Amber Alert for Two Idaho Girls Possibly Headed to Vegas
REXBURG, Id. (KRNV & MyNews4.com) - The Rexburg Police have
requested Amber Alerts for two girls who were checked out of school by
their non-custodial parent. Captain Randy Lewis says they are looking
for nine-year-old Dezirae Ann John and six-year-old Kiara Ann John.
The school called the girls' stepmother to say the girls had been checked
out of school by their mother. That was around 9am Wednesday. Police
were notified later in the afternoon. Police are calling the case a
kidnapping by a non-custodial parent.
The suspect is Heather Anne Fisher (John). She is 28 years old 5' 8" and 135 pounds. Police
believe she could be taking the children to the Las Vegas area. Anyone
with information can call local law enforcement.
Dezirae Ann John is nine years old. She is 4' 3" and 55 pounds with brown hair and
hazel eyes. She was wearing jeans and a brown coat. Her sister is
four-year-old Kiara Ann John. She is 4' 0" and 55 pounds with brown hair
and hazel eyes. She was wearing black pants, a dark blue shirt and a
pink jacket.

REXBURG - Rexburg police say two school girls who were taken Wednesday morning from Kennedy Elementary by a noncustodial parent, Heather Anne Fisher, 28, have been safely found.
Detective David Stubbs, of the Rexburg Police Department, said the two girls, Dezirae Ann John, 9, and Kiara Ann John, 6, were located in Provo, Utah Thursday morning with Fisher.
According to police Fisher is originally from Pleasant Grove, Utah, but has been living in Las Vegas.
Stubbs said Rexburg police had been in contact with Fisher Wednesday evening by cell phone and she had been given an opportunity to voluntarily release the two children but she failed to meet the deadline of 8 a.m. Thursday.
He said Provo police then located Fisher and the two children without incident at about 8:45 a.m at a Denny's Restaurant in Provo and took custody of the children.
As of mid-morning the two girls were on their way back to Rexburg.
Stubbs stated that no charges have been filed against Fisher, and she is not in police custody, but the incident is being reviewed by the Madison County prosecutor.
"We had a lot of cooperation from other law enforcement agencies," he said, noting participation on the case by the Madison County Sheriff's Office, the FBI and the Center for Missing and Exploited Children. He said police also obtained judicial permission to get assistance from cell phone providers to help pinpoint Fisher's location.
Police were initially notified Wednesday afternoon that the children had been taken when the girls' stepmother called police after she received a call around 1:30 p.m. from the children.
They told their stepmother they were going with "mommy," police say.
In checking with the school, police determined that the two girls had been picked up by Fisher at 9:05 a.m.
Stubbs said his department plans to work to with Madison School District to help prevent incidents like this.
"Our main focus is the return of the kids," he said. "We want to work with the schools to make sure we are doing everything to protect our young children."
Janet Goodliffe, a spokesperson for Madison School District, said that workers at Kennedy Elementary were going off the best information they had when they released the children to Fisher. She said the school secretary followed the standard check-out procedure they always follow, stating "there was nothing to clue the district off that something was amiss."
She encouraged parents to always keep the most recent custodial records with the district to protect children in these situations.
"It behooves parents to make sure the district has the most current and correct custodial records on file," she said. "We can reassure parents that safety of students in our primary role."
Goodliffe called the incident "a complicated custodial case with a lot of issues involved and potentially different legal interpretations of custodial rights from a few different states," and she added that it didn't appear to be an abduction, "the children greeted the mom and agreed to go with her."
