For the five daughters of Noemi Ramos, life was filled with daily horrors — and it appears at least one cry for help came earlier this year. The 40-year-old Lehigh Acres woman is accused of enslaving four of the girls — emotionally and physically abusing them and even prostituting one, then forcing the others to buy her drugs with the profits. She faces four counts each of human trafficking and child abuse, and is being held in Lee County Jail on $200,000 bond.
She was ordered this morning to have no contact with her children. Her arraignment date hasn’t yet been set. Although records paint a tumultuous past for the girls, one of the most telling signs is a missing persons report Ramos filed in July. Her 15-year-old daughter tried to run away with her 18-year-old boyfriend. The teen later returned.The oldest of Ramos’ daughters is 20, while the youngest turns 9 today. It was not immediately clear from records which four of the five girls suffered alleged abuse by Ramos. Lee sheriff’s deputies said Ramos beat the girls with broomsticks, hangers and even a hammer. She withheld food or threatened to if they misbehaved, and once urinated on one of them. Terry Field, spokesman for the Department of Children and Families in Tampa, said the family had been under investigation numerous times since at least 2003, though he wouldn’t expound on the specifics of those allegations.“It was nothing to the extent of what (Ramos) is being charged with now,” Field said. Each of the cases was closed, he said — the most recent one Monday.He said the children are safe and with family members.“That’s the key point to an investigation like this,” Field said. “At this point, we’ve turned over all information we have to law enforcement, and it’s the criminal justice side that will take over now.”Court records dating back a decade show the girls — from three different fathers — were shuffled from state to state and witnessed violence against their mother by her second husband, Andres Contreras, who fathered the youngest of the two girls.
Ramos married her first husband, Ignacio Rios, 44, in 1990 in Colorado. She was pregnant at the time with her oldest girl, who was born two months later in Tulsa, Okla. Her next daughter was born in Aurora, Ill., five years later, the next in Fort Myers two years after that and the other two in 2000 and 2001. Ramos and Rios divorced in 1998. Two years later, she married Contreras, 32, who is listed as having worked at a pool company and being self-employed. In early 2007, Ramos called police the day after an alleged incident in which Contreras allegedly threatened her and held her by her neck. She later wrote in an injunction request he’d struck her on the head, threatened to mutilate her mother’s face and run down her oldest daughter with a vehicle as she walked home from school. She also said he cut up all her clothes and forced her to have sex with him, although she begged him not to.The oldest daughter, she said, witnessed the violence. A judge granted her request for an injunction, but she later dropped it, saying Contreras had met with counselors from the Abuse Counseling and Treatment center. Later that year, Contreras was again arrested for domestic violence battery, this time for smashing a car window with a broom when she came to his home to collect money for the children. The following year, records show Ramos sued a local grocery store for $15,000, saying she slipped and fell in the soda aisle. The case was dismissed. Then last year, records show she was ordered to a diversion program for writing a worthless check for $123 in groceries from Publix. But mostly, deputies said Tuesday, she spent any income on drugs. When asking for child support from her first husband, whose last known address was in Illinois, she told the judge, “My family members are helping me with the bills there (sic) are paying for my rent and light.” Court records don’t indicate what Ramos did for employment, but did indicate in 2007 she was receiving food stamps and Medicaid.

This is hard to read.
Not always, but frequently runaways do so because they have a reason to do so. DCF, once again, knew these kids were endangered and did nothing to stop it, nothing to prevent it.

One of Southwest Florida Crime Stoppers' most wanted fugitives was arrested in Texas as a result of an anonymous tip.
Noemi Ramos was charged in October 2010 with
four counts of aggravated child abuse and four counts of forced
labor/human trafficking.
Detectives said Ramos beat her children with
various objects, withheld food and basic necessities when they wouldn't
go into drug houses to purchase narcotics for her, prostituted her
teenage daughter in exchange for drugs and smashed one of her daughter's
fingers with a hammer when she wouldn't comply with her demands,
according to reports.
After spending two months in jail at the end
of 2010 on the child abuse and forced labor/human trafficking charges,
she bonded out for $100,000 and was placed on probation.
In June 2011 she violated the terms of her probation and went into hiding.
According to the tip to Crime Stoppers Sunday
evening, Ramos was arrested in Texas on March 22 under the name of
Noemi Rios on charges of providing false/fictitious information.
Upon confirmation Noemi Rios was actually
Noemi Ramos, US Marshals placed a hold on her in the Fort Worth Jail and
the State Attorney's Office agreed to extradite Ramos.
When Ramos returns to Lee County, she will be held without bond.
