A 14-year-old boy who police say is "severely mentally challenged" was found tethered to a couch Wednesday.
Police
arrested the boy's 42-year-old uncle, Tai Ngo, the boy's primary
caregiver, and booked him into the Salt Lake County Jail for
investigation of felony abuse or neglect of a disabled child. Investigators
believe Ngo would take his disabled son to his grandmother's apartment
during the day while he went to work and chain the boy to a couch. One
end was tied around the boy's ankle and the other to a couch leg, said
South Salt Lake police detective Gary Keller. The grandmother is apparently very old and not capable of taking care of the boy, Keller said. She was not arrested Wednesday.
At
the uncle's apartment, police found another chain tied to a couch,
Keller said. Detectives believe that when Ngo wasn't using the 6-foot
chain, he would lock the teenager in a room. Keller said police did not
know how many hours a day the nephew may have been locked up or how
long it may have been happening. The
abuse accusations surfaced recently after a maintenance man was in the
grandmother's apartment, near 3700 S. West Temple, and noticed the
teenager chained to the couch, Keller said.

Prosecutors have charged a South Salt Lake man who allegedly chained a mentally handicapped boy to a couch.
Tai Ngo, 42, was the primary caregiver for the 14-year-old
"severely" handicapped boy, police said. On Oct. 13, officers found him
with a metal chain latched to his leg and attached to a 3-foot nylon
rope tied to the couch. A property manager called 911 after seeing the
rope, in Ngo's mother's apartment on the 3600 South block of West
Temple. The tether was not long enough to allow him to go to the
bathroom and the boy instead wore diapers.
Both the boy and his 12-year-old brother, who is not handicapped
and did not appear abused, were taken into state custody. Neighbors said Ngo is their mother's boyfriend, and was caring for them while she was in a psychiatric hospital.
Ngo was charged Tuesday in 3rd District court with one count of
abuse or neglect of a disabled child, a 3rd Degree felony. An initial
court appearance is scheduled for Nov. 4.
