An AMBER Alert has been issued for two children who were taken from a home in Decatur.

Illinois State Police said 1-month-old J-Amarcus Upchurch and
4-year-old Terry Antonio Smith was taken from a home at 1942 East
Cantrell Street in Decatur around 3:30 p.m. Tuesday.

Police said the children were last seen with two black males, about
5-foot-8. Their faces were covered and they were wearing dark clothing.


Upchurch is a black male infant, 19 inches long, eight pounds, with
black hair and brown eyes. He was last seen wearing a blue one piece
jumper. Smith is a black male, 3-foot-6, 60 pounds, with black hair and
brown eyes. He was last seen wearing a blue T-shirt and blue jeans.

The men were driving a silver passenger car, with a partial Missouri license plate UDG.

Anyone with information on the children should contact Decatur police at (217) 424-2738.

An Amber Alert was issued Tuesday afternoon for
two boys taken from Decatur.
With guns drawn, two men with their faces covered took infant J-Amarcus
Upchurch and 4-year-old Terry Antonio Smith
from the 1900 block of East
Cantrell Street in Decatur, according to the Illinois Amber Alert Web
site.
Police are looking for a silver car with Missouri license
plates, according to the alert. The car was last seen turning onto a side road off Cantrell Street in Decatur.
J-Amarcus is described as a 19-inch, eight-pound black boy with
black hair and brown eyes, the alert said. He was last seen wearing a
blue one-piece jumper.Terry is described as a 3-feet, 6-inch,
60-pound black boy with black hair and brown eyes, the alert said. He
was last seen wearing a blue
T-shirt and blue jeans.
The abductors are described as 5-foot, 8-inch black men
wearing dark clothing and having their faces covered, according to the alert.

An amber Alert has gone out statewide following the abduction of two
little boys who were taken at gunpoint from DCFS workers
in Decatur
this afternoon.Decatur Police Detective James Wrigley said the
children were in a car with the workers when two masked men approached
the
vehicle at 3:30 this afternoon and grabbed the children. It
happened on the 1900 block of East Cantrell.Kidnapped are J-Amarcus Upchurch, a one-month-old black male. He was wearing a blue one piece jumper.Also taken is his half-brother, 4-year-old Terry Antonio Smith. He was last seen wearing a blue T-shirt and blue jeans.The
suspects were black males approximately 5' 8" tall. The men had their
faces covered so police don't have much more of a description then
that. The men put the two children in a silver car with Missouri
plates. A witness got only a partial reading of the plates and said the
first three letter were U-D-G.Wrigley could not comment on why
the children were in state protective custody. He said at this point,
investigators don't know whether this was a random abduction or if the
abductors knew the children.Anyone with information on the case

you spot the children and or the car.

Two boys taken from Decatur in central Illinois and were
the subject of an Amber Alert have been found safe early Wednesday
in St. Louis, Mo., according to police.The children were
located, unharmed, about 1:15 a.m.
at an unidentified address in St.
Louis, Mo., Decatur police Detective Ron Borowczyk said.
The detective said the alert was canceled.Borowczyk declined to
release further details but said more information would be released later Wednesday. Two

ST. LOUIS — Two boys taken in an apparent abduction in Decatur, Ill., were found safe Wednesday in St. Louis, police said.

The missing children — J'Marcus Upchurch, 1 month old, and Terry
Antonio Smith, 4 — were found unharmed about 1:30 a.m. at a home on
Pelham Avenue, north of the Baden area in St. Louis.

The pair had been the focus of an Amber Alert.

Decatur police Sgt. Cody Moore said three people were in custody. Their names were not released.
And Moore said police were seeking Marcus Upchurch, 26, the father of the boys.

Upchurch recently completed a three-year prison term for involuntary
manslaughter in the death of his 9-month-old son, Malaki Simmons.
Upchurch had tried to get the crying baby back to sleep by placing him
face down and pressing a pillow against his back, according to court
records.

The missing children were found at the St. Louis home by police
officers acting on a tip. The boys' mother was also found at the home
and was being questioned, police said.

After the boys were found safe, Illinois State Police arrested three
people in a car heading north on Interstate 55 in Macoupin County. They
were in a Chevy Impala that matched the description of the car the
alleged abductors used.

Illinois authorities say two men who covered their faces took the boys
at gunpoint about 3:30 p.m. Tuesday outside Webster-Cantrell, a
residential facility in Decatur for dependent and neglected children.
Decatur is about 130 miles northeast of St. Louis.

The boys, who live in a foster home, were taken within minutes of a
supervised visit with their mother. One employee of Webster-Cantrell
was pistol-whipped and the other was choked.

By Wednesday afternoon, the children were back in Decatur in a safe place, said Webster-Cantrell Executive Director Robin Crowe.

DECATUR - Five people were arrested for the kidnapping of
4-year-old Terry Smith and 1-month-old J'Marcus Upchurch, including
both parents of the children.

The two men and three women are all being held on preliminary
charges of aggravated kidnapping at the Macon County Jail, with
their bonds were set Thursday at $500,000 each.

The alleged kidnappers who were arrested are Marcus D. Upchurch,
26, the father of the children; Ebonie Neylon, 22, the mother;
Donovan Neylon, 18, Ebonie's brother; Doris Neylon, 40, Ebonie's
mother; and Loretta Thomas, 17, Donovan's girlfriend. The arrestees
were identified in sworn statements that Decatur Police officers
filed with the circuit court.

The two children, who were abducted by two armed men Tuesday
afternoon outside Webster-Cantrell Hall were found safe early
Wednesday in a residence in St. Louis. The children, who were
living in a foster care home at the time of their abduction, are in
protective custody in Decatur.

The children were abducted by two armed men outside
Webster-Cantrell Hall, a Decatur foster care facility, after taking
part in a supervised visit with Ebonie Neylon. The men
pistol-whipped one Webster-Cantrell employee, and choked another,
while struggling with them to abduct the children.

The men then drove to St. Louis, while an Amber Alert was issued
and law enforcement officials conducted an intensive search. A
Webster-Cantrell employee had given a description of the car and
partial license plate to the police.

The car was located on Interstate 55 at about 1 a.m. Wednesday,
and the children were located 20 minutes later in a St. Louis
residence, along with Ebonie and Donovan Neylon.

Donovan Neylon told police Marcus Upchurch was one of the men
involved in the abduction of the children and attack on the
employees. Donovan Neylon told police he had taken possession of
the children from Upchurch before he transported them to Ebonie
Neylon.

Ebonie Neylon told police she did not know about the kidnapping,
but went to St. Louis to retrieve her children after she was told
they were there. Her statements to police were inconsistent,
according to a sworn statement. She said she did not contact police
with information because she was concerned that they would think
she was involved in the kidnapping. She had heard there was an
Amber Alert issued for her children.

The search for the children and investigation has involved the
Decatur Police, the FBI, Illinois State Police and U.S. Marshals
Service.
