"Toddler John Doe" - 4 yo/ Accused: Sandra Caraveo and Marcos Gomez - Albuquerque NM
ALBUQUERQUE, N.M. — The New Mexico Children, Youth, and Families
Department and Albuquerque police say they're investigating a serious
injury to a 4-year-old foster child in state custody.
Both foster parents who had custody of the boy and his
2-year-old sister were arrested Wednesday morning by police. They're
being held on suspicion of child abuse resulting in great bodily harm.
The names of the foster parents haven't been released.
The 4-year-old is under medical care at the University
of New Mexico Hospital and the 2-year-old was immediately removed from
the family and placed with another foster family.
The foster parents took him to the emergency room
Sunday night. Authorities say a CT Scan and an MRI helped emergency
room doctors determine that the child has bilateral retinal hemorrhaging
and may be permanently blinded.

Action 7 News learned that the state is demanding answers about
how the two got custody of the child.Action
7 News reporter Ilana Gold said an investigation is under way, and the
New Mexico Children, Youth and Families Department has a lot of
questions. The CYFD said it is looking into every case worker who dealt
with the family.The agency said it wants to know if something wasn't caught
that should have been.The foster parents, Sandra Caraveo, and her boyfriend,
Marcos Gomez, were in court on Thursday.Police said the two are very dangerous,
leaving a 4-year-old boy blinded after he was either shaken, suffocated or hit.A
report shows that Caraveo wanted to have kids because she works from
home and was bored. She and Gomez thought about adoption and became
foster parents in June when CYFD placed the boy in their northwest
Albuquerque residence. That is where police said the abuse occurred.
"When it happens even once ... it's once too many," said Enrique Knell, of the CYFD.
That is why CYFD is investigating. The agency said the couple passed several
extensive background checks and thorough home visits both before and
after the child was placed in their custody.Now case workers who let the boy live
with the couple and supervised him at the home are being questioned."At
this point, we can't find anything that we may have missed," said
Knell. "There were no red flags that we've been able to find where we
can stand here and say, 'We could have caught this.'"CYFD said
that could change depending on what is discovered during the
investigation. The agency admits it might have been impossible to
predict the crime the couple is accused of.Caraveo and Gomez are
at Metropolitan Detention Center charged with child abuse resulting in
great bodily harm. Their bond is set at $200,000 each.The boy is
at the University of New Mexico Hospital, and doctors said he has lost
all of his eyesight. The boy's 2-year-old sister was also placed in the
home, and she has been moved to a different foster home. The girl showed
no signs of abuse, officials said.
