A three year old girl was found dead Sunday morning in an apartment in the 7300 block of Greenhaven Drive.
Her mother, 31 year old Anul Ram, was arrested on suspicion of
drowning the toddler. Ram is being held at Sacramento County Jail
facing murder charges. No bail is available and according to jail
records, Ram has an INS hold. She goes before a judge to answer to
charges Tuesday afternoon.
"I think it's really really sad. It's devastating a mother would do
something like that to their own child," said one resident.
The stunning news has left many residents at the Windbridge Village Apartments in Sacramento heartbroken.
When officers arrived early Sunday morning to do a welfare check,
they located a 3 year old child--identified by a neighbor as "Divya".
The girl was unresponsive and pronounced dead at the hospital. Her 7
year old brother Devin was not hurt.
A resident, who didn't want to be identified, says her son played
with Ram's daughter. The mothers would always say "hi". Ram and the
children seemed normal said the woman.
"I really can't see her do that," said the resident. "I just know
her as a good mother. She was always at the swimming pool with her 2
kids. She seemed like she loved the kids and cared about them a lot."
The children's father called authorities around 1AM Sunday fearing
that his estranged wife may have killed their 3 year old daughter. Ram
had just picked up the children from the father's home.
News10 talked to the toddler's father. He did not want to comment.
News10 then sat down and talked to a neighbor and good friend of
Anul Ram. She says Ram is a nurse and interested in hospice care. She
doesn't believe Ram would ever hurt her own children. According to the
neighbor, Ram was abused by her husband. And, Ram had been crying for
the past week, concerned that her husband would take the children away.
The neighbor says she heard Ram turn on the shower early Sunday
morning. Not long afterward, authorities arrived and tried to perform
CPR on the child.
"The motive is still under investigation. It's hard to imagine why a
mother would do this to her own child," said Konrad Von Schoech with
the Sacramento Police Department.
Shiela Boxley, the C-E-O of The Child Abuse Prevention Council said
this case is another example of how an intervention by friends or
neighbors might have headed off a tragedy. "There seemed to be some
evidence or some individuals saying that the mom had been crying all
week long. That certainly would be an indication that the mom needs
some support. There's needs to be some kind of intervention."
But upstairs neighbor Mindy Ma said she had no idea there were any
problems. "Some people, they seem really nice," she said, "but inside
them, they just have a lot of trouble with their life."

A Sacramento mother accused of drowning her 3-year-old daughter last weekend claims she was the victim of domestic abuse by the child's father, court documents show.
Anul Malik Ram claimed her estranged husband Dinesh Ram
"called and told my close friend that he had purchased a gun and was
going to kill me and all of my friends," according to the temporary
restraining order request filed in February 2008.
Ram, 31, also told the court she had a scar from when her
husband threw a drawer at her. During a February 5, 2008 encounter, she
claimed the baby's father "physically chased me with a fireplace poker
(and) pushed me onto the bed."
In court documents, Ram's husband denied all the abuse
allegations and claimed that Ram came after him with a knife in
February 2008.
Court records show Ram filed for divorce a week after the
restraining order. However, divorce court proceedings stopped in
September 2008. The couple remained estranged and Ram had full custody
of the children.
Ram was booked into Sacramento County jail on suspicion of
murder Sunday after officers found Ram's 3-year-old daughter
unconscious in Ram's apartment on the 7300 block of Greenhaven Drive.
Dinesh Ram called authorities just after 1 a.m. Sunday
fearing that his estranged wife may have killed their daughter. Ram had
just picked up the children from the father's home, Sacramento Police
spokesman Konrad von Schoech said.
The child was taken to the UC Davis Medical Center, where she was pronounced dead. The 7-year-old was not harmed.
Anul Ram was booked into the Sacramento County Main Jail on
suspicion of murder. She is in the psychiatric ward. There is also an
INS hold on Ram. She is scheduled to be arraigned Tuesday afternoon.

Mother Accused Of Drowning Daughter Also Accused Of Rape
Anul Ram Remains In Sacramento County Main Jail Without Bail
POSTED: 12:02 pm PST March 11, 2010
SACRAMENTO, Calif. -- Anul Ram, the woman charged in the death of her 3-year-old daughter, also faces a special circumstance allegation of rape in the case.
According to court documents obtained by KCRA 3, the Sacramento County District Attorney's office alleges "that the murder of Divya Ram was committed by Anul Ram, while the said defendant was engaged in the commission of the crime of rape."
Sacramento police said Ram drowned her daughter, Divya, in their Greenhaven apartment on Nov.15.
Police said they received a call from the child's father asking for a welfare check on his two children, a 7-year-old boy and the daughter. Both had been picked up from his home by their mother, his estranged wife.
Police said the father called them back about a half hour later, saying that he believed his wife might have killed their daughter.
When police arrived at the mother's home, they found the child unresponsive. The girl was taken to UC Davis Medical Center where she was pronounced dead.
The Sacramento County Coroner's office told KCRA Thursday that the cause of the girl's death is still pending. Budget cuts have delayed autopsy reports by as much as five months. Once the autopsy is completed, the cause of death would be released. However, the autopsy report itself would not be released until the murder charge is adjudicated.
Calls to the Sacramento County District Attorney and Ram's public defender were not immediately returned to KCRA 3.
Ram, a licensed vocational nurse, remains in the Sacramento County Main Jail on no bail.
She is due back in court March 22 for a settlement conference.

Sacramento mom sentenced for drowning 3-year-old daughter
5:20 PM, Jun 3, 2011
SACRAMENTO, CA - A Sacramento woman was sentenced Friday after she pleaded guilty to the murder of her 3-year-old daughter and not guilty by reason of insanity to the attempted murder of her 7-year-old son in April.
Anul Ram was sentenced to 15 years to life in jail, but will first undergo treatment at Napa State Hospital until she is declared sane, said Deputy District Attorney Charles Gonzalez.
Ram admitted to police she drowned her 3-year-old daughter and tried to drown her 7-year-old son on early the morning of Nov. 15, 2009, in their Greenhaven Drive apartment, said Sacramento County District Attorney's Office spokeswoman Shelly Orio in April.
"The circumstances in this case were tragic," Gonzalez said in statement. "This resolution appropriately addresses the issues involved and ensures that the defendant will not be released for a very long time."
Ram combined prescribed psychiatric medications with alcohol and cigarettes, picked up her children from her husband's home then filled that bathtub with water with the intent to drown her children, said Gonzalez.
Gonzalez said Ram drowned her 3-year-old-daughter, and then was about drown her 7-year-old son when police interrupted her.
Ram was previously hospitalized for psychiatric treatment and a prior suicide attempt before the murder of her daughter.
