Police in Council Bluffs are searching for a missing teen and her
4-month-old baby.

The father of 15-year-old Shannon Blair says he
last saw his daughter Wednesday. She told him she was going to Bayliss
Park and would be home shortly, but never returned or made contact with
her father.



Blair
was last seen wearing a black shirt and white pants. She also had her
son, Kegan Dennett with her. He was wearing a red husker shirt.

A Council Bluffs missing teen and her child were found in an
apartment complex with a 30-year-old man.

Matthew Sipp has been
arrested on suspicion of third-degree sexual assault and false
imprisonment in the incident.

The 15-year-old teen and her
4-month-old infant were reported missing from their Bluffs Street
residence on July 7. The teen’s father told police she was walking to
Bayliss Park and would return soon.

The father reported her
missing on July 9 after she did not come home or make contact with him.

On
Saturday, officers checked the Western Trails Apartments at 3201 Renner
Drive after receiving information the teen might be at one of the
apartments.

“We made contact with (the teen) and Sipp, and he was
subsequently charged,” Criminal Investigation Division Sgt. Chad Meyers
said.

Meyers said the case was not a kidnapping.

“False
imprisonment means at some point, she must have asked to leave and he
apparently didn’t let her,” he said.

Meyers said investigators believe consensual sex acts were
performed between Sipp and the teen and because of the age of the teen,
Sipp was charged with third-degree sexual assault.

Bond has been set at $30,000 for a Council Bluffs man accused of sexually assaulting a 15-year-old
girl and holding her and her 3-month-old son hostage.
Matthew Sipp made his first court appearance Monday morning in
Pottawattamie County Court via video conference.
He faces up to 10 years in prison and a $10,000 fine for 2nd degree sexual assault, and one year in
jail and an $1,800 fine for false imprisonment.
Council Bluffs Police found Sipp in his apartment at 3201 Renner Drive, Apartment K-11 Saturday afternoon
with 15-year-old Shannon Blair and her 3-month-old son Kegan Dennett.
Blair says Sipp held her against her will for three days. She also accuses him of sexually assaulting her.
Council Bluffs Police say Sipp and Blair did have consensual sex during that period of time. But because
Blair is a minor, it constitutes sexual assault.
Police also say Blair asked one time to leave during the three day period, and Sipp didn't let her go.
Sipp is scheduled to be back in court July 20th for his preliminary hearing.
