tips from Southern California, although many were false, Washoe County

in Lee Vining, 145 miles south of Reno, follows an apparent sighting
over the weekend in Twin Lakes, Calif., 12 miles north of Lee Vining,
that also resulted in an unsuccessful search, Obenberger said.Records indicated Tourand lived in the Mammoth Lake area and has contacts in the southern part of Mono County, he said.
Court records show Tourand has been involved in child welfare workers since at least 2001.
She recently completed a term in the Washoe County Jail after pleading
guilty to allowing her children to live in a home where the feces and
urine of nine cats and eight dogs saturated her children’s bed and
clothing, and where rotted food was scattered around the home,

her two oldest children, one suffering from mental retardation, because
“(the mother) placed them in physical harm,” records show. Tourand’s
mother is legal guardian of the two oldest children.
