Missing girl in company of sexual predator, police say

JERSEYVILLE - A 15-year-old girl
who has been missing for several days is believed to be in the company
of a convicted sexual predator, police said Monday.
The girl is identified as Arica Blair of Jerseyville. The man she is supposedly with
is identified by police as John David Allen, 23, formerly of Wood
River, and known by the nickname of Mexican John.
"We're doing everything we can to locate her," said Jerseyville Police Chief Brad
Blackorby. The girl was last seen on Wednesday and police were actively
interviewing people on Monday who they had not been able to reach on the weekend.
The department has listed her in the LEEDS national law enforcement database as missing and possibly endangered.
"She's a runaway, is what she is, but even if she has done this willingly, it's not right," Blackorby said, noting her age.
Blackorby said investigators believe the pair may have switched cars from the
first one Allen was driving, although the police chief is hesitant to give out the type of vehicle.
"We think we know what they're driving, but I hesitate to say. I don't want them to hit a back road and disappear on me," he said.
"We think they are traveling, maybe not in this area. I don't think they're in Jerseyville, but they could be in the St. Louis area."
On Friday, when contacted by The Telegraph, Blackorby said the girl had left home multiple times before
and he did not think she was in danger. No Amber Alert was put out. On Monday, his tone struck a more serious chord.
He said the girl has supposedly told others that "she is in love" with Allen.
Arica's half sister, Arielle Honaker, 20, of Bethalto, said Blair and Allen
have had a relationship since she was 13. She believes they met through a
mutual girlfriend who also had had a relationship with Allen.
The latter relationship prompted the girlfriend's family to contact police,
who filed an aggravated criminal sexual abuse charge against him, while
he was living in Wood River, Honaker said.
Allen has an extensive court history in Madison County. In addition to the sexual
abuse charge (for which he received three years probation and had to
register as a sex offender), he has been charged with multiple other
offenses, among them for alcohol, cannabis, theft and contributing to
the delinquency of a minor. In February he was charged with failure to
register as a sex offender. In March, he pleaded guilty to that count
and received 60 days' periodic imprisonment.
Allen, Honaker said, has been a bad influence on her sister almost from the beginning. She
has gotten drunk multiple times in his company, she said.
She's also left home several times, but "never for five days," the sister said Monday morning.
Asked to describe Arica's character, she said, "She is just ... lost. She has
no idea what she wants in life. She is just wanting somebody to care about her."
Arica's parents were never married and lived together for years before they split up about a year ago. Arica lived with her
mother until moving in with her father in Jerseyville. He recently married another woman.
While Arica was living with her mother, Allen frequently stayed the night, the sister said.
"In the last few years, we advised (Arica) she wasn't doing right," Honaker said. "Finally she just stopped talking to us."
The sisters' relationship was once quite different, Arielle said.
"Before all this started going on, she would do everything I would do. She was like a little 'Mini Me.'"
Allen's own relatives no longer associate with him, she said.
"Most of his family have pretty much disowned him. They know about Arica, and they know it's not right," Honaker said.
Blair has been missing since around 7:30 a.m. Wednesday. She is described as
white, 5-foot-5, 110 pounds, with blond hair and green eyes. In addition
she has a tattoo of a peace sign on left leg and her tongue is pierced.
Allen is 5-foot-11, 160 pounds and white.

Another poor girl who's mother was useless. What sort of mother lets their child get tattoo's and a tongue piercing and allow a criminal to sleep with her child? The mother should be charged IMO. We need a new category of charges for parents who just don't care about their kids and are useless.

Police Fear For Missing Teen Believed To Be With Sexual Predator
Police in Illinois are searching for a potentially-endangered 15-year-old girl believed to be traveling with a known sex offender.
Arica Blair was last seen at her father’s Jerseyville home on September 13, but she was reported missing after failing to show up for
school on September 14. Her half-sister, Arielle Honaker, told a Nancy Grace producer that Blair has been involved with 23-year-old John David
Allen for two years, since she was only 13.
Allen is listed as a non-compliant sexual predator in the Illinois Sex Offender Registry. He was convicted of aggravated criminal sexual
abuse for sexual acts with another 13-year-old committed when he was 21.
Prosecutors filed charges against him Monday for allegedly failing to re-register within three days as required after registering himself as
homeless in August.
Allen had court dates scheduled for next week for a DUI charge in Jersey County and for possible probation revocation in Madison County.
Jerseyville police say they believe Blair went willingly with Allen, but even if she is a runaway, they are concerned for her safety because
of his criminal history. Chief Brad Blackorby said Tuesday that police are pursuing some leads indicating that the two are still in the area
and others that suggest they have left the state.
Honaker said she did not believe Allen would intentionally harm Blair, but she still fears the teen is in danger if she is with him. She
does not think Blair has a cell phone with her, but she did take a backpack when she left.

A missing Jerseyville teenager has been found with her 23-year-old boyfriend in Colorado.
Arica Blair, 15, was been taken into protective custody Wednesday,
and John David Allen has been taken into custody by authorities.
Authorities believe Blair left willingly on September 14.
Charges are expected to be filed against Allen, a convicted sex offender.

A multiple-state dash from authorities ended in a Pueblo, Colo.,
Walmart for a 15-year-old Jerseyville girl and her 23-year-old
boyfriend, police said Thursday.
Arica Blair was being held in detention, awaiting the arrival of her
father from Jerseyville. Her boyfriend, John David Allen, was being held
on an outstanding warrant out of Madison County for failure to register
as a sex offender.
Blair was being held at the Pueblo Youth Center under the Colorado
Department of Social Services because of a probation violation warrant
and statements she made to authorities after her capture, said Capt.
Leide DeFusco of the Pueblo County Sheriff's Department.
"She kept saying, 'Wherever you put me, I'm going to run,'" he said.
Colorado authorities began closing the net Wednesday after receiving
information from the U.S. Marshals Service that Allen and Blair were in
the state - eight days after they allegedly left together from
Jerseyville.
Sheriff's officials first went to the Haggard KOA Campground in the
Pueblo West area, where the pair had supposedly been staying. They were
not there.
Later the same day, the marshals developed information that the pair
was headed to a Walmart in Pueblo West to pick up a Western Union money
order. Exactly who was sending the money order was not immediately
clear.
Working off photos they had been supplied, authorities captured
Allen, Blair and another girl, a juvenile, who they apparently had met
in Pueblo, DeFusco said.
"We posted undercover officers in Walmart, along with plainclothes
marshals," he said. "(Allen) was apprehended (around 6:15 p.m.) along
with the juvenile and a Pueblo West resident they had befriended."
DeFusco said the Pueblo girl was released to her parents.
"I think the interaction among them was fairly recent," he said.
"Two or three" marshals had been hot on the couple's trail for at
least two days, he said. Pueblo, Colo., is approximately 774 miles from
Jerseyville.
The vehicle in which Allen and Blair had left Jerseyville on
Wednesday, Sept. 14, was not the one in which they arrived in Colorado.
Allen told authorities he had engineered a trade with a "friend in
Illinois," trading Allen's Chevrolet Impala for the friend's Mazda and
$600.
Extradition proceedings will begin to transfer Allen back to
Jerseyville, DeFusco said. The warrant under which Blair was being held
was non-extraditable, allowing for her to be picked up by her father.
Jerseyville Police Chief Brad Blackorby did not return a telephone
call on Thursday. It was his department that launched a national search
when it placed the Blair case on the LEADS law enforcement database late
last week.
It is not yet known what additional charges, if any, will be filed.
DeFusco said his office would discuss the case with Jerseyville
