Putnam couple charged with child abuse after toddlers found bound

The parents of twin 1-year-old boys found bound inside their home in Palatka have been charged with child abuse and neglect.
One of the boys was admitted to Putnam County Medical Center for
observation after the boys were discovered when deputies went to the
house on Peniel Church Road looking for another person. Both boys had
numerous bruises, according to the Putnam County Sheriff's Office.
One of the boys was face down in a crib with his hands tied behind
his back and the other was on his back in the master bedroom bed with
his legs tied, according to the Sheriff's Office. An unharmed 2-year-old
boy was also at the house.
The parents of the three boys, Kaitlynn Paige Turner, 21, and Michael
Anthony Turner, 24, were charged with two counts of aggravated child
abuse and two counts of child neglect. They were being held Monday in
the Putnam County jail in lieu of $15,000 bail.
The three boys are now under the care of the state Department of Children and Families.
Deputies went to the residence in relation to a Clay County Sheriff's
Office investigation. Kaitlynn Turner allowed the deputies into the
residence to verify her husband was not the person sought by Clay
County.

Twin toddlers found tied up in Palatka

PALATKA, Fla. -- Frantic, with tears in her eyes, a grandmother came to her daughter's home Monday night in desperation.
"I'm one of the grandmother's," she said. "What was it like when you found out?" a reporter asked. Crying, she said "rough."
Her three grandchildren are now in the custody of the Florida Department of
Children and Families. Deputies with the Putnam County Sheriff's Office
found them Monday inside 220 Peniel Church Road. According to police,
they were abused and neglected.
Police came to the home in
reference to an active warrant investigation by the Clay County
Sheriff's Office. Upon arrival, they met 22-year-old Kaitlynn Turner and
her husband Michael Turner, 24.
"They told us the person we were looking for wasn't there and invited us inside," said PCSO Deputy Hancel Woods.
Inside, deputies say they discovered twin 1-year-old boys tied up with
pantyhose and a scarf. One child was face down with his hands tied
behind his back and the other was on his back with his legs tied. Both
had bruises covering their bodies. A 2-year-old boy was also found at
the residence not bound.
Police say all three boys were wearing heavily soiled diapers.
When we asked Kaitlynn's mother about the abuse, all she could do was cry.
"Do you know why they would have been tied up?" asked Action News reporter Alex Hill.
"No ma'am I have no clue," she said through tears.
Neither do the deputies, who call this one of the more disturbing cases they've seen in quite some time.
"Most all of us have our own children and it does make you go home and want
to kiss your kids when you get home at night and give them a big hug,"
Woods said.
After an initial medical evaluation one of the twin
boys was admitted to the Putnam County Medical Center for further
observation.
Both Kaitlynn and Michael Turner, who are the
biological parents of all three children, were arrested and booked into
the Putnam County Jail. They are each being charged with two counts of
aggravated child abuse and two counts of child neglect.
According to DCF, this is an ongoing investigation.
