives.
