Police are searching for the father of a 2-year-old girl found dead
Tuesday night after paramedics were called to an east Fort Worth home on
a reported drowning.While the Tarrant County Medical Examiner’s
office has not yet made a final determine on the cause of death of
Jazmine S. Howard, “the preliminary investigation has revealed that the
child did sustain immersion burns to her lower extremities,” Sgt. Pedro
Criado stated in a press release issued Wednesday afternoon.Criado
described the child’s biological father as a “person of interest” in
the investigation who is currently being sought by police on an
outstanding warrant not related to the case. “It has been reported to investigators that the biological father was home during the day with the child,” Criado said. Officials did not identify the father by name. Police were called to the home in the 1800 block of S. Edgewood Terrace by paramedics about 11:15 p.m. Crimes
against children investigators were then called to the residence.
Officers could be seen on televised news reports looking through the
trunk of a car parked outside the house.

Ron Asher is trying to make sense of what happened to two year old Jaz’mine Howard. The little girl he just last saw on Sunday.
"She was like bye, see you later. I'm fixing to go, and that was it.
She was sweet. There were no signs of any problems. There weren't any
problems", Asher said.
But Jaz’mine's life came to a tragic end Tuesday night at 1808
Edgewood Terrace in Fort Worth. Paramedics were called to the home
shortly after 11p.m. on a drowning. But it turned out to be something
else when they arrived.
"The preliminary investigation at this time has revealed that the two
year old child did sustain immersion burns to here lower extremities"
said Fort Worth Police spokesman Sgt. Pedro Criado.
The child had been scalded with an unknown liquid. She lived in the
house with her grandmother, uncle, mother and father. Police have spoken
to everyone but the father. They now want to know if he harmed the
child.
"I do know that the biological father wasn't on scene and he is a
person of interest in this investigation and we are in the process of
trying to find him", Criado said.
Asher knows the father and finds it hard to believe that he's involved.
"He loved his baby. As far as I can see he loved his baby and I can't see that. I cannot see that", Asher said.
Police have a warrant for the father for violating his probation for an assault on a family member.
Child Protective Services investigated Jaz’mine’s mother in April of
2009 when Jaz’mine was three months old on a complaint that the mother,
Joy Howard, was homeless and couldn’t care for Jaz’mine. The CPS
investigation found the child had been neglected. CPS has now opened a
new investigation into Jaz’mine’s death.

Bellamy was arrested Tuesday night on a warrant
charging injury to a child/serious bodily injury and also faces

Investigators say Bellamy was watching Jazmine Howard
on March 15 when she suffered severe leg burns, allegedly while taking a bath.

The father of a Fort Worth toddler found dead at her home remains at large today, and the girl's mother said he may be suicidal.
The Fort Worth Star-Telegram interviewed 2-year-old Jazmine Howard's mother this morning.
Joy Howard told the paper she was at work all day Tuesday when the child's father, Charles Bellamy, showed up to take her home and break the news that their child had died in the bathtub as he slept, she told the Star-Telegram.

FORT WORTH -- Almost five months after a Fort Worth man was jailed on accusations that he caused his 2-year-old daughter's death by holding her down in a hot bath, then drove around with her body in a car trunk for hours, the medical examiner's office has ruled the child's death a homicide caused by immersion burns.
The ruling in Jaz'mine Symone Howard's death had been delayed because additional testing was needed to rule out carbon monoxide as the cause, according to Linda Anderson, a spokeswoman for the Tarrant County medical examiner's office.
Anderson said the district attorney's office had requested the tests because the girl's body had been in a car trunk for hours. Ruling out carbon monoxide indicates that Jaz'mine was already dead when she was put in the car, she said.
The girl's father, Charles Delona Bellamy, remained in the Tarrant County Jail on Wednesday, charged with injury to a child with serious bodily injury, a first-degree felony.
Prosecutor Dale Smith said a grand jury will decide whether Bellamy will face upgraded charges.
Leon Haley Jr., Bellamy's attorney, said Wednesday, "Now that they've made a ruling, I'll have to review that before I can determine what approach I'm going to take with my client in his defense."
Jaz'mine's mother, Joy Howard, has told the Star-Telegram that Bellamy picked her up from work on the night of March 15, telling her on the way home that their daughter had urinated on herself and that he had made her take a bath. Bellamy said he left the girl alone, began drinking and fell asleep, awaking to find her dead in the tub, the mother said.
Unable to revive the girl, Bellamy drove her to an Arlington hospital but didn't take her inside because he had been drinking and was scared. Instead, he put the girl in the trunk and eventually picked up Howard, disclosing the whereabouts of the girl's body only as he neared home, the mother has said.
While his family called 911 and tried to resuscitate the toddler, authorities say, Bellamy fled. He surrendered to authorities a week later. His bail is set at $750,000.
