A 20-year-old man on parole for child
abuse faces an unrelated murder charge after his 1-year-old daughter
died from injuries suffered in his custody, according to a North Las
Vegas police report released Thursday.
Police initially arrested Kevin Ray Taylor on June 4 on charges of
child abuse and neglect with substantial bodily harm. The charge was
changed to include murder after daughter Kaitlynn died Tuesday.She had been hospitalized in
critical condition after going into cardiac arrest. She had several
broken bones and cerebral bleeding, according to the report.
Police said a records search showed Taylor was on parole for child
abuse. The specifics of that case were not available late Thursday.
Christine Skorupski, a spokeswoman for the Clark County Department of
Family Services, said her agency has records of Taylor as an alleged
child victim and a perpetrator of child abuse, but she could not provide
the details of his history.
But Skorupski said that previous allegations of abuse against Taylor
involved a child in an unrelated household, not Kaitlynn.
Family Services had not received reports involving Taylor's
biological children before the latest incident, Skorupski said, and the
agency was unaware that there were children in his care.
"When we intervene in a family, our focus is the safety of the child
and working with the family to address their needs. In the prior case,
we addressed the issues necessary to ensure the safety of that child,"
Skorupski said. "Once Taylor no longer played a role in that family, we
didn't follow him on to monitor what he does with his life. We're not a
policing agency like that."
According to the report, officers were dispatched to a residence near
Lake Mead Boulevard and Eastern Avenue because a baby was not
breathing.
Police interviewed Taylor while Kaitlynn was hospitalized. Taylor
told police he was hitting his daughter lightly with a cotton pillow
while she was on a bed. When her body went limp, he gently shook her and
poured water on her, but she didn't respond.
When police told Taylor that the toddler's injuries were not
consistent with being hit with a cotton pillow, he told them he
sometimes played rough with her because "he does not want his children
to grow up and be taken advantage of," the report said.
The report said a detective asked Taylor to demonstrate on a doll how
he played with his daughter.
Taylor told police he sometimes would grab her by the legs and arms
and swing her like a "merry go round," the report said.
Taylor also told police he pushes his daughter's head back forcibly
while on the bed, causing her head to snap back. When asked by police
whether he ever threw his daughter against a wall, Taylor said there
were pillows against the wall.
Taylor is being held without bail at the North Las Vegas jail.

Damn idiots--once a child abuser always a child abuser!! Just because he was out of that family doesn't mean he should have had free reign, there should've been measures put in place to keep an eye on this loser. Another case of child services doing a top rate job--NOT!!!

Gotta love Nevada its extremely broke cause some morons in the 80's desided to base the states budget off of tourism. I don't fully blame cps they are under funded and over worked.

NV DCFS only removes children in drastic circumstances. AND will not place children in neighboring states. I am 1 1/2 hrs. north of Las Vegas, in UT. I was foster mom to a little girl that was picked up in a routine traffic stop (drugs found). Her father, a Las Vegas resident was incarcerated in UT. NV refused to take the little girl into DCFS custody. UT had to go to court to 'force' NV to take the 1 yr old into custody. Stupid. The preliminary hearing for a 20-year-old North Las Vegas man charged
with murder by child abuse in connection with the death of his
1-year-old daughter has been delayed until attorneys can review the
autopsy report.
Kevin Taylor was arrested June 4 on one charge of child abuse with
substantial bodily harm. The charge was changed to murder by child abuse
after the girl, identified as Kaitlyn Taylor, died June 8.
Taylor appeared before Justice of the Peace Natalie Tyrrell this
morning in North Las Vegas for a preliminary hearing. Tyrrell scheduled a
status check for Aug. 12 at the request of Taylor's attorney, Christy
Craig.
Tyrrell said she received an e-mail from Craig and prosecutors asking
that the hearing be delayed until the autopsy report was released.
Police said the girl was hospitalized in critical condition with
several broken bones in her ribs and clavicle, as well as cerebral
bleeding.
North Las Vegas Police spokesman Tim Bedwell said officers were
called to a house in the 2200 block of McCarran Street at 7:23 p.m. on
June 4 to reports that a child wasn’t breathing. While en route,
officers were told by paramedics that the child had gone into cardiac
arrest, according to an arrest report.
Detectives interviewed Taylor, who said he was playing with Kaitlyn
and hitting her with a cotton pillow when she started to cry and went
limp. He said he tried to shake the girl and poured water on her, the
report said. Kaitlyn was still unresponsive.
But medical officials said the girl’s injuries weren't a result of a
cotton pillow. Taylor told officers he often plays rough with Kaitlyn
and his other child because he doesn’t want them to grow up and “be
taken advantage of.”
According to police, Taylor said he would grab Kaitlyn by a leg and
arm, swing her around and throw her on the bed and pillows against the
wall, the report said. Police said Taylor also told detectives he would
push the girl’s face down into the bed forcefully.
