According to the sheriff's office, on January 6, 2011, Dorchester
County EMS responded to Rowan Drive in Ridgeville and transported a
16-month-old male to North Trident Hospital. After evaluating the child,
he was transferred to the Medical University of South Carolina, listed
in critical condition. The child's condition was determined to have
resulted from trauma to the head. On January 8th the child died as a
result of the injuries. An autopsy was performed and it was revealed
that the child died as a direct result of head trauma.
Dorchester County Sheriff's Office was notified by MUSC of the
child's admission and immediately began an investigation into
circumstances that led to the initial injuries and caused the subsequent
death. The investigation, led by the Dorchester County Sheriff Office
Investigators and assisted by other agencies, involved interviewing
several people and trying to piece together who may have had access to
the child prior to the injuries.
On January 13th, the mother of the child, Amber Lynn Bracci, age 19
of Ridgeville was arrested and charged with "Homicide by Child Abuse" in
the death of her 16-month-old child. She is being held in the
Dorchester County Detention Center pending a bond hearing.
The investigation is ongoing. Sheriff's office is not ruling out the possibility of future arrests.

Mother accused of homicide by child abuse gets public defender

RIDGEVILLE, SC (WCSC) - A mother who has been charged with homicide by child abuse signed up for a public defender on Wednesday.
Amber Lynn Bracci, 19, of Ridgeville was
arrested and charged last Thursday in the death of her child,
16-month-old Rowan Bracci. If she is found guilty she will face 20 years
to life in prison
Authorities say that Bracci hit her child a
couple of days before finding the 16-month-old unresponsive.
Additionally, Bracci admitted to smoking pot two times after she
realized Rowan was unresponsive and before she called for help,
according to investigators.

A woman whose 16-month-old son died of a head injury told police she
struck the child because she thought he was possessed, according to a
lawyer at a bond hearing Wednesday.
Attorneys for Amber Lynn Bracci, 19, of Ridgeville, and John D.
Weaver II, 20, of Summerville, asked Circuit Judge Diane S. Goodstein to
consider freeing their clients on bail. Both are charged with homicide
by child abuse in the death of Bracci's son.

The child, Rowan Bracci, died in a hospital Jan. 8 of injuries to his
head, according to Dorchester County Coroner Chris Nisbet. Rowan had
been rushed to a hospital Jan. 6 after his mother called 911 at her Rowan Drive home.
Doctors contacted the Dorchester County Sheriff's Office because the boy's injuries were consistent with child abuse.
Bracci has been behind bars since Jan. 14, when she was arrested by
the Sheriff's Office and charged with homicide by child abuse.
A grand jury last week returned a direct indictment of her boyfriend,
Weaver, on the same charge. The grand jury also indicted Amber Bracci.
Weaver has been in jail since Monday, when he turned himself in at the Dorchester County Detention Center.
In shackles and wearing orange-and-white jumpsuits, Bracci and Weaver
were ushered separately into the courtroom. They did not sit together
and apparently did not speak to each other during the hearing in
Dorchester County General Sessions Court. They also did not address the judge.
A sheriff's investigator laid out the facts of the case, including
the information that Bracci admitted smoking two bowls of marijuana
between the time she first noticed her child was ill and the time she
called 911, a span of more than two hours.
"By doing this, she failed to render aid in a timely manner," he said.
The detective also said the medical examiner determined that the
toddler died of an injury caused by a blow to the head and estimated the
time of the injury to have been about six hours before EMS was called.
Bracci had told deputies she had struck her child, according to the affidavit in the warrant for her arrest.
First Circuit Assistant Solicitor Donald N. Sorensen asked that bond
be denied for Bracci, calling her a flight risk. A sheriff's detective
said deputies had received word after the child died that
Bracci was planning to go to Florida to live with her mother.
Bracci's lawyer, Mitchell Farley of the Dorchester County Public
Defender's Office, said Bracci was mourning the death of her only child
and it was only natural that she would think of trying to spend time with her mother.
Farley said Bracci understands that she cannot leave the area, and if
she is released she will live with her grandparents in Ladson. Bracci has no criminal record, he said.
Farley also suggested that Bracci be placed on GPS monitoring as a condition of her release.
Weaver's lawyer, Andy Savage, told Goodstein that Weaver had cooperated with investigators and given them several statements.
"In those statements, the worst thing he said, in terms of his
culpability, is that while he was in that house he engaged in the
consumption of marijuana," Savage said.
Savage said that statements from Bracci did not accuse Weaver of having struck the child.
He also said Bracci "made a statement that she struck the child because she felt the child was possessed."
Weaver surrendered voluntarily and was not likely to run away, Savage
said. He said Weaver will live with his parents if he is released, and
he asked for a personal recognizance bond.
Weaver has a minor criminal record, having been convicted of
possession of marijuana and possession of beer and alcohol by a minor in
August, the prosecutor said.
Goodstein said she would announce her ruling today.

Friends and family members of a man accused of homicide by child abuse say he is being falsely accused.
John Weaver, 20, is charged in the January death of 16-month-old Rowan Bracci. Weaver, along with the child's mother, Amber Lynn Bracci were both in bond court this week.
Weaver was granted bond on Friday. Bracci was not.
Court documents say Bracci and Weaver were together, at Bracci's home, the night her son suffered the injuries that later killed him. Autopsy reports say the child died of a head injury
at the hands of another person. He's said to have had bleeding on his brain.
"He's never had anything like this in his entire live, and I know that boy is scared to death right now," said friend Justin Greene. "He's not an abusive person. He's not a murderer.
He's a goofy person. You would never hear Weaver doing anything like what they say he did."
Weaver's attorney, Andy Savage, admits his client was inside the Ridgeville trailer when the abuse took place but says Weaver had no part in the death of the child.
"There's no evidence whatsoever beyond his presence at the trailer," Savage said.
Meanwhile, Weaver's childhood friends say they're concerned and are holding hope that justice will prevail in his favor.
"In the long run, the judge and the jury will see what the truth is," said friend Corey Toth. "The truth will come out."
Weaver's bond was set at $50,000 on Friday.

ST. GEORGE -- A Ridgeville woman charged with homicide by child abuse remained in jail Friday, while her boyfriend, who faces the same charge
Circuit Judge Diane S. Goodstein denied bond today for 19-year-old Amber Lynn Bracci of Ridgeville, who has been in the Dorchester County Detention Center since Jan. 14, when she was arrested in the Jan. 8 death of her 16-month-old son, Rowan Bracci.
Amber Bracci's boyfriend, John D. Weaver II, 20, of Summerville, was released this afternoon after having posted 10 percent of a $50,000 bail.
As a condition of his release, he is to enroll in drug treatment.
Weaver had been custody since Monday, when he surrendered after having been indicted Jan. 27 by a Dorchester County grand jury.
Weaver and Bracci appeared Wednesday before Goodstein at a bond hearing in Dorchester County General Sessions Court.
During the hearing, the prosecution asked Goodstein to deny bond to Bracci, saying that she was a flight risk. Bracci's lawyer suggested she be released on a reasonable bond with a condition that she be on GPS monitoring.
Weaver's lawyer asked for a personal recognizance bond, a type of bond that does not require the defendant to put up any money to be released.
As Wednesday's hearing ended, Goodstein said she would consider their cases and announce her decision later.
In her order released Friday, Goodstein denied bond for Bracci, agreeing that Bracci was a flight risk. The order also said Bracci "may pose a danger to herself and the community."
Bracci may reapply for bond in six months if her case has not yet been resolved, the judge's order said.
