Paramedics found Zakaria, whose name is sometimes also spelled Zakaraia in the affidavit, lying on a bed. His mother, Samiya Ali Noor, 23, was "standing nearby, crying hysterically," the affidavit said.Noor said she'd been preparing a bath for Zakariaand had placed a bathtub infant chair in the tub. She turned on the water but left the tub unplugged.Noor estimated that she had left the baby alone for five to 10 minutes. Her 2-year-old entered the bathroom and "when she returned to the bathroom she found the plug in the bathtub and Zakaria in the water," the affidavit said.Zakaria was submerged and unresponsive when Noor removed him. She called 911.There had been previous, recent calls to the address "for domestic disturbances and allegations of child abuse and neglect involving ... Noor and her children," the affidavit said. Noor has no criminal record in Minnesota.Zakaria's family declined an interview request Monday made through Gillette Children's Hospital Specialty Healthcare, where he is a patient. The warrant, which was granted, was to search Noor's cell phone records. She told investigators she had not been using her cell phone while Zakaria was in the tub, the affidavit said.
