The Oklahoma Department of Human
Services has taken custody of three boys whose hands were covered in
blood and feces when they were rescued from a locked bedroom in an
Oklahoma City apartment.
The parents, Roy Lee Phillips and Elizabeth Phillips, were arrested on
child neglect and enabling child abuse complaints but haven't been
charged. They couldn't be reached for comment.
Police responded June 27 to the Metro Apartments after getting a call that two
small children had cut their hands after breaking a window.
Officers had someone unlock the unit after no one answered the door, and when
they entered, they reported smelling animal waste and seeing clothes,
toys, trash and rotten food on the floor.

3 Oklahoma City boys found bloody, dirty, held in room
Three young boys whose hands were covered in blood and feces were rescued June 27 from a locked bedroom in an Oklahoma City apartment, according to a police report made public Friday.
The children were treated at The Children’s Hospital OU Medical Center and placed in Department of Human Services protective custody.
Their parents were arrested on complaints of child neglect and enabling child abuse.
Police officers reported they were sent to the Metro Apartments, 2326 NE Grand Circle, in response to a complaint that two small children had broken a second floor window and cut their hands.
Police officer Mark Solano said he and his partner arrived at the apartment and spotted the injured children looking out the broken window.
Nobody responded when the officers knocked on the front door, so they had someone unlock it from the outside, he said.
"As we made entry I could smell the stench of animal urine and feces coming from inside the apartment,” Solano said. "The entire living room floor was cluttered with clothes, toys, trash, rotten or spoiled food, along with animal feces.”
Cockroaches, gnats and flies were present throughout the apartment, he reported.
Solano said the officers found three little boys — ages 1, 3, and 5 — confined in an upstairs bedroom that had been locked from the outside.
"The room was graffitied with what appeared to be human feces,” he said.
"All three boys’ hands were covered in blood and feces,” he said, adding that two of the boys wore soiled shirts and diapers and the third had on a soiled shirt and underwear.
Trash, toys and feces littered the floor, and there was no fan or air conditioner in the room on a day when the outside temperature was expected to reach 100 degrees, he said.
The room had no toilet or running water nor did it have food or drink.
Solano said officers found the children’s parents asleep in another bedroom and noted they slept through the officers’ arrival and search of the house, even though officers repeatedly announced their presence and made noise as they walked through the apartment.
The parents, Roy Lee Phillips, 32, and Elizabeth Phillips, 24, were released from jail July 2. Bail for each was $10,000. The Oklahoma County District attorney’s office has not yet received the paperwork necessary to consider filing criminal charges, a spokeswoman said.
Efforts to reach Roy and Elizabeth Phillips for comment were unsuccessful.
Jennifer Wardlow, assistant public information officer for the Oklahoma City Police Department, said she wasn’t sure why it had taken more than a month after the incident for a police report to be made available to the news media.

Just WTH is going on in OKC??? with this case and the Daniel Wolf-Lauck case it seems the "powers that be" in OKC couldn't care less about the children in their community!! THEY ARE MUCH TOO SOFT ON THESE SO-CALLED "PARENTS" disgusting
