home in 1100 block of Willeys Lake Road on Friday, Aug. 28.The
child is identified as Jon "Cecil" Anthony Frazier, and is described as
weighing 13 pounds, with brown hair and may be in a blue blanket, Chief
Criminal Deputy Jeff Parks said.Parks said the child's father
woke up Friday morning and discovered that his son was missing. The

The Whatcom County Sheriff's Office has launched a search for a missing infant.According
to the department spokesperson, Jeff Parks, at approximately 8:30am
Friday morning the Sheriff's Office responded to a report of a missing
2-month-old baby in the 1100 block of Willey's Lake Road, east of
Custer, WA.The initial reporting party, a grandmother not at the
scene, called 911 to report that her son had called her saying that
when he woke up Friday morning to find his baby missing. The father
checked with neighbors, who had not seen the infant either.The mother of the child reported to the Whatcom County Jail on Thursday pending transfer to the Department of Corrections.Whatcom
County Sheriff's Office deputies and detectives responded to the area
and also requested search dogs and air support to assist in the efforts
to locate the missing infant.Search and rescue teams were deployed in the afternoon to do a grid search of the area near the home as well.A
neighborhood canvas was done and a number of contacts were made with
friends and associates of the parents in hopes that someone may have
picked up the child while the father slept.The father told police that the door to the residence was found open and nothing appeared to be out of place.Due
to the age and vulnerability of the child a statewide law enforcement
bulletin was issued and local hospitals notified. The circumstances
involving the missing infant do not meet the criteria and requirements
for the AMBER Alert Protocol, which was not activated.The missing baby is identified as:Jon "Cecil" Anthony Frazier DOB: 06/17/2009 Male, 13 lbs, brown hair, with lighter brown hair on top front of head.The infant may be in a blue blanket.Detectives
are continuing to investigate the case and anyone with information that

A frantic search continues Sunday for a 2-month-old who disappeared from his home late last week.Jon Cecil Anthony Frazier was discovered missing from his home in the Whatcom County town of Custer early Friday morning.The
Whatcom County Sheriff's Office said the baby's grandmother reported
him missing after her son called and told her that he woke up and the
baby was gone.Search crews have been combing the area near Custer since Friday for any signs of the baby.Search
and rescue crews looked near the home by flashlight into the night
Saturday near the trailer where Jon Frazier told deputies he put his
son to bed Thursday night.Frazier told police that when he awoke Friday morning, the baby was gone. The door to the trailer was found open."He
called family members, and nobody took the child. He hasn't been able
to locate anyone who has knowledge of who took the child," said George
Ratayczak, Whatcom County search and rescue coordinator.Searchers found nothing Saturday night.Don Kleindel, a relative of the family, told KIRO 7 Eyewitness News the family is “devastated.”"The
parents were great. They loved little Cecil. They were doing a great
job with him -- definitely loved him as well as the rest of the
family," Kleindel said.The FBI has joined the investigation.Investigators
said Cecil's mother could not have taken him because she reported to
jail hours before he disappeared to serve time on a robbery charge.Search and rescue teams were expected to continue their work Sunday morning.

A Whatcom County infant who was the subject of a massive search over the
weekend has been found dead and the father is considered the only
suspect.

2-month-old Jon "Cecil" Frazier was reported missing from his family's
home on Willey's Lake Road east of Custer Friday morning by his father,
who said he couldn't find the baby after waking from a nap.

The F.B.I. and numerous other law enforcement agencies assisted the
Whatcom County Sheriff's Office in the search and investigation, which
led officers to the 7100 block of Dahlberg Road in rural Whatcom
County. They found the baby's remains there in a wooded area at about
1 o'clock this (Sunday) afternoon.

The father, 42-year-old Vincent Frazier, has been taken into custody by
the Whatcom County Sheriff's Office and is talking with investigators.
He hasn't been formally charged or arrested at this time. The boys
mother was in jail to serve time for a robbery conviction at the time
of the disappearance and is not considered a suspect.

Citing the ongoing investigation, the sheriff's office is not releasing
details about the suspected cause of death or where the baby may have
been killed.

The father of a missing 2-month-old infant, whose body was found in a wooded area in the 7100 block of Dahlberg Road, Sunday Aug. 30, has been arrested on suspicion of second-degree murder.
Jonathon V. Frazier, 42, was booked into Whatcom County Jail late Sunday evening.
The body of Jon "Cecil" Anthony Frazier was located at about 1 p.m. Sunday on private property about a mile away from the trailer where the boy and his father lived. The boy's mother, Brooke K. Johnson, 26, had reported to Whatcom County Jail the previous morning to await transfer to a state prison on a robbery conviction.

The infant was reported missing from the 1100 block of Willey's Lake Road, east of Custer by his grandmother at about 8:30 a.m. Friday, Aug. 28. Frazier had told authorities he had awoken to discover that the boy was missing and the door of the trailer was open.
Whatcom County Sheriff's deputies, special agents from the FBI and representatives from the National Center for Missing and Exploited Children began a criminal investigation which led to information of where the child's body was located, Whatcom County Sheriff Bill Elfo said.
Elfo declined to elaborate on the nature of the information or how it was obtained.

The father who claimed his 2-month-old baby boy mysteriously vanished
was ordered held Monday on $1 million bail on suspicion of
second-degree murder and felony assault in connection with the infant's
death, authorities in Whatcom County said.An autopsy showed Jon
Cecil Anthony Frazier suffered a broken femur and massive blunt force
trauma to his head, according to court documents citing findings from
the Whatcom County Medical Examiner's office.
The autopsy indicated the baby was swung by his leg and struck something,
contradicting his father's claim that he accidentally rolled over the
child while the two slept, according to the documents.The
father, 42-year-old Jonathan V. Frazier, placed the baby near a home
belonging to an ex-boyfriend of the child's mother in hopes police
would finger the ex-boyfriend, according to prosecutors.Frazier is scheduled for arraignment a week from Friday.Frazier has seven prior felony convictions and seven failures to appear in court.Frazier first told deputies that he put the boy to bed Thursday night and awoke Friday to find him missing.Investigators said the story didn't made sense."I think it's safe to assume it involves criminal activity, and that's why
it was investigated. Any plausible or reasonable satisfactory answer
for the child's disappearance was not apparent," Whatcom County Sheriff
Bill Elfo said.For three days, hundreds of searchers looked for
the baby, until the child's body was found in a wooded area about three

prison sentence for robbery the day before Cecil was reported missing.Relatives called both great parents."I've seen them interact with him. Both parents did a great job with baby
Cecil. They really did," said Don Kleindel, a relative of the family.Relatives said the baby's father had lots of family support."He had plenty of help to raise little Baby Cecil. In fact, the
grandparents had already been talking about which days and so forth to
watch the baby and very supportive of Vince in raising the child by
himself," said Kleindel.A spokesperson for the baby's family
said Monday, "We continue to rely on God’s strength and His grace to
help us during this time of sorrow. Our faith remains strong even with
so many unanswered questions. We will put our love and support into the
family as we make arrangements for the funeral and the grieving period

A Whatcom County man allegedly killed his infant son because he felt "frustrated and overwhelmed" after his wife didn't finish day care arrangements for the child before reporting to the Whatcom County Jail on Thursday, Aug. 27.
Jonathan V. Frazier, 42, was charged with second-degree murder Tuesday for allegedly causing the death of his 10-week-old son, Jon.
The child was reported missing Friday morning and was found dead Sunday afternoon near Custer.
The baby died of massive head injuries Thursday night or early Friday morning, according to a preliminary report from Whatcom County Medical Examiner Dr. Gary Goldfogel.
Frazier told Whatcom County Sheriff's detectives he swung the child into a door, a wall and a bed frame, according to charging documents filed in Whatcom County Superior Court.
Chief Criminal Deputy Prosecutor Mac Setter said Frazier's statement of feeling frustrated and overwhelmed was the only explanation he's offered for allegedly killing his son.
Frazier's wife, Brooke K. Johnson, 26, reported to the jail Thursday to await transfer to a state prison where she'll serve a sentence for a second-degree robbery conviction.
Setter said he opted to charge Frazier with second-degree murder because he couldn't establish that Frazier had planned to kill the child, an element of first-degree murder.
"There was simply no evidence that he had planned this beforehand," Setter said. "I don't know why he did that. We don't have to establish motive."
According to the charging documents:
Neighbors were drinking liquor with Frazier in his doublewide trailer in the 1100 block of Willeys Lake Road Thursday night - the last time the child was seen alive.
The child's grandmother reported him missing Friday morning, which led to a three-day search of the area.
Frazier originally told detectives he put the child to bed Thursday night, got up to feed him during the night, and woke Friday morning to find his trailer's door open and the child gone.
On Sunday, Frazier changed his story, and told a family member he had fallen off his bed at some point in the night and woke up to find his son underneath him and suffocated.
He told the family member he didn't know what to do, so he wrapped the child in a blanket and dropped him off in a driveway several miles from his home.
The family member reported this to detectives, who set out to locate the child. They found the baby as described and re-interviewed Frazier.
Frazier repeated that the boy had suffocated until detectives told him about the baby's head injury. He then admitted to swinging the child around.
He told the detectives he dropped the baby off by the home of his wife's ex-boyfriend in the hope of implicating him in the infant's death. He said he then returned to the trailer to clean up evidence.

A vigil for a slain baby boy will be held outside the Whatcom County Courthouse Friday morning, Sept. 11.Jon
"Cecil" Anthony Frazier was found dead near Custer Aug. 30, and his
father, Jonathan, has been charged with murdering the infant.The
vigil is intended to commemorate the boy's life but is also aimed at
educating the community on issues related to child abuse, said Rachel
Kennedy, who helped organize the event.

The event will begin at 8 a.m. and will last until about 11 a.m.,
Kennedy said. A candlelight vigil will be held at 9:30 a.m.Jonathan
Frazier will be arraigned on a second-degree murder charge in Superior
Court that morning. He is currently being held in the Whatcom County
Jail in lieu of $1 million bail.

BELLINGHAM, Wash. - A man accused in the brutal death of his infant son pleaded not guilty to second-degree murder charges Friday morning.

The accused father, John Vincent Frazier, showed very little emotion at the hearing in Whatcom County Superior Court as he heard the charge and entered his plea.

But outside the courthouse, it was a completely different story - emotions were running high as citizens remembered the young life at the center of the court case.

"It's really rocked the community," said one woman, Rachel Kennedy. "Everybody has felt the loss of this child's life."

"We want to remember the baby," she added.

Along the sidewalk outside the courthouse, Kennedy and other community members held a vigil for the 2-month-old infant, Jon Anthony Frazier - or "Cecil," as he was called.

The baby's photo was there, along with ribbons and candles placed in his memory.

Baby Cecil's small, broken body was found in a wooded area near Ferndale last month.

According to police, the boys's father first claimed he woke up to find the boy was missing from their trailer.

Then, a few days later, prosecutors say, his story changed. Frazier allegedly told police he woke up with the boy suffocated underneath him.

But after an autopsy, prosecutors said Frazier's story didn't add up, because the baby's injuries didn't match the account Frazier gave of the circumstances surrounding the boy's death.

Authorities believe the baby was swung by his leg and hit in the head.

The gory details are too much for some community members to handle. So rather than looking back, they said they're looking forward.

"We don't want to concentrate on how this happened. We want to concentrate on why it happened and reach out to the community so maybe we can save one child's life," Kennedy said.

Vigil organizers handed out flyers about child abuse statistics to support groups and reaching out for help. They're trying to do anything to prevent this from happening again.

"We wanted to be able to get the word out and make sure this doesn't happen to any other child again," said organizer Stefanie Smith. "With all the resources that are here, there's no excuse for a child's life to end in death."

How dare this scum plead not guilty. Not even man enough to feel remorse and plead guilty and accept his due punishment for what he did. We need to take a serious stand to protect children and speak up and tell our governments it's not acceptable to send a baby home from hospital to be raised by lowlife crims. What do we expect the outcome to be FGS? Either this sort of horrible end or another criminal to deal with later.

Whatcom County man gets maximum sentence for murdering infant son


Before sentencing a man to 22 years in prison for beating his infant son to death near Custer in August 2009, Whatcom County Superior Court Judge Ira Uhrig contemplated an alternative punishment.
Suppose, Uhrig told Jon V. Frazier, 43, on Wednesday, Jan. 12, that the law would allow him to sentence Frazier to suffer the brutal violence he used to kill his son, Jon "Cecil" Anthony Frazier.
"If that were true, I suppose we would take you out somewhere and break your leg and your skull until you breathed your last breath," Uhrig said. "The law requires I show you more mercy than you showed your 10-week-old son."

Uhrig sentenced Frazier to the maximum sentence allowable under state law for a second-degree murder conviction, which is a little more than 22 years in prison. Frazier pleaded guilty to that charge earlier in Wednesday's hearing.
Whatcom County Chief Criminal Deputy Prosecutor Mac Setter and Frazier's attorney, Jon Komorowski, director of the Whatcom County Public Defender's Office, both recommended that Frazier receive the maximum sentence.
"What he did was inexcusable," Komorowski said.
On Aug. 27, 2009, the child's mother, Brooke K. Johnson, who is Frazier's wife, reported to the Whatcom County Jail to begin serving a prison sentence for a robbery conviction.
The next morning Frazier reported his son missing to family members and said someone had entered his mobile home in the 1100 block of Willey's Lake Road during the night and abducted the infant.
Frazier confronted neighbors and family members about his son's purported abduction and demanded they return the child to him, Setter said Wednesday.
One of the family members contacted police, who launched a massive search that drew assistance from friends, dozens of volunteers and every law enforcement agency in the county, Setter said.
Volunteers scoured acres of property surrounding Frazier's mobile home but found no trace of the boy.
Two days later, Frazier disclosed to a family member that he may have caused his son's death.
When confronted by detectives, Frazier admitted to murdering his son and led them to where he hid the body, which was near a house where his wife's ex-boyfriend lived. Frazier said he did this to implicate the ex-boyfriend in his son's death.
With family members present in court Wednesday, Frazier tearfully apologized for killing the infant and for lying to cover it up.
"I took from this world a beautiful baby boy," Frazier said. "I lied to everyone to try to help myself. I am ashamed of my actions and I can only pray that you take my apology with you."
Frazier said he is haunted by his actions and his memories of his son.
Uhrig said that was fitting.
"Mr. Frazier, you are correct that you alone are responsible for this horrible, despicable act," Uhrig said. "That you may be haunted by these memories is quite appropriate."
