Oshkosh police are investigating what a police spokesman called a
"more than probable abduction" about 10:30 a.m. of a 12- to 14-year-old

said police are searching for three men in an older, rursty or dirty,
four-door, maroon vehicle with a back bumper with a dent. The car was
driven by black male who was accompanied by two passengers, a black
male and a white male. According to witnesses, the two
passengers got out of the car and grabbed the girl as she was walking
eastbound on Linwood Avenue, police said.According to police radio reports, the black passenger was described as a black man with short hair,
who was wearing jeans and a white T-shirt. The other passenger was
described as white, with long blond hair and a tattoo on his calf. He
was wearing shorts and basketball shoes.Witnesses told
police the girl, described as a 12- to 14-year-old black female, was
screaming for help as she was dragged into the car. The car left the
scene eastbound on Linwood.Police have not yet identified
the girl, Nichols said. She is described as 5 feet tall and thin. She
was wearing orange shorts, a pink tank top and a shiny or glossy

Abducted Teen "Jane Doe" - Oshkosh WI Empty Stay tuned; This May be a Hoax

An Oshkosh boy reported a possible abduction Wednesday morning on the
city's north side. But many hours after the report, police have yet to
figure out who the victim might be.

Authorities say around 10:30
am, a neighborhood boy witnessed two passengers exiting a car and
grabbing a girl from the sidewalk on West Linwood Street near Walnut
Street in Oshkosh. The boy told police that the girl was screaming for
help, and that the two passengers forced her into the car and then left.

Police
have not been able to identify the girl, only saying that they believe
her to be a 12-14 year old black girl, wearing orange shorts, a pink
tank top, and a shiny headband.

The passenger in the car was
described as a white man with long blond hair. He reportedly has a
tattoo on his right calf. According to police, the passenger wore
basketball shoes and is accused of striking the girl.

Police
say the driver of the car was a black man, but the boy did not get a
good look at him. He did hear the driver yell "Hurry up, Johnson" at
one point during the alleged abduction.

Authorities issues an
Amber Alert at 1:30pm, and that was alert was allowed to expire at
7:30pm as no new information had been gathered since the initial report.

The
men were seen in a mid-sized maroon colored car, with significant rust
and a possible dent in the rear bumper. Police are asking anyone with
information to call them at (920) 236-5700.

Oshkosh Police are hoping for more tips after witnesses claimed to have seen a girl being forced into a vehicle. Authorities have allowed the Amber Alert to expire, after it was issued Wednesday afternoon. Oshkosh
Police Officer Joseph Nichols says a few leads have been investigated
but so far, police do not know the girl's name and no parents have
called to report their daughter missing. Witnesses reported
three men driving up to a girl and pulling her into a vehicle. She's
described as between 12 and 14-years-old, black, about five-feet tall,
wearing a pink tank top, orange shorts, and a gold headband. Anyone with information about the teen is asked to call Oshkosh Police at (920) 236-5700.

Oshkosh police are still looking for a missing girl despite the fact that no one has been reported missing. She
is described as a skinny, 5-foot-tall black female. Police believe she
is about 12 to 14 years old. The girl was last seen wearing a pink tank
top and orange shorts, and had a shiny hair band. An Amber Alert
was issued for eastern Wisconsin on Wednesday after an 11-year-old told
police he saw three men pull a girl into their vehicle. It happened
around 10:30 a.m. in the 1100 block of Linwood Avenue on the city's
north side. The Amber Alert expired Wednesday night. Daniel Nylen said he saw a young girl walking on the sidewalk. He says she panicked when she saw the car. "She was yelling help me, someone is trying to kidnap me," Nylen said. Officer
Joe Nichols, with the Oshkosh Police Department, said the three men
were driving a rusted, maroon, box-type vehicle. The driver was
described as a black male. "The two passengers, one male white, one male black got out and forcibly detained her in the vehicle," said Nichols. Nichols
said the Oshkosh Police Department has received hundreds of phone calls
since the Amber Alert was issued but none of the leads have panned out. Oshkosh police are planning to update the media on this case Thursday afternoon.

lthough they have received dozens of tips, Oshkosh Police Department
investigators on Thursday were no closer to solving the reported
abduction Wednesday of a 12- to 14-year-old girl from a northside
residential neighborhood. Officers
have followed up on all of the information received, but police
department spokesman Joe Nichols said there have been no missing person
reports filed that match the description of the girl. Nor have any
leads developed.While
police are still asking for any information about the girl, Nichols
said, they also are urging anyone who may have been involved in an
incident that could have been misinterpreted to contact the department
and let them know."We've
been waiting for that phone call that would identify the victim or the
people involved," Nichols said. "We started thinking maybe it was just
a misinterpretation and the people involved may think they're going to
be in trouble if they report it. They won't be."The
incident, on the 11000 block of Linwood Avenue, was reported as an
abduction Wednesday morning by a boy who said he saw two men get out of
the car, grab the girl and force her into the vehicle before driving
away with a third man."This was a special circumstance because of the uncertainty,"
Nichols said. "(Wednesday) we didn't have a whole lot of information,
but from what the witness was saying, this was a highly dangerous
situation and we wanted to get the information out as quickly as
possible."
The department received 55 tips through Thursday morning from people who
called the department. It also received information from numerous calls
placed through other agencies – as far away as Kenosha and Antigo – as
well as the A Child Is Missing network and the Amber Alert, Nichols
said.Since the
Amber Alert went out, Nichols said the department has received dozens
of calls from Oshkosh residents with tips, including reports of
vehicles that matched the suspected vehicle's description. That was the
kind of response the department was hoping for."I
think it's been a great response that people are hearing this," Nichols
said. "Any tip that we can get we'll check. It doesn't take that long
to say 'OK this is a good tip or a bad tip,' but I think the response
has been overwhelming."Police
continue to investigate the incident as a possible abduction until they
receive information that it was an incident that was misinterpreted or
makes the department believe it was not an abduction, Nichols said.Based
on the witness' descriptions, police are searching for three men in a
rusty or dirty four-door, maroon vehicle described as old with a dent
in the back bumper. The car has Wisconsin license plates that may
contain a 2, Nichols said.The car was driven by a black man accompanied by two passengers.According
to police radio reports, the black passenger has short hair and wore

Not knowing the identity of the
young girl reportedly abducted Wednesday in Oshkosh played a role in
state officials’ decision to issue a statewide Amber Alert in an
attempt to locate the girl and determine whether she was in danger.That
same lack of information also factors into authorities still not
knowing whether the girl was abducted or merely involved in an incident
that was misinterpreted by a boy who witnessed the incident. Police,
more than two days after the incident, had still not received a report
of a missing child that fits the girl’s description."Having
a scenario like that, where you don’t know the victim’s name or where
to follow up, doing an Amber Alert is one of the only leads you have,"
said Craig Klyve, the director of investigative services for the
state’s Division of Criminal Investigation, which issues the statewide
Amber Alerts. "The flip side is if you have information about a child
who may have been abducted and you don’t take the measures that you
have at your disposal, it may turn out tragic."The Amber
Alert, which was issued three hours after the 12- to 14-year-old girl
was reportedly abducted Wednesday morning from the 1100 block of
Linwood Avenue, was cancelled early Thursday after officials evaluated
the situation and determined the public had been adequately alerted to
the descriptions of the girl, the suspects and vehicle.The 24-hour broadcast of the Amber Alert should have allowed anyone
with information to contact the police if they had any information
about the incident, Klyve said.Police continue to
investigate the incident, which they are treating as a child abduction,
and follow up on any information they receive, Oshkosh Police Capt.
Kelly Kent said. "We believe the boy did see something
and that it was possible he might have misinterpreted what he saw,"
Kent said. "At this point we’re waiting for phone calls from the public
that might help us determine what happened."The boy told

authorities can safely recover the child without issuing an Amber Alert
– such as using an endangered/missing alert or negotiating with the
individual who has the child with them –they will do that.
Because
authorities did not know the identity of the girl, they were unable to
use the alternate routes and were not sure how much danger she was in,
Klyve said."It also comes down to how can we return the
child safely," Klyve said. "We didn’t know who the victim is so we
couldn’t assess the threat. We had to assume it was a high threat."

Oshkosh authorities are defending their decision to issue an Amber
Alert last week for an alleged child abduction, even though no one has
reported a missing child. The alert was issued Wednesday after a
boy told authorities he saw three men force a girl into a vehicle. The
alert was allowed to expire early Thursday. Oshkosh Police Capt.
Kelly Kent says authorities believe the boy saw something, though it's
possible he misinterpreted what he saw. Kent says police are hoping to
receive tips from the public to help them understand what happened. Craig
Klyve is a spokesman for the state's Division of Criminal
Investigation, which issues Amber Alerts. He says if authorities hear
about a possible abduction and don't use all the tools they have,
things could turn out tragic.

The search continues for a girl who could have been abducted in Oshkosh. An
AMBER Alert was issued after 11-year-old Daniel Nyberg told police he
saw two men grab a teenage girl, put her in a car, and take off. Since the report yesterday, no missing persons reports have been filed and dozens of phone tips have turned up nothing. Police still believe what the boy witnessed, but they're now trying to figure out if the boy saw a family dispute instead. "We're
looking for families, that if that happened, they should contact us
immediately so we can ease the minds of citizens in Oshkosh," says
Officer Joe Nichols of the Oshkosh Police Department. Nichols says they still stand behind their decision to issue an AMBER Alert. He says the report met the criteria for an AMBER Alert. "We believe there was a juvenile female in danger. And that's why we put the report out when we did," says Nichols. The National Center for Missing and Exploited Children agrees. "The whole premiss of the Amber Alert, time is the enemy. And you have to move quickly," says Spokesperson Ernie Allen. Oshkosh Police are asking if anyone has information on the possible missing girl, to give them a call.

While the resources the Oshkosh Police Department is devoted to its

decreased, police say the case remains one of the department's "high
priority" investigations.
More than a week after the department began its investigation into the
reported abduction, officers are still following up on any information
they receive in an attempt to identify, locate or determine what
happened to the girl.A

maroon colored four-door car, which was driven by a black man, on Aug.
20 around 10:30 a.m."It is among the priority investigations we've got going on," Oshkosh
Police Chief Scott Greuel said. "As each day passes and we don't have a
victim identified, you have to look at if from different perspectives
and pursue different angles."The girl is described as between 12- and 14-year-old old, 5 feet tall and thin.Police have not received any reports of missing children matching her description, Greuel said.When
police initially received the report, Greuel said an extensive amount
of manpower was deployed in the investigation. The specific number of
hours the department devoted to the investigation is not yet available,
Greuel said.The number of officers working on the case declined once police completed
the initial tasks of canvassing the neighborhood, reviewing
surveillance tape, talking to witnesses and following up on information
the department received as a result of an Amber Alert, were complete,
Greuel said.It is too early for the department to make a decision whether the incident
was an abduction, an incident that was misinterpreted or did not even
occur, Greuel said, and therefore the department will continue to
actively investigate the case as a high priority.The
case has now been assigned as to a detective as a high priority case
and additional officers work will be available to work on it as needed,
Greuel said. However, the amount of information coming into the
department about the case has slowed down.Greuel said police are not sure whether it was an abduction or an incident witnesses misinterpreted."There
could be a lot of explanations of what happened there," Greuel said.
"We just want a reasonable explanation for what was seen."

An Amber Alert rang statewide Aug. 19 after Oshkosh police received
a report that a girl had been dragged into a car on the city’s north
side. The emergency broadcast asking for information about an abducted child
continued for 24 hours without police knowing the girl’s identity. The
alert was canceled a day later after police failed to receive reports
of a missing girl and did not receive any calls about the suspect
vehicle.Brown County authorities said they don’t fault
Oshkosh police for launching an Amber Alert, in part because officers
often face snap decisions with imperfect information.Locally,
police officers and sheriff’s deputies work with their supervisors to
cull as much information as they can before asking for an Amber Alert.
The information is passed on to the local 911 center and then to the
Dane County 911 operators who issue the alert.The main
factor in the decision is whether a child is in “danger of serious
bodily harm or death,” said Green Bay police Lt. Jim Runge. “That’s the
big hurdle.”Brown County Sheriff’s Capt. Randy Schultz
said he would likely have made the same decision Oshkosh officers did
given the information they had at the time. Second-guessing the
decision after the fact is the easy part, he said.“If you’re tossing the coin, you have to toss it on the safe side,” Schultz said.Time is critical on missing children cases. As time ticks by, so does the potential for a successful outcome, Schultz said.Oshkosh’s response doesn’t create a “cry wolf” scenario, Runge said.“If
they’re putting one out once or twice a week, yeah, then it’s a
problem, but in these cases you always want to err on the side of
caution,” Runge said. “If they put it out and it wasn’t necessary, OK …
we can deal with that. If they didn’t put it out and probably should
have, that would be worse.”

However, the department still considers it an active case.
Police Chief Scott Greuel says investigators think it's likely that

The Oshkosh Police Department
is keeping the case of a reported child abduction from last summer
open, but is now waiting to receive more information before taking any
more steps with the investigation.
Police
are continuing to treat the case as an abduction, department spokesman
Officer Joe Nichols said, because they do not have any other
information that would lead them to believe the incident was anything
else. They have not received any new information or leads on the case
since the days after it occurred.

“We’re still waiting to hear from anybody that may know anything,” Nichols said.

It’s been one year and Oshkosh police still are not sure what events
transpired that lead a boy to tell police that he witnessed an abduction
on a city street.
An Amber Alert was issued Aug. 19, 2009, after the Oshkosh Police
Department received a report that a had been abducted by three men while
she was walking in the 1100 block of Linwood Avenue. Not knowing the
identity of the girl was one of the factors that lead officials to issue
a statewide alert in an effort to locate the girl and determine whether
she was in danger.No one else reported seeing the
incident, Oshkosh police never received a report of a missing child
matching the girl’s description and have no new information about the
incident in the year following the alert.Even though no
child was located as a result of the alert and there are unanswered
questions about what the boy saw that day, officials said the incident
should not affect how people view the Amber Alert system or raise
concerns that curtail its use."There have been a number of
Amber Alerts across the country in which somebody had witnessed
something that from the witness point of view appears to be an
abduction," said Robert Hoever, associate director of special projects
in the missing children’s division at the National Center for Missing
and Exploited Children. "We don’t want to discourage the public from
reporting these types of things to law enforcement because it’s
critically important that these things are reported."The

said.Such misinterpretations are not uncommon.According
to the 2009 Amber Alert Report issued by the National Center for
Missing and Exploited Children, there were 207 alerts issued involving
263 children nationwide in 2009. Sixteen of those alerts were later
determined to be hoaxes, an intentionally false report filed with the
intent of misleading law enforcement, and 15 were determined to be
unfounded cases, in which investigation determined a child was never
missing.Since the Amber Alert program was implemented in
1996, Hoever said 510 children have been located specifically due to
members of the public getting information about the child due to the
alert system. Hoever said cases like the one in Oshkosh should not
negatively impact the way the public views the alert system."This
was one instance that happened in Wisconsin in the past year," Hoever
said. "I don’t think that’s going to desensitize the public or erode the
public’s confidence in the system."While the incident
leading up to the alert remains an open investigation, Greuel said it is
not actively being worked on because the department has not received
any new information.
