GLADSTONE, MO. (AP) -- Suspect Tammi J. Lampkins, also known as Tammi J. Kelly, has turned herself in Monday morning after
seeing herself on television after an AMBER Alert was issued Sunday.
The AMBER alert was issued for five-year-old Lili Justine High who was taken from her father's home in a Kansas City suburb Sunday According to our sister station KRCG in Jefferson City, Missouri, Gladstone police believed that Lili was taken by Lampkins who is her mother's friend, but the girl was not with Lampkins and investigators still don't know where she is as of Monday
morning.
Lili's father told police Lampkins stopped at his home Sunday evening and he says when he was briefly out of the room, Lampkins left with the girl, police said.
Lili was wearing gray and red spandex pants, a yellow T-shirt and no shoes. She is missing her four front teeth.

A 5-year-old girl abducted from her father’s Gladstone home late
Sunday has been located, police confirmed this afternoon.
Lili Justine High
Police said they located the girl with a female relative in
Liberty between 1:30 and 2 p.m. Details on how she was found were not
available.
Earlier today, police picked up a 38-year-old woman who
is suspected of kidnapping Lili Justine High. She had called police and
told them where she was.
Authorities issued an Amber Alert after Lili was abducted from her house by a friend of her parents.
Police said the kidnaper showed up at the father’s house about 9:25 p.m. after
he hadn’t seen her for about three months. The father left the room but
went back when he heard a commotion. The woman had left with Lili.
The suspect is homeless, as is Lili’s mother, police said.

Northland father accused of false abduction report that led to Amber Alert

Clay County authorities have charged a 40-year-old Gladstone man
with a misdemeanor for allegedly making a false missing-person’s report
last week that triggered an Amber Alert.
Bruce G. High allegedly told Gladstone police April 7 that his
5-year-old daughter had been taken from his home without his permission
by a friend of the child’s mother. Authorities found the child several
hours later.
High allegedly told investigators that the girl’s
mother was not at the residence at the time of the abduction. Police
later determined she was there, according to court records.
Also according to court records, a 38-year-old woman took the child as High
argued with the girl’s mother. High allegedly told police that he had
full custody of his daughter but was unable to provide court paperwork
showing the mother could not have contact with the girl.
Police later found the mother and daughter in Liberty. The mother told
investigators she had been hesitant to alert them because she was afraid
of being arrested on outstanding warrants.
