A man was charged Saturday in the severe beating of a 2-year-old girl Wednesday at a St. Charles motel where he had resided for the past six months.
James C. Cooper, 27, who was living at the Super 8 Motel at 1520 E. Main St., was taken into custody Friday at 2 a.m. without incident, according to a release from St. Charles police. Cooper was located by police at a house in the 400 block of Roberts Lane in Batavia, according to the release.
At 8:13 a.m. Wednesday, St. Charles Fire and Police personnel were dispatched to a call of a 2-year-old girl who was unresponsive, not conscious and not breathing at the motel.
Upon arrival, the responders noted that the child had bruising around the head, eyes and mouth. It was learned that the suspect — Cooper — had fled shortly before the arrival of police, according to the release.
The mother of the victim told police that she and her 2-year-old had been staying with the man at the Super 8 Motel since April.
It is alleged that Cooper battered the mother by striking her about the head with his fists. The 2-year-old child began to cry and he began to yell at her to “shut up,” held her by the arms and began shaking her while suspended in the air, according to the release.
Cooper allegedly then slammed the child face down on the bed. At that time, the child was unresponsive, not breathing and bleeding from the mouth. The victim’s mother began giving her child CPR and called 911.
The child was stabilized and then transported to Delnor Hospital for treatment. A short time later, the child was airlifted to Central DuPage Hospital in Winfield.
She was suffering from multiple broken bones, a hemorrhage to the brain and possible brain damage due to lack of oxygen. She has been intubated to assist with breathing, and her condition continues to be critical but stable, according to the release.
The Kane County state’s attorney’s office authorized the charges Friday night.
Cooper was held overnight at the St. Charles Police Detention Facility and then transported Saturday to the Kane County Jail for bond call. Bond information was not immediately available.
If convicted, Cooper could be sent to prison for six to 30 years.
It also was determined that Cooper was wanted on other outstanding arrest warrants out of Cook and Kendall Counties.
The U.S. Marshal’s Office, along with members of the Kane County Major Crime Task Force, assisted St. Charles Police personnel with the investigation.

St. Charles Police have charged a Batavia man with one count of aggravated battery to a child after finding a two-year-old unresponsive, bloody and bruised in St. Charles’ Super 8 Motel last week.

James C. Cooper, 27, who lived in the Super 8 Motel at 1520 E. Main St. for the previous six months, was found by the St. Charles Police Department Friday morning at a house on the 400 block of Roberts Lane in Batavia.

Cooper was charged after police responded to an aggravated battery call at 8:30 a.m. Wednesday, Oct. 27 which left a child “unresponsive, not conscious and not breathing,” according to police. Upon arrival, emergency response personnel noticed the child had bruising around her head, eyes and mouth. Police said they learned Cooper left the area on foot shortly before police arrived.

Police said the child was stabilized and transported to Delnor Hospital for treatment. A short time later, the child was airlifted to Central DuPage Hospital. Police said the child is suffering from multiple broken bones, a hemorrhage to the brain and possible brain damage due to lack of oxygen.

The child has been intubated to assist with breathing. Her condition continues to be critical but stable.

The mother of the victim related to police that she and her two hear old had been staying with Cooper at the motel since April. It is alleged by the mother that cooper struck her about the head with his fists.

After her mother was hit, the two-year-old child began to cry and Cooper yelled at her to “shut up,” police said. At that point, Cooper allegedly held the child up by her arms, began shaking her while she was suspended in the air and slammed the child down onto the motel bed face first. The victim was unresponsive, not breathing and bleeding from the mouth when her mother tried to give her CPR and called 911.

St. Charles Police made contact with the Kane County State’s Attorney’s Office who authorized a felony charge of aggravated battery to a child. Cooper was held overnight at the St. Charles Police Detention Facility and transported to the Kane County Correctional Facility.

Police said Cooper could be sent to prison for six to 30 years if found guilty. St. Charles Police also found two arrest warrants out of Cook and Kendall Counties for Cooper.

The United States Marshall’s Office along with members of the Kane County Major Crime Task Force assisted St. Charles Police personnel with the investigation.

The man accused of severely beating a 2-year-old girl is being held at the Kane County Jail on $3 million bond, authorities said Saturday.

James C. Cooper, 27, is charged with aggravated battery to a child, a Class X Felony that, if convicted, could lead to a sentence of six to 30 years at the Illinois Department of Corrections, St. Charles police spokesperson Paul McCurtain said.

Cooper is expected in court at 9 a.m. Thursday.

Police said Cooper had been living at Super 8, 1520 E. Main St., with the girl and her mother since April.

St. Charles fire and police personnel were dispatched to the hotel at 8:13 a.m. Wednesday to help the injured girl, who was brought outside to them.

Police said Cooper was hitting the woman’s head with his fists and turned his attention to the girl once she began crying, and he reportedly yelled at her to be quiet, held her by the arms and shook her as she was suspended in the air. He then slammed the girl face down on the bed, at which time she was unresponsive, not breathing and bleeding from the mouth, police said.

The mother reportedly gave her child CPR and called 911. Police said the girl was stabilized and taken to Delnor Hospital before being airlifted to Central DuPage Hospital, where she remains in critical but stable condition. Authorities said she is suffering from broken bones, a hemorrhage to the brain and possible brain damage due to a lack of oxygen. She has been intubated to help her breathe.

Authorities said Cooper left the hotel on foot before they arrived. Police later found him at a house in the 400 block of Roberts Lane, Batavia, and took him into custody at 2 a.m. Friday.

“There was a lot of work that went into this case by our investigators,” McCurtain said Saturday. “They worked throughout the night in locating the offender.”

Police contacted the Kane County State’s Attorney’s Office Friday night after the investigation was completed, McCurtain said.

The U.S. Marshal’s Office and members of the Kane County Major Crime Task Force helped St. Charles police with the investigation.

Cooper was held overnight at the St. Charles police detention facility and was taken Saturday to the Kane County Correctional Facility for bond call, McCurtain said.

He said authorities are conducting an additional investigation that could lead to more charges.

Cooper is also wanted on outstanding arrest warrants from Cook and Kendall counties.

The failure-to-appear warrant out of Kendall County was issued on Jan. 30, 2009, and stems from a Yorkville Police Department case of theft under $300, Kendall County authorities said. McCurtain did not have information on the Cook County warrant, and officials there did not return a call.

According to online court records, Cooper has been charged with misdemeanor drug charges in Kane County as well as driving under the influence and other traffic offenses.

Mother, boyfriend both charged in beating of 2 year old

Jan 11, 2011 04:43PM

ST. CHARLES TOWNSHIP - A woman and her boyfriend have been charged
in connection with the October beating of a 2 year old.

James Cooper, 27, of Elburn, was charged in October
with felony aggravated battery to a child and misdemeanor endangering
the life of child, the Kane County state’s attorney’s office said
Tuesday. Court documents say Cooper beat the child after the child’s
mother scolded him for teasing the child.

On Monday, prosecutors said Cooper’s girlfriend and
the mother of the child, Cathleen Koch, 29, whose last known address
was the 1500 block of Main Street, St. Charles, had been charged with
felonies aggravated battery to a child and obstructing justice as well
as misdemeanor endangering the life and health of a child, prosecutors
said. Prosecutors said Koch did not hit the girl, but failed to stop the
Cooper from injuring the child.

According to prosecutors, on Oct. 27, police were
called to a hotel room in the 1500 block of Main Street where Cooper,
Koch and the child had been living for several months.

A search warrant filed in the case said Cooper was
playing with the child - teasing her by taking her blanket away - which
caused the child to start crying. Koch told Cooper to stop teasing the
child, the warrant says. The search warrant says Cooper then grabbed
Koch by the hair and began hitting her in the head with his fist.

Cooper locked Koch in the bathroom while the child
was beaten, the warrant says. The child suffered a broken left shoulder,
broken left forearm, broken left wrist, broken nose, hemorrhage to the
brain, possible brain damage due to lack of oxygen, bruising on her
lower back, a hand print over her mouth and a hand print on her left
bicep, the warrant says.

In the search warrant, Koch says she was locked in a
bathroom while the beating was happening, although prosecutors say she
gave false information about the incident. Prosecutors did not say what
false information she provided.

According to prosecutors, a 2002 Illinois Supreme
Court case recognized that parents have a duty to protect their children
from known threats and they can be charged if sit idly by as someone
harms their child. Koch knew there was serious, immediate threat to the
child and failed to intercede, making her legally responsible for
Cooper’s actions, prosecutors said.

Cooper was arrested in October. On Tuesday, he was
in custody at the Kane County jail on $3 million bond. Cooper is
scheduled to be in court Thursday. Koch had her bail set at $100,000, prosecutors said

If convicted, Cooper could face between six and 60
years in prison; Koch could face a sentence of between six and 30 years, prosecutors said.
